3 EPD ITY Construction Materials Manufacturer Planners, Architects, and Building Owners DGNB, BNB, BREEAM, LEED and other Building Certifications From Construction Material to a Sustainable Building Sustainable construction involves assuming responsibility for the environment, for the community and for each individual. Sustainable construction means that each building is looked at comprehensively and that every detail is analysed. Numerous construction materials can be found in every house, in every building. A multitude of resources are needed until all products are manufactured, in the right place and fulfil their function. Different requirements apply to the construction materials used, depending on the kind of building, its use and its location, Each individual product has an impact on the ecological performance of the complete building. Therefore, the impact on the environment of each single construction product can only be assessed when looking at the complete building. But often there is more than meets the eye in each single component: what resources are utilised on each steel plate, each brick, each litre of paint or each kilogram of insulation material. Unless, manufacturers of construction materials share this information as do the members of the Institut Bauen und Umwelt (IBU). COLLECTIVE The Institut Bauen und Umwelt runs a declaration program for construction materials in Germany and Europe. Under one roof IBU unites more than 200 companies and associations committed to sustainability and collectively ensuring that ecological aspects are considered in life-cycle assessments of buildings. COMPREHENSIVE Environmental Product Declarations (EPDs) provide basic information in order to assess building quality on the basis of its ecological aspects, which are important for the comprehensive consideration and therefore also for the life-cycle assessment of buildings. PROACTIVE The EPD program is truly international in its orientation. On the basis of standard DIN ISO 14025, IBU has created a cross-sector industrial standard. Throughout Germany it is the leading organisation declaring construction materials according to the European standard EN
4 IBU not only played an important role in developing Type III Environmental Product Declarations, but today is also pioneer of an internationally verified standard. EXPERIENCE IBU: a success story FROM AUB TO IBU IBU resulted from a committee founded in 1982 called AUB, (Arbeitsgemeinschaft Umweltverträgliches Bauprodukt e.v.). The aim of AUB was to increase its members awareness for sustainability, to publish environmental information on construction materials and most of all, to promote sustainable construction. In the long run the committee, together with Construction and Environmental Authorities in Germany, in accordance with international standardisation processes, developed the first Type III Environmental Product Declaration Program in Germany: the EPD program. ALWAYS ONE STEP AHEAD IBU is the first organisation in Germany to implement coordinated European standards of product declarations for sustainability in the construction industry. IBU s EPD program includes comprehensive life-cycle assessment and an independent verifying process. Experts from Universities, Ministry for Construction, German Federal Office for Material Research and Testing, German Federal Environmental Agency and Nature Conservation Associations supervise the work. More than 700 EPDs have been created so far. Eighty percent are already operating according to EN In order to focus more on scientific requirements and competence, as well as on sustainable construction, in 2008 AUB was renamed IBU (Institut Bauen und Umwelt e.v.). In 2013 IBU moved from Königswinter, near Bonn, to Berlin and therefore also moved more into the public focus of political decision makers and further network partners. To date there are eleven Board Members and a President, as well as more than 200 members directed by the team at the main office.

PROF. DR. HORST BOSSENMAYER PRESIDENT STEP BY STEP TOWARDS OUR VISION Closed-loop cycles and a waste-free economy a vision, society and the construction industries are far from achieving. Nevertheless, the sustainability concept has become a politically guiding principle. The so-called three-pillar model of sustainability emphasizes that economy, ecology and social affairs equally contribute to sustainable development. Current discussions attach especially great importance to ecology. It is characterized as the fundamental basis for sustainable development. This has long reached the building and real estate industry. The development of building certification systems leads real estate investors and housing companies to increasingly consider environmental aspects when choosing products. Thus, EPDs are gaining importance. They provide scientifically based data for building assessment with regard to ecological and technical qualities and assess environmental and health compatibility of construction materials. EPDs are internationally recognised as instruments to assess buildings. IBU is the leading institution in Germany issuing EPDs for construction materials on a European basis. And its significance is growing. The construction materials industry has co-operated from the beginning to make sustainability assessment of construction materials possible. 6 ASSOCIATION Having more than 200 member companies the Institut Bauen und Umwelt is the biggest association of construction materials manufacturers promoting the adoption of binding standards for sustainable building. IBU: a strong association Increasingly, EPDs are required for tenders. The EPD program of IBU is very well accepted among building certification systems due to its transparent procedures. In this respect the number of members is growing. MEMBERSHIP: DIVERSITY VARIETY BENEFITS There are more than 200 members at IBU from different companies and associations. They come from various sectors of the construction materials industry; from the structural and civil engineering sector and from the technical building equipment sector. The 150 companies, 35 associations and 40 associated members mainly come from Germany but also from European and non-european countries. Together they own more than 700 EPDs. Every association and every individual company from the construction materials industry can become a member. Different EPD models have been developed in order to also serve small and medium sized companies. For the construction materials manufacturers who are members of IBU that means that they are pioneers in the field of sustainability. Owning an EPD shows they are making efforts to continuously improve the quality of their product with regard to environmental aspects. Furthermore, a competitive edge is gained through EPDs since they make it easier for manufacturers to have access to tendered construction projects. k A list of our members can be accessed under:

Approved verifiers Twelve approved and independent verifiers check each EPD on behalf of IBU. IBU organisation and elements OUR SERVICE: EFFECTIVE AND EXTENSIVE IBU commits itself to compile scientifically based assessment of construction products, all in the interests of its members. The IBU team answers all questions regarding the creation of EPDs, sharing information and consulting. They help throughout the whole procedure. Then the Environmental Product Declaration is verified by an independent third party and officially handed over along with the IBU logo. As a founding member of the ECO Platform, an association of European program holders, IBU promotes international networking. There are existing cooperation agreements with different EPD programs from Europe and North America regarding mutual recognition of Environmental Product Declarations. The long-term aim is a mutual recognition of IBU EPDs in Europe and worldwide. 8 EPDs provide information relevant for constructing sustainable buildings and for building certification. TRANSPARENCY IBU-EPDs bring about clarity and create added value EPDs bring about clarity because they shed light on which raw materials are used in which construction product, how much energy is needed and the environmental impacts. A life-cycle assessment quantifies, for example the contribution to global warming, ozone reduction, acidification of soil and water or shortages of resources. Different technical information make an assessment of the performance of a construction product within the building context possible. This includes information on compressive strength, life-cycle as well as heat and sound insulation. Furthermore, an EPD shows to what extent a product at its end-of-life can be readmitted to the technical production cycle and the ecosystem. It includes environmental and health related data as for example of emissions into the indoor air. Due to this clarity and transparency, the long-term effects of individual construction parts on the ecosystem can be calculated. IBU-EPDs: THE BASIS FOR BUILDING CERTIFICATION EPDs are created by manufacturers, checked by independent experts and published by IBU. The comprehensive and detailed information are important cornerstones of building certification systems such as DGNB, BNB, BREEAM and LEED. IBU-EPDs ARE NEUTRAL There are three types of environmental labels and declarations: Type I according to ISO show one or two environmental aspects and are targeted at private and commercial end consumers. Type II are declarations by manufacturers according to ISO 14021, supplying further product information. EPDs, issued by IBU correspond to Type III. Using a standardised system EPDs summarize and record scientifically determined figures gained from the life-cycle assessment of the product. Factual, neutral, without bias. Only when comparing different EPDs with regard to a certain product from different manufacturers for a certain installation, do experts have an instrument to decide on the most environmentally-friendly product. Type III Environmental Product Declaration is applicable to products and services of various kinds, even to complex systems. Principles and procedures are according to ISO Additionally, IBU declares construction products consistently according to the European standard EN CONTENT OF AN IBU EPD An EPD according to EN is published as an 8-page document. It contains a life-cycle assessment and statements regarding: impacts on the environment greenhouse effect, acidification, overfertilisation, ozone depletion, summer smog, shortage of resources resources and End-of-Life scenarios energy and resource use, output flows, waste categories product behaviour emissions into the indoor air, soil and water Various modules of the life-cycle assessment show product processing and installation into the building, conditions of use, disposal as well as the recycling and re-use potential. 10 Three steps creating an EPD When creating IBU EPDs several people are involved: manufacturers, experts, independent verifiers and the public. This guarantees reliability, objectivity and transparency. 1 CREATING PROCUCT CATEGORY RULES Basis for creating an EPD is the guidance text (PCR Product Category Rules), consisting of two parts. Part A contains uniform rules for the different product subgroups, which are created and maintained by the Advisory Board (Sachverständigenrat, SVR). It contains calculation rules for life-cycle assessment and requirements for the underlying background reports. Part B contains requirements for the content of the different product subgroups described in the respective EPD. IBU moderates committees that define each product subgroup, which show similar features and functions. The committees define evidence parameters for structural engineering details that need to be declared and also for environmental and health-related evidence. This is the procedure of IBU members together with external experts to create a draft of the new PCR guidance text part B. The SVR carries out a detailed examination of the draft for consistency between the product groups and for completeness. Thereafter, planners, building owners, authorities and anyone interested have the opportunity to discuss the draft in an online-forum and to suggest improvements before the SVR releases the document. 2 CREATING AN EPD In a second step the EPD is created on the basis of the guidelines of the PCR guidance text, Part B. In order to review the results of the life cycle assessment, an additional so called background report has to be prepared on the basis of PCR Part A. The underlying life cycle assessment model, as well as the assumptions made and allocation methods used are derived from that. An easy-to-use, web-based database system is available, which all parties involved can use in order to create the EPD documents themselves. 3 INDEPENDENT VERIFICATION AND CONFIRMATION During the third step independent verifiers, appointed by the SVR as independent third parties, review the EPD and the background report according to the principles of standards ISO and EN After having checked it with respect to completeness, plausibility and consistency of the calculations and given information, a verifying report is compiled. On completion the EPD is published by IBU. An EPD is valid for five years. An extension for a further five years is possible if the underlying data, EN and PCR documents have not changed significantly. The right EPD for every requirement the IBU team advises you competently, comprehensively and goal-oriented as a result of their longstanding experience. COMPETENCE

12 SVR Independent experts ensure quality The Advisory Board (Sachverständigenrat, SVR) represents the highest expert authority for the work of IBU. Ten members work unsalaried to supervise and ensure the conformity of standards and the quality of the verification procedure of the IBU EPD program. The SVR consists of different experts that come from various sectors, including science, standardisation, construction and environment agencies as well as nature protection associations. 13 AUTONOMY Autonomy, expertise and experience ensure a high quality of Environmental Product Declarations of IBU. HIGH DEMANDS ON VERIFICATIONS Verifiers appointed by SVR meet high demands regarding their qualification and competence. They are experts from science and standardisation, from testing and certification agencies and have comprehensive product, method and standardisation knowledge. Before they are approved of by SVR they undergo a supervision phase where experienced verifiers assist them in their practical work. Furthermore, they agree to continuously attend further training seminars within the IBU Program. Verifiers Independent verifiers check submitted EPDs of manufacturers for plausibility and completeness engage in dialogues with manufacturers create a verifying report to be handed over to IBU Verifiers are selected and allocated by IBU for EPD projects. They are responsible for checking in detail every single EPD document. Additionally, they make sure that decisions taken by the SVR are implemented. Their independence guarantees neutrality towards the holders of declarations. Therefore, IBU EPDs meet the requirements of independent third party verification.
14 Environmental compatibility and sustainable use of resources are more popular than ever with construction products. Through this sustainable building succeeds in Germany, in Europe and worldwide. ECO LABEL TYPE III Focusing on details. Seeing the big picture. In the construction industry sustainability is becoming more and more important. EU Construction Products Regulations (CPR) recommends using EPDs in order to assess sustainable use of resources and to assess the impact buildings have on the environment. For this reason, construction products with an EPD are more and more in demand. In Germany. In Europe and worldwide. Since many member companies and associations operate in different markets, IBU promotes recognition of EPDs across borders. THE WAY: EN FOR EVERYONE In Germany as well as worldwide EPD programs operate according to ISO They are valid for all industries but the construction industry is a pioneer here. Therefore, the European Committee for Standardisation (CEN/TC 350) specified the rules for creating EPDs above and beyond the declarations made in the ISO. In April 2012, EN went into effect. It contains basic Product Category Rules for declaring construction products and services of all kinds and paves the way for worldwide recognised EPDs. European program holders, first and foremost IBU, advanced the standardisation and comparability of EPDs according to EN THE AIM: RECOGNITION EUROPE-WIDE Together with other program holders from different countries, IBU campaigns for mutual recognition of a European Core EPD. It played a leading role in the foundation of the ECO Platform in Brussels, launched in June Under this roof program holders commit themselves to consistently apply EN Common principles apply for quality management and verification procedures.
