4 NATIONAL REPORT OF PARTIES ON THE IMPLEMENTATION OF THE CONVENTION ON THE CONSERVATION OF MIGRATORY SPECIES OF WILD ANIMALS The deadline for submission of the reports is 24 April The reporting period is from May 2014 to April Parties are encouraged to respond to all questions. Parties are also requested to provide comprehensive answers, including, where appropriate, a summary of activities, information on factors limiting action and details of any assistance required. The reporting format was agreed by the Standing Committee at its 40th Meeting (Bonn, November 2012) for mandatory use by Parties, for reports submitted to the Eleventh Meeting of the Conference of the Parties (COP11). The 45th meeting of the Standing Committee recommended the use of the same format for reports submitted to COP12, with necessary adjustments to take into account relevant COP11 decisions, in particular amendments to the Appendices and resolutions. COP Resolution 9.4 adopted at Rome called upon the Secretariats and Parties of CMS Agreements to collaborate in the implementation and harmonization of online reporting implementation. The CMS Family Online Reporting System (ORS) has been successfully implemented and used by AEWA in their last Meeting of the Parties (MOP 5, 2012) reporting cycle. CMS now offers the Convention s Parties to use the ORS for submitting their national reports for the COP11 (2014) reporting cycle. Has a national liaison system or committee been established in your country? Yes The working group for implementation of CMS, AEWA, EUROBATS and MoUs on the Great Bustard and on Raptors has been established under the Ministry of the Environment that is a responsible body for implementation of these MEAs. NFP for CMS is responsible for coordination of the WG. Simultaneously there are two separate working groups just for the EUROBATS and for the MoU on Raptors; both coordinated by NFP for CMS as well. Once a year the meeting of NFPs of all MEAs is organised by NFP for CMS at the Ministry of the Environment to exchange information and evaluate progress in implementation of all conventions and to prepare and approve a working plan and projects for next year(s). List the main non-governmental organizations actively involved in activities/initiatives for the conservation of migratory species in your country, and describe their involvement: (1) Czech Society for Ornithology (CSO). It is an NGO of amateurs and professionals interested in conservation and research of birds. CSO is the Czech national partner of the BirdLife International (see Members of the CSO provide an expert support for implementation of the CMS, incl. AEWA and the MoU on the Great Bustard, and coordinate research and studies on CMS species. CSO is also responsible for general coordination of the Pan-European Common Bird Monitoring (for details see (2) Bird Ringing Centre, National Museum Prague. It is a governmental institution that coordinates all birdringing activities in the Czech Republic and analyses and processes data on migratory birds. (3) Czech Bat Conservation Trust (CESON). It is an NGO of professionals and amateurs interested in conservation and research of bats (see CESON provides expert s support for implementation of EUROBATS and organises European Bat Nights. (4) Czech Union of Nature Conservationists (CSOP). It is an NGO of professionals and amateurs interested in nature conservation (see CSOP coordinates some programmes on biodiversity conservation at the national level. 4a. (1) Nature Conservation Agency of the Czech Republic (AOPK) is a governmental body established by the Ministry of the Environment. Its main aim is to protect and conserve nature and landscape on the whole territory of the Czech Republic. The AOPK s scope of operations includes namely: Monitoring the status, changes and trends in selected habitats and their types and in populations of specially protected wildlife species. Technical and expert support of the state administration performance, incl. methodological and expert activities. Performance of the state administration in nature conservation and landscape protection within the Protected Landscape Areas as well as on the rest of the country s territory. Administration of the Nature Conservancy Central Register and the central governmental documentation on nature conservation and landscape protection. Design, development and management of the Nature Conservancy Information System. Implementation of practical measures to conserve nature and to protect landscape in 25 Protected Landscape Areas, 236 National Nature Reserves and National Nature Monuments and 2074 Nature Reserves and Nature Monuments. Administration of national subsidy programmes as well as some European Community funds serving to conserve nature and to protect landscape. Payment of financial compensations for the damages caused by specially protected animals and for loss of property in agriculture, forestry and fishpond management. State property management in the Specially Protected Areas. Awareness raising, communication and education in nature conservation and landscape protection. International cooperation in nature conservation and landscape protection (Scientific Authority of the CITES). (2) Administrations of National Parks (4 NPs) nature and landscape conservation, monitoring of status, changes and trends in selected habitats and populations of specially protected wildlife species. Yes If Yes, please provide details: Special Protected Areas (SPA), declared according to the European Council Directive on the Conservation of the Wild Birds 79/409/EC, cover important breeding grounds and important sites of concentration of migrating and wintering birds (for species listed in the Annex I of the Birds Directive). At present 41 SPAs are declared by individual decrees of the Government of the Czech Republic. Potential Sites of Community Importance (psci), proposed according to the European Council Directive on the Conservation of Natural Habitats and of Wild Fauna and Flora 92/40/EEC, cover also localities of important animal species (listed in the Annex II and IV of the Habitats Directive), incl. bats. Altogether 1075 SCIs are included in the European list at present. 1a. Please identify the most important national sites for migratory species and their protection status: National Nature Reserve and SPA Lednicke ponds, SPA Nove Mlyny water reservoir, SPA Soutok-Tvrdonicko, Protected Landscape Area (PLA) and SPA Palava, PLA and SPA Trebonsko, SPA Doupovske Mts, SPA Ceskobudejovicke ponds, SPA Ceskolipsko-Dokeske sandstones and wetlands, etc. 1b. Do these protected areas cover the following areas? Yes If yes what is the state of those projects on-going Please provide details (1) Return of the Golden Eagle in the Czech Republic - a project prepared for but four birds equipped for satellite telemetry still in 2011 and 2012 (two ind. each) and some others planned for (2) Telemetry of the Corncrake - a project started in 2012 (2 birds equipped in 2012, 3 more in 2013, 5 birds planned for 2014). Are any future conservation/research projects planned that will use satellite telemetry? If Yes, please provide details (including the expected timeframe for these projects): Two more projects using satellite telemetry are planned for the red kite and the white stork. 3. Results - please describe the positive outcomes of any actions taken (1) Golden Eagle - the project was successful (unsuccessful breeding attempts in 2010 and 2011, in 2013 the first successful breeding of the species after more than 100 years in the NE part of the country) but no special outcomes as regards satellite telemetry (Argos and gps-gsm used, incomplete data on bird movements presented on the web site mentioned above). Yes If Yes, please provide details: A new project on conservation, research and sustainable use of wetlands (for ) is planned to promote i.a. migratory birds listed in annexes of both the CMS and the AEWA. Czech Society for Ornithology organises several actions every year to increase national and local awarenness of migratory birds (e.g. a campaign "The Bird of the Year" - white and black storks in 2014; a spring programme for families with children "Welcome the Bird Song" devoted to migratory birds returning back to breeding sites; a pan-european project "Spring Alive" devoted to several migratory species; etc.). Czech Bat Conservation Trust organises "International Night of the Bats" every year (the action is very successful, the number of participants increases every year). 2.
