How to Prepare (1) Demonstrations, Projects and Exercises STRONG ANGEL GOLDEN PHOENIX Exercise 24 ARDENT SENTRY STAR-TIDES Joint Interagency Field Exploration (JIFX) 25
Sharing Sustainable Solutions for Populations Under Stress Transformative Innovation for Development and Emergency Support 26
Three Parts Leverage Global Talent! Promote Integrated Approaches! Sustain Through Private Sector! 27
Why (1) To meet needs of local populations Solutions useful to and sustainable by them In their worlds, not ours 28
Promote Unity of Action Why (2) When There s no Unity of Control 29
Gather and Share Research and New Ideas 30
Promote Integrated Solutions Across Eight Infrastructures Heat from Integrated Solar & Combustion Cooking can Help Pasteurize Water Heat Rocks & Bricks to Reduce Need for Fires in Shelters Renewable Power can enable Good Sanitation can Reduce Water Use & Avoid Contamination Information & Communications Technology (ICT) High Efficiency Lighting Low Power Heating/Cooling 31
Technology alone is not enough Also must: star-tides.net 32 32
Integrated Research Areas DEVELOP SOCIAL NETWORKS AND BUILD TRUST LINK POLICY AND DOCTRINE TO OPERATING PROCEDURES UNDERSTAND LEGAL AND REGULATORY CONTRAINTS LEVERAGE RESOURCES CHANGE BEHAVIOR: TRAIN, EXERCISE, EDUCATE AND INCENTIVIZE 33
Support to Real World Events Supported over a dozen real world events California Wildfires (2007, 2008) Afghan Election Monitoring (2009) Haiti Earthquake (2010) Tohoku Earthquake (2011) Sudan Transition (2011) Philippine Cholera Outbreak (2011) Hurricane Sandy (2012) Afghan counter IEDs (2013) Typhoon Haiyan/Yolanda (2013) Considering STAR-TIDES demos in the Pacific 34
Joint Interagency Field Explorations (JIFX) Quarterly field experiments (Aug, Nov, Feb, May) Typically at Camp Roberts in California Help catalyze the development of interoperable, operationally useful tools, some are for disaster management Bring together interagency partners, technologists, requirements setters and operators Mash-ups are a highlight of JIFXs It s OK to fail 35
How to Prepare (2) Conferences International Convention of Crisis Mappers (ICCM) Philippine Initiatives Communities of Interest Skype: All Hazards Disaster Experts Group #Tech4Resilience Digital Humanitarians, ICT4Peace Publications International Red Cross/Red Crescent: Strengthening Urban Resilience 36
A Vision for the Humanitarian Use of Emerging Technology for Emerging Needs Strengthening Urban Resilience (1) 1. Engage local community members in the design, manufacturing and introduction of new technology solutions. 2. Support consumer access, management and ownership of emerging technologies. 3. Research the impact of technology on community resilience. 4. Establish supportive policies, systems and guidance for the development and use of emerging technologies. 37
A Vision for the Humanitarian Use of Emerging Technology for Emerging Needs Strengthening Urban Resilience (2) 5. Invest first in four emerging technology use cases that address actual barriers to resilience: Wearable devices for providing early warning, supporting search and rescue, and reconnecting families Unmanned aerial vehicles for temporarily restoring communications networks and delivering critical relief items, such as medicines, post-disaster Smart home sensor networks for sensing and reporting fires in informal settlements/slums Biometric scanners in ATM-like kiosks for restoring lost documentation to prove identity, access assistance and reconnect families 38
