10 Regional Some countries have more will than others to tackle IUU fishing allows places for IUU vessels to run to Countries are reluctant to deal with IUU vessels under their own flag Fisheries crime in other States or RFMO legislations is often politically sensitive and not necessary a justice driven process
11 Choice of Technology So many Technologies (Which one is good for us) VMS, AIS, UAVs., Air Surveillance, Smart Phones, E-monitoring, Expensive & Blind Military Patrols Hundreds of scattered landing beaches Citizens involvement in MCS mobile telephony with GPS, toll- free numbers, responsive Fisheries Enfor. Unit Focus more on low tech solutions
12 Plan of Action At the Landing Ports For Artisanal fishers Use Deterrence Strict law Enforcement confiscation of illegal gear arrest and prosecution For Trawlers, Good Vessel register and enforcement or rules, observers/ inspectors monitor vessels movement (VMS/AIS) and share information among countries
13 Plan of Action For Other Industrial Vessels Work closely with IMCS and other related organizations Due Diligence/Intelligence - Easy means of checking identity of vessels with international networks Strengthen the basics and Not to rush for high tech systems and very expensive gadgets
14 Monitoring Control & Surveillance inspectors lack rudimentary tools for Inspectors current recruitment biased towards fishery technicians/scientist Heavy dose of capacity strengthening incremental and low tech
15 Conclusions Strong communication campaign to make citizenry aware of the impacts of IUU fishing on future generations; Building capacity through training
16 Conclusions Work closely with international organizations and NGOs to make NPOA-IUUs useful and practical Strong partnership to combat IUU fishing promote coherent policy reform across Africa and other Developing Countries regarding IUU fishing.
