3 Programme of the Workshop on IUU Fishing Activities 19 APRIL 2004 Session 1: Overview of the State of Play on IUU, chaired by Ignacio ESCOBAR (Spain) The purpose of this session is to provide participants with an overview of the state of the play and the political, economic and environmental problems that we face. 4 Session 2: How do we move from anecdotal evidence to a more concerted effort? chaired by Jean-Francois PULVENIS de Seligny Maurel (FAO) This session will seek to elicit empirical information on IUU fishing. The key objective will be to quantify the importance of IUU fishing activities. The various means of information and data gathering will be discussed as will their relative efficacy. The session will concentrate on the economic and social drivers of IUU fishing and evaluate their relative importance. Chaired by Nobuyuki YAGI (Japan) This session will draw attention to the various means available for deterring IUU fishing activities and seek to understand the costs and benefits of alternative strategies. As a possible outcome the session will identify ways of dealing with loopholes in current regulatory arrangements.
