Structure Background What is ODA Opportunities for AHSS Funding calls Networking Please interrupt if you have any questions!
What is the Global Challenges Research Fund? 1.5billion development funding for research (2016/ /21) Aims: address complex societal challenges support frontier interdisciplinary research and innovation advance agendas for sustainable development, eradicate poverty, combat inequalities and strengthen global governance build capacity and capability in interdisciplinary approaches provide agile responses to sudden emergencies or new opportunities.
rolled out in particular from 2017/18
Conditions Research must benefit the country (Official Development Assistance) 140 countries from all continents (For a complete list please Eligible target countries include those of the Maghreb and Mashrek, some countries in the Middle East including Iran and Iraq, central Asian republics, China, North Korea, South Asian countries including Malaysia, Myanmar/Burma, Thailand and others. unclear whether a collaboration with local research partner is requirement; research focused on the beneficiary country might suffice; however collaboration with partners (research partners and/or non-academic beneficiaries) in the beneficiary country/countries highly desirable.
ODA recipient countries (2011)
UN Sustainable Development Goals
How does Research Qualify as Official Development Assistance (ODA)? Thematic Objective: promotion of economic development & welfare of developing countries Supporting strategic objectives for UK Aid Strategy. GCRF key areas are: Health: To tackle diseases, strengthen health systems and reach the worlds most vulnerable. Clean Energy: access to clean energy, new technologies, behavioural insights for successful introduction to developing countries. Sustainable Agriculture: improve nutrition and food security, support technological innovation, and increase resilience to climate change. Conflict and humanitarian action: New insights and approaches for preventing conflict and violence, build stability and strengthen humanitarian action. Foundations for Inclusive Growth To understand what works best for developing countries to build the foundations for economic development - macroeconomics, institutions, innovation and private sector growth, cities and infrastructure, education systems, jobs and skills.
How does Research Qualify as Official Development Assistance (ODA)? Capacity-building Difference between developing countries capacity (ODA) and oneoff interventions (not ODA) Similar might also apply in relation to research collaboration with partners in the beneficiary countries. Emphasize capacity-building in UK (ECR; focus on global issues) and overseas; co-design with overseas partners: Individuals, methods, skills, career development, support, mentoring organisational capacity HEI and partners, networks institutional, political, regulatory context
The GCRF and the Humanities
GCRF and the Social Sciences ESRC has identified an initial set of five themes for research: Building effective institutions in conflict-affected and fragile states Migration, mobility and development Dynamics of inequalities Innovation and inclusive economic growth Shocks, security, risks and resilience. cross-cutting phenomena could be included in addressing urbanisation, globalisation, the use of digital technologies, environmental change and the role of infrastructure in development, the role of education and learning within these processes to enhance prosperity and wellbeing.
Open Questions What roles is there for bottom-up/responsive mode in GCRF? Calls through ESRC and AHRC vis-à-vis cross-council calls? How to influence thematic calls and definitions of global challenges? Liability issues for international partners in collaborations (subcontracting)? Delays due to complex contract arrangements Liability issues regarding ODA-compliance at end of project?
GCRF Opportunities for AHSS at Cambridge International university with research contacts around the globe; Capacity building in beneficiary country by a world-leading university; Context-sensitivity in linking with beneficiary countries and established contacts, in particular in area studies; University Museums and University Library; Cross-disciplinary links in areas relevant to the UN sustainable development goals such as through Strategic Research Initiatives and Networks (e.g. Conservation; Energy; Public Health; Global Food Security; Public Policy; etc.), interdisciplinary research centres, colleges, CRASSH, etc. Impact support infrastructure and advice (e.g. ESRC-IAA, CSaP, Public Engagement, School Research Facilitators, etc.).
