2 October, 2003 Ray Orbach Charges FESAC to Respond to Key Recommendation of NRC Burning Plasma Committee Although active planning has been undertaken by the U.S. fusion community in recent years, the addition of so major a new element as ITER requires that to ensure the continued success and leadership of the U.S. fusion science program the content, scope, and level of U.S. activity in fusion should be defined through a prioritized balancing of the program. Identify the major science and technology issues Recommend a priority for these campaigns How to organize campaigns to address these issues? Assume ITER construction funding is provided in addition to base. For all cases, assemble a balanced domestic program that takes into account fusion program abroad and that includes ITER as an integrated part of the whole. Include IFE and high energy density physics Look at the program through 2014.

10 My Opinions This exercise is important and a great opportunity - Concise communication only helps policy makers do the right thing - We need to express our science in broad, compelling, easyto-understand questions and plans. With well formulated priorities, we will be best able to secure support for fusion whether or not ITER moves forward. It is more important to explain how we will work together than to include every program element in a long to-do list. Our audience is not OFES. Think broadly. (How can we convince our mothers that we have a good plan for fusion?)
11 My Advice Get involved - Sign-up on working group lists. - Post your thoughts, questions, and positive suggestions on the list servers. Continue to create (don t give up, be bold!), but ICC s should be neither isolated nor independent from tokamak fusion. - ICC s provide an alternative to the main path, but we share the same physics & technology base. (next oral session) - ICC s are a source of innovation and discovery, but we both contribute to and benefit from the main path - In next decade, ICC s will improve our vision for fusion power, but this vision comes through improved understanding and very good science. ( this conference!)

(T6) How do the magnetic fields in plasma rearrange and dissipate their energy?

16 Introduction & Context Orbach: I would like FESAC to identify the major science and technology issues that need to be addressed, recommend how to organize campaigns to address those issues, and recommend the priority order for these campaigns. Program planning and prioritization has been done since the program started; how is this any different? We are all very familiar with development program milestone based planning: o Reach Q=1 in DT plasmas o Demonstrate β N -H > 10 for more than 1 skin time o Operate an ST at 1 MA for more than 0.5 seconds o Demonstrate stable operation at 4% beta in a compact stellarator

18 Introduction & Context Now the NRC Panel [trying to help us] recommends we go a step further, and establish a science goal based framework for the program and to use this as a tool for program planning as our participation in ITER is incorporated into the domestic program. Example cited is recent Quarks to Cosmos plan in HEP. o Will help our program better communicate its goals and defend the domestic program to policy makers in Congress and the executive Branch o Will make us look more like other science programs in the Office of Science communication with scientific community. o Provide a clear and understandable set of goals for broader audience.

20 Introduction & Context FESAC Priorities Panel is engaged in mapping the scope of our program and its goals into a new science basis : They start with a nearly diagonal transformation of the 3 program goals of the 1996 restructuring o Advance plasma science in pursuit of national science and technology goals. o Develop fusion science, technology, and plasma confinement innovations as the central theme of the domestic program. o Pursue fusion energy science and technology as a partner in the international effort. Into 3 overarching questions : o O1. What are the dynamics of matter and fields in the hightemperature plasma state? o O2. How can we create a controlled, self-heated, burning starfire on earth? o O3. How can we make fusion power practical?

27 Macroscopic Plasma Behavior WG Plan Use web-based format to iterate drafts with the community GAN & MZ acting as Snowmass-like facilitators to consolidate comments and input. Timetable towards June 11 deadline: o Use ICC meeting to better characterize what a research thrust should represent and refine strawman-draft thrusts. o Draft 1 posted by May 31 o Draft 2 posted by June 6 o Final Draft by June 11 Continue to iterate towards Final Version in August.
28 What Paradigm to Use in Establishing Thrusts? Thrust should define a body of research topics AND a group of researchers that would naturally meet, work, and plan together (e.g. like a TTF working group). RG points out if we follow this logic then each of 5 other WGs [we already have the TTF for Multi-Scale Transport] could lead to task force like groups formed to plan and execute the research thrusts/campaigns.

We only have 90 minutes so need for focus discussion on big issues and give us constructive input. Our view of most critical issues we want advice on: o #1 Issue: How do we structure thrusts [only 2 to 3 per question!] to properly include (and defend) important contributions from ICC research. o #2 Issue: What 2 to 3 thrusts should we choose for each of our three Topical Questions?
