2 . General requirements.. The merchant shall undertake to enable the client to pay for goods and/or services by means of the terminal or cash register system..2. Only the client shall have the right to make transactions with a card. The merchant shall be obliged to refuse to accept the card if the transaction is not made by the client..3. The merchant shall be obliged to authorise the transaction in the presence of the client..4. The merchant shall not be permitted to divide the amount to be paid into several transactions and receipts, except if the cardholder wishes to pay for the transaction partially by card and partially in cash..5. The merchant shall not have the right to make cash transactions by card..6. The merchant shall be obliged to authorise a transaction if the expiry date of the card has passed or has not yet come into effect. In the case of a positive authorisation, the merchant shall be obliged to perform the transaction. 2. Using the card in a payment terminal Cards that are accepted are specified in an agreement between the merchant and the bank or Nets Estonia AS (hereinafter the Card Centre). 2. Upon making a transaction by a magnetic stripe card, the merchant shall be obliged to do the following: 2.. Take the card and not return it before the transaction is finished Visually check the authenticity of the card and its conformity with the description of the card specified in clause 6 of these requirements. If the card does not conform to the requirements, the transaction must be interrupted and the card cannot be accepted as a means of payment Authorise the transaction pursuant to the user manual of the terminal or the cash register system. Call the Card Centre at if automatic authorisation is not successful and ask for the authorisation code, notifying them of: the merchant s membership number and name; card number; card s expiry date; transaction amount; check digit. The Card Centre gives the merchant a permitting or prohibiting authorisation code. The merchant shall be obliged to forward other information to the Card Centre upon its request. The explanations of the codes and further instructions are provided in clause 5. The positive authorisation code must be entered in the terminal or cash register system pursuant to the manual If the terminal or cash register system notifies that the four last numbers entered for check-up do not match the information on the magnetic stripe, not to return the card, identify the person, and call the police. The printed receipt shall be preserved If the numbers printed on the receipt do not match the numbers on the card, not to return the card, identify the person, and call the police. The transaction shall be cancelled and the receipt preserved In the event of a negative or prohibiting authorisation code, interrupt the transaction and act pursuant to the instructions on conduct specified in clause Check that the card number and card type displayed on the screen of the terminal or cash register system and printed on the receipt correspond to the number of the submitted card If the transaction amount is or exceeds 00 (one hundred) euros (unless otherwise specified in the agreement) or there are doubts about the authenticity of the card or the client, identify the person who submitted the card pursuant to the requirements specified in clause Give the receipt to the client for signing Check the identity of the signatures on the card and the receipt. If the signatures do not match, identify the person who submitted the card pursuant to the requirements specified in clause 4. If the card has not been signed, the merchant shall authorise the transaction, identify the client, and ask the client to sign the card. The merchant shall not be permitted to perform the transaction if the client refuses to sign the card. In the latter event, the merchant shall cancel the authorisation. 2.. Give a copy or duplicate of the receipt, the card, and identity document back to the client. 2

3 2.2. Upon making a transaction by a smart card, the merchant shall be obliged to do the following: Enable the cardholder to personally enter the card in the smart card reader Enable the cardholder to enter the PIN when the respective notice is displayed on the screen of the terminal If more than one payment function has been saved on the card chip, enable the client to choose a suitable payment function when the respective notice is displayed on the screen of the terminal Perform the transaction pursuant to the manual of the terminal. If the terminal is not able to read the chip, the transaction shall be performed pursuant to the manual of the terminal by using the card s magnetic stripe (see clause 2..) If the client is identified by PIN and the identification is unsuccessful because the PIN locks itself, the transaction shall be interrupted and the card cannot be accepted as a means of payment If the client can be identified by PIN, a copy or duplicate of the receipt shall be given to the client. Please note! If the transaction can be performed by means of a PIN, it is not required for the client to sign the receipt and check the document If the transaction is accepted by the client by a signature, the receipt shall be given to the client for signing. Check the identity of the signature on the card and the receipt. If the signatures do not match, identify the person who submitted the card pursuant to the requirements specified in clause Give a copy or duplicate of the receipt and the card back to the client Installation requirements of PEDs (PIN entry device) for points of sale: PEDs cannot be in the visual field of video surveillance cameras and shall be located on the client s side of the service counter PEDs shall be directed at the cardholder and have a protective shield around it to guarantee that the PIN can be entered privately The merchant shall not remove the protective shield of PEDs, which are attached to the device. No third party is allowed to see or find out the PIN in any other way The merchant shall ensure that PEDs are protected against stealing or replacement. Upon any suspicion of additional devices or possible damages to a PED, the merchant shall be obliged to immediately inform the bank thereof Performing a contactless payment Means of contactless payment can be either a payment card, key ring, wrist strap, or a mobile phone. All of them need to have a symbol depicting the contactless payment feature. In the case of a mobile phone, the contactless payment symbol is displayed on the screen The symbol enabling contactless payment on a means of payment A contactless smart card is a means of payment with a contactless payment symbol depicted on it and a contactless smart card transaction is an event where data are exchanged through the microchip on the card by using radio signals If a contactless card and a payment terminal both support the smart card transaction, as well as the contactless payment transaction, it is up to the cardholder to decide which payment method to use. If contactless payment is not supported, a payment terminal may direct the user to perform the payment by using a chip or a magnetic stripe The principle of paying with a means of contactless payment is the same as for a regular card payment, where the means of payment remains in the possession of the cardholder for the duration of the transaction. The only difference is that the means of contactless payment has to be taken into contact with a reader for at least half a second at the place with the symbol supporting contactless payment. 3

4 The symbol supporting contactless payment on a payment terminal / reader Before performing a contactless payment, the cardholder will see a regular greeting on the card reader. Upon commencing a contactless payment, the screen of the reader will display the sum of the transaction entered by the sales clerk and direct the cardholder to use the means of payment. In the case of performing a contactless payment via a mobile phone, the reader may direct the buyer to follow the instructions displayed on the screen of their mobile phone. If a contactless card informs the reader that a transaction must be performed by reading the chip or the magnetic stripe, the terminal will produce a sound of an unsuccessful transaction (two peeps). Then the buyer will have to follow the instructions on the screen Payment terminals have two audio-visual signals for instructing the user of a means of contactless payment in performing a transaction the sound of a successful transaction (one long peep) and the sound of an unsuccessful transaction (two peeps) The transactions performed by using a means of contactless payment are divided into two categories. This decision is made by the terminal: Transactions performed by using the touch and buy procedure that do not exceed the authentication limit of the cardholder. A sales clerk will not print out a receipt, unless requested so by the cardholder. No authentication process with a PIN code or signature is conducted. If a payment is made by using the mobile phone application, the authentication of the cardholder is conducted via a mobile phone. Transactions exceeding the authentication limit of the cardholder. Signing the receipt for the cardholder is not necessary A contactless payment receipt has Contactless payment written on it or it is reflected on the receipt with a contactless payment symbol For an undisturbed use of a means of contactless payment, sales clerks have to follow the following instructions: the payment terminal / reader shall face the payer; the payment terminal shall not be installed near electrical devices or metal objects that can interfere with the data transfer related to a transaction; the sales clerk shall begin the contactless payment by entering the sum to enable the performance of a transaction. Contactless transactions shall be sent to processing every day or no later than two days after the authorisation of a transaction. 5 3. Returning a purchase 3.. If the client returns a purchase, the transaction shall be cancelled pursuant to the manual of the terminal or the cash register system If the cancellation of the transaction cannot be performed by using the terminal or the cash register system, an application shall be submitted to the Card Centre requesting the cancellation of the transaction along with the receipt subject to cancellation. The application shall be faxed to no If during the card authorisation the merchant receives a negative notice or a prohibiting authorisation code from the bank, the merchant must give to the cardholder a respective receipt to confirm the failure of the transaction. 4. Identification of persons 4.. Upon identification of persons, the following shall be checked: whether the person on the photo of the document is the person who submitted the card; whether the name of the person who submitted the card corresponds with the name on the document or, if no name is given, whether the signature on the receipt matches the signature on the document and card; whether the signature of the person who submitted the card on the receipt matches the signature on the document and card; whether the document is still valid; whether the document is damaged; the merchant may refuse to perform the transaction if there are any doubts about the authenticity of the document For the identification of a person, the following documents are accepted: passport or ID card of the Republic of Estonia; passport or ID card of a foreign state; diplomatic passport or diplomatic card; alien s passport of the Republic of Estonia or travel passport; Estonian driving licence (plastic); seafarer s discharge book; international driving licence (plastic). An international driving licence shall include the following information: Driving Licence in English or Permis De Conduire in French written on the document; issuer of the driving licence; name, date of birth or personal identification code, and signature of the user; photo; expiry date; serial number Upon payment with a child s bankcard or a bankcard issued to a child, the following documents are accepted: student card (upon a purchase not exceeding 00 euros, unless otherwise specified in the agreement); upon a purchase exceeding 00 euros, a passport or ID card issued to the child; driving licence or documents listed in clause 4.2 submitted with a parent If a person is identified on the basis of an identity document, the following details of the document shall be written on the receipt: name of the document; document number; personal identification code, if possible. in the case of a student card, the name of the school that issued the student card If a person is identified on the basis of an international driving licence, the following data shall be written on the receipt: name of the document; country of issue; serial number of the document and/or, in the absence thereof, the personal identification number of the document user. 5

The person who presented the card shall be identified, if possible. The merchant shall return to the client the card that has expired or does not have sufficient funds on the account related to it. 6. Descriptions of accepted cards A card cannot be accepted as a means of payment if: the card does not meet the description; the information on the front of the card is not visible; the signature stripe on the overleaf is damaged, scraped and/or the word VOID is visible; the client has not signed the card on the overleaf and refuses to do so. If the card has not been signed, the merchant shall authorise the transaction, identify the client, and ask the client to sign the card. If the signature on the signature stripe of the card matches the signature on the document and receipt, the merchant may perform the transaction upon positive authorisation. 6

7 Requirements for accepting bankcards Mastercard Contactless payment symbol Debit Mastercard hologram Mastercard logo The Mastercard logo is located on the front side of the card. he Mastercard logo is located below or above the hologram and is surrounded with a line also including the T hologram. Hologram The Mastercard hologram Two hemispheres of the Earth is located on the front or back side of the card. he hologram is multidimensional. From one angle, the two hemispheres of the Earth can be seen with T Mastercard printed in the background. I f the hologram is located on the front side of the card, the last four digits of the card have been relief printed on the hologram. Card number The Mastercard number begins with 2 or 5 and has 6 digits. Card numbers have been relief printed or flat printed on the card and grouped by four. elow the first four relief printed or flat printed digits of the card number, the same digits may be printed, but no B longer have to be. Term Signature panel I n the background of the signature panel is a diagonally written Mastercard or a different signature panel designed by the card issuer. he check digit (in italics to the left) must be printed on the signature panel. The check digit can be separately T marked on the white stripe. The last four digits of the card number no longer have to be printed on the signature panel. The signature panel cannot be damaged or scraped and the word VOID cannot be visible. Check digit 8. he term of the card has been relief printed or flat printed on the card. For example, the term 2/8 indicates T that the card is valid until the end of December 208. A check digit is the last three digits on the signature panel; it can be separately marked on the white stripe. Chip 7

8 VISA Contactless payment symbol. Logo The Visa logo is printed in blue and gold on a white background and is located in the upper or lower right corner, or the upper left corner. The logo is printed on the card. The image V is visible on the logo in ultraviolet light. 2. Hologram The Visa hologram The flying dove may be located on the front or back side of the card or be integrated into the magnetic stripe. If you tilt the card, the dove seems to move. If the Visa hologram is located on the front side of the card and the card number is relief printed, the last four digits of the card number have been relief printed on the hologram. 3. Card number The card number begins with 4 and has 6 digits. Card numbers have been relief printed or flat printed on the card. Below the first four relief printed or flat printed digits of the card number, the same digits may be printed, but no longer have to be. 4. Cardholder The name of the cardholder (and the company s name if it is a company card) has been relief printed or flat printed on the card. Some Visa cards might not include the name. In the case of a magnetic stripe, compare the signature on the receipt with the signature on the card. 5. Term The term of the card has been relief printed or flat printed on the card. For example, the term 0/8 indicates that the card is valid until the end of January Signature panel The last four digits of the card number no longer have to be printed on the signature panel. The check digit must be printed on the signature panel. The check digit can be separately marked on the white stripe. If the signature panel includes the card number, the card number on the front side of the card must correspond to the card number (or a part of it) on the signature panel. The signature panel cannot be damaged or scraped and the word VOID cannot be visible. 7. Check digit 8. Chip A check digit is the last three digits on the signature panel; it can be separately marked on the white stripe. 8

9 Maestro Contactless payment symbol Maestro hologram May be located on the front side of the card. Maestro logo The Maestro logo is located on the front or back side of the card. 2. Card number The card number begins with 5 or 6 and has either 2 or 9 digits. Card numbers have been engraved or relief printed on the card. 3. Term The term of the card has been engraved or relief printed on the card. The term might not be included on the card. For example, the term 0/8 indicates that the card is valid until the end of January Card holder The name of the cardholder (and the company s name if it is a company card) has been engraved or relief printed on the card. Some cards might not include the name. In the case of a card with a magnetic stripe, compare the signature on the receipt with the signature on the card. 5. Back of the card The card may have trademarks of international card systems on it. The signature panel cannot be damaged or scraped. The signature panel can be white, designed by the card issuer, or a Maestro signature panel, which includes a diagonally written Maestro in the background. 6. Check digit 7. Chip The check digit can be printed on the signature panel. 9

VISA Electron logo The Visa Electron logo is printed in blue and gold on a white background and can be located in the upper right or left corner or the lower right corner. Some Visa Electron cards might not include the name. In the case of a card with a magnetic stripe, compare the signature on the receipt with the signature on the card. 6. Signature panel The signature panel cannot be damaged or scraped and the word VOID cannot be visible. 7. The card is marked with the text ELECTRONIC USE ONLY. 8. Check digit 9. Card number The card number begins with 37 or 34 and has 5 digits. The first group of numbers has four digits, the second has six digits, and the third has five digits. Card numbers have been relief printed on the card. 4. Cardholder The name of the cardholder has been relief printed on the card. 5. Term The term of the card has been relief printed on the card. Valid thru indicates the validity period of the card. 6. Batch number / security code A four-digit number has been printed on the front side of the card. 7. Signature panel The background of the signature panel has wavy lines bordered with a white edge. The card number printed on the signature panel must be the same as on the front side of the card. The signature panel cannot be damaged or scraped and the word VOID cannot be visible. 8. Check digit The check digit means the last three numbers on the signature panel following the card number. 9. Special sign AX The special sign AX may be printed on the front side of the card. 0. Member since. Chip A double-digit year number indicating the time the cardholder has been a member of American Express may be relief printed on the front side of the card.
