4 What does CCAT do? Collaborates with DoD and Homeland Security agencies to determine critical technology needs and requirements Translates these needs into topics featured in CCAT sponsored national solicitations inviting companies, universities, and government labs to submit proposals Quickly evaluates proposals using network of 3rd party experts from business, VC/Angel investment communities and government Awards most promising technologies funds to turn technology into a product and/or demonstrate technology in relevant environment Provides entrepreneurial services to get the product into the marketplace as quickly and efficiently as possible 4

5 CCAT: Market Driven Approach to Bridging the Valley of Death Engineered from the ground up by a team of Southern California based technology entrepreneurs, industry executives, and university and government technology transfer experts. Takes traditional concept of technology transfer/transition and expands into a fully integrated market driven approach that combines the capabilities of industry, academia, and government. Focuses on the last mile of the commercialization process usually ignored by traditional tech transfer programs the gap between product development and introduction to the marketplace. Strives to take the technology from laboratory to customer within 12 to 18 months. 5

8 1401 Program Investments Pixon Imaging High performance processor for improved video for security surveillance. Provides for real-time improved quality of video in fog, haze, and smoke. Chi Systems 3D personnel location system developed for application by Army Special Forces. L-3/Sedona 3D personnel location system selected by DHS S&T for initial effort in personnel location. Sedona selected by L-3 to market to regional first responders. L-3 makes business decision to withdraw from market. 8

9 2008 Results Pixon Imaging Funded miniaturization of technology to fit in security camera, firefighter helmets, and helicopters Completed development in January 2009 New product, called the PX-40B, has been integrated with Hitachi security camera and is being marketed into border and port security applications. Company is under discussion to be acquired 9

12 CCAT 1401 Solicitation Focus Areas Automated Situational Awareness Comprehensive, real time knowledge of critical information during major incidents. Crisis Decision Support Software capability to help decision makers rapidly reach optimal decisions in high stress, multiple distraction environments. Automated Personnel Location Real-time 3D location of fire and law enforcement personnel during critical incidents. Resource/Asset Management Tools to allow incident managers to determine and manage assets belonging to multiple agencies during a critical incident. Through Wall Human Detection Small handheld systems to detect human presence behind doors and walls during fires and in law enforcement pursuit scenarios. Unmanned Ground Systems Approved systems for public release; that distribution could unlimited assist in search, rescue, and law enforcement scenarios. 12

16 Summary Government has spent billions on developing new technologies that have never made it to the marketplace either government or commercial Funding new technology development is not enough (business as usual) The missing link has been to tie government expenditures for new technology development to a process that reduces risk CCAT is an innovative technology transfer/commercialization model that reduces risk to government by focusing on market driven solutions CCAT produces results by not only funding the development/optimization of new technologies but focusing on the last mile of the commercialization process the gap between product development and introduction to the military/first responder markets CCAT strives to accomplish this journey from laboratory to customer within 12 to 18 months 16
