What are the barriers to cooperation between policymakers and SSH researchers? Ingrid Petersson, Director General, Formas AESIS: Boosting the Impact of Social Sciences and Humanities2017, Cardiff, September
Current trends Drivers for increased co-operation between researchers and policymakers Shift towards challenge-driven research funding Science for policy/evidence-based decision making Co-creation/co-production of knowledge
Potential barriers for SSH research Whose privilege to formulate research questions? The policy agenda vs the research agenda Timeframe The policy cycle vs the research process Limited incentives and channels for interaction Poor knowledge transfer between sectors leads to delay of impact The academic career system What we reward vs. what we want
Challenges: SSH research as more than just an add on Complex issues require multiple perspectives The demand for quick fixes Societal relevance and value SSH researchers not accustomed to or comfortable with the advisory role? Research reduced to consultancy work? Lack of sectoral mobility Locked-away knowledge Publish or perish culture
Boosting the Impact of Social Sciences and Humanities Room & 21 september 2017, Cardiff Government & Public Policy David Budtz Pedersen Co-Director, Humanomics Research Centre, University of Copenhagen

Agenda Mapping the broader societal impact of humanities Normal impact vs. narrated impact Developing a data-driven approach to research impact
Acknowledgements Mapping the Public Value of Humanities ( ), Velux Fonden Mapping the Dynamic of Humanities ( ), Velux Fonden Responsible Impact ( ), Det Obelske Familiefond ACCOMPLISSH ( ), EU Horizon 2020 Academic Impact of Scientific Gatherings ( ), Innovation Fund
Changing perception of impact Grønvad, J. & Budtz Pedersen, D (2017) From linear model to non-linear (co-creation, co-production engagement, user-driven innovation, societal readiness levels). Knowledge production and knowledge exchange takes place along a continuum focusing on processes rather than products. Openness, accessibility and awareness are keys to success of knowledge uptake Broader societal impact becomes obligatory component of research evaluation (EU, SIAMPI, IMPACT-EVT, REF, NSF, SEP etc.)

Diversity of research topics Johansson, Grønvad, Budtz Pedersen & Stjernfelt et al. (2016)
Diverse impact pathways 3700 unique pathways in 6679 REF impact case studies Grant et al. 2016
A plurality of impact pathways Examples of formal and informal activities, which create derived effects and impact of humanities research include: participation in evaluation, editorial work, peer review (for publishers journals, research councils, foundations etc.), book reviews, quality assurance etc.; advice and counselling of individuals, companies, groups, association, authorities, cultural institutions etc. for example but not limited to participation in working groups, task forces, commissions, councils, committees, advisory boards etc.; facilitation of learning processes, educational programmes, innovation and development, therapeutic courses, meetings, seminars, conferences etc. ; curating of content for example collections, catalogues, social media, exhibitions, websites, physical design, data, citizen panels/engagement, and other facilitating activities. Finally derived effects include direct policy advice and interaction, including expert testimony, professional consulting and informal advice in personal capacity.
Diversity of impact classification
Normal impact vs. narrated impact Sivertsen (2017)

In medias res Productive interactions / capacity-building (expertise) Direct & indirect relations to stakeholders (Klautzer et al. 2011) Non-linear feedback from science-to-society and reverse Partnerships and networks involve high-level of social trust and informal knowledge sharing. Responsibility over impact is distributed: uptake of knowledge coevolves among academic and non-academic partners.
A data-driven approach to SSH impact
Develop and implement a participatory taxonomy for mapping SSH impact ( ) Supported by The Obel Family Foundation. Co-sponsored by Aalborg University. Informed by literature review of impact indicators and frameworks + focus groups + biographic analysis Data collection Research Impact Case Studies (based on annotations) Learning outcome: How does SSH research make an impact upon society and through

Concluding Participatory impact taxonomy is developed by involving staff and researchers in definition of field-specific impact categories Build an open source data registration tool by applying ReAct impact taxonomy to VIVO ontology Solving the data issue: descriptive data on many issues related to science are not systematically collected (though observable): creates uncertainty Connective impact ( raw relations ) key driver for qualitative case studies (mix method approach)

Resurgent interest in evidence use in policy
There is nothing a politician likes so little as to be wellinformed. It makes decision making so complex and difficult.
Programme for Government: Make the Welsh Government a more intelligent and demanding customer for research and advice Ensure our decisions are informed by the best available evidence Improve the effectiveness of policy and delivery in Wales
How we work Work directly with Ministers to identify their evidence needs Identify and work with authoritative independent experts to provide and present evidence to Ministers Link policy makers in Wales to the What Works Network Raise researchers awareness of the Government s priorities and improve their capacity to engage
Outputs Work programme agreed with the First Minister Rapid reviews Scoping papers Modelling Expert workshops Ministerial briefings and meeting Twitter, blogs, conferences
The What Works Network
Children and education Poverty among year olds Childcare provision in Wales Homelessness among care leavers Emotional resilience of primary school children Pupil support in secondary schools Closing the educational attainment gap Asymmetric school week Community use of school facilities
Poverty and social policy Indebtedness and poverty Alternatives to high interest credit Inter-generational worklessness Creating high quality jobs with opportunities for progression Housing needs of older people Housing needs and supply Care home market in Wales Advance decisions to refuse treatment Reasonable punishment
Some current assignments Provision of affordable housing The Future of Work Exploitation of low paid workers Incentivising behaviour change in health care Inclusive growth Public development bank Shared services in local government Impact of Brexit on rural economies Post-Brexit fisheries policy
Two communities government policy makers are action-oriented, practical persons concerned with obvious and immediate issues social scientists are intellectuals who are concerned with pure science and esoteric issues Caplan (1979, 459)
Knowledge brokers There is rich potential for improved use of academic research in policy making. through the work of specialized bridgers. These knowledge brokers or boundary spanners may have the capacity to demonstrate the utility of academic research within the policy process to policy makers, but only if they understand the needs of policy makers and can translate the outputs of academia into forms that are recognizable as being useful to policy decision makers. (Newman et al. 2015)
Knowledge Mobilisation

Strategies to increase evidence use Mechanisms A. Capacity building (evidence producers) Supply B. Dissemination Supply C. Social influence/campaigning Supply and demand D. Interaction Demand and supply E. Facilitation (evidence users) Demand F. Incentives/rewards (evidence users) Demand (adapted from Nutley et al., 2007 and Langer et al. 2016)
Generate Transmit Adopt
We cannot be discouraged if our evidence is not immediately adopted by policy makers. We do, however, need to ensure its wide dissemination and its ongoing accessibility for when the issue reemerges Researchers with "back-pocket" mindsets will be able to reintroduce research that stands the tests of time into public or government debates, long after the original evidence was gathered. Martens and Roos (2005)
We are using advice to inform our decisions, to focus our interventions, to target our policies. It is early days, but I ve seen enough to be confident that this growing body of work will have a very real impact in the years to come. First Minister for Wales

What we ve learned Knowledge broking is needed and feasible Policy makers value support to identify evidence needs and reliable expertise Researchers often need help to apply and convey expertise Contested evidence needs careful handling but is still useful
The Three Rs of knowledge mobilisation Relevance (useful) - start with what matters to decision makers Relationships (trusted) - it matters who gives the evidence Rigour (independence) - political without being partisan
