SPEAKER PROFILE ~~ BEN STONE As Relationship Manager, Ben Stone is responsible for delivering investment, checking and treasury management services to the bank's existing public sector clients and attracting new clients for those services. He serves public entities located in the northern half of Michigan, as well as eastern metro Detroit. Ben has worked with Government Banking clients since 1999. Prior to joining Flagstar Bank, he served as Relationship Manager for Charter One Bank. He also worked for Standard Federal Bank in treasury management sales. He is a Certified Treasury Professional with the Association for Financial Professionals and holds a bachelor s degree in Communications from Oakland University. Ben s professional credentials include memberships in the Michigan School Business Officials, Michigan Government Finance Officers Association, Michigan Municipal Treasurers Association and Michigan Association of County Treasurers. He is a pastpresident of the Macomb County Treasurer s Association and currently serves as an Associate Director for the Oakland County Treasurer s Association. In addition, he is a member of various other local municipal and school associations.
SPEAKER PROFILE ~~ PAUL WYZGOSKI Paul Wyzgoski is a member of Dickinson Wright PLLC specializing in the areas of public finance and municipal law. He has served as bond counsel on numerous county delinquent tax note issues for more than 20 years. He also regularly serves as bond counsel on other county borrowings for a variety of capital improvements and cash flow purposes. He has assisted numerous townships, cities, school districts, and other governmental and educational entities and authorities in financing public projects and cash flow borrowings since 1982 when he joined the firm. Mr. Wyzgoski is a member of the National Association of Bond Lawyers as well as several state and local municipal associations. Mr. Wyzgoski is a 1979 SUMMA CUM LAUDE graduate of Arizona State University with a degree in business administration, and he received a Juris Doctor degree in 1982 from the University Of Michigan Law School. Notable among his honors is the honor of organizing the annual MACT golf outing.
SPEAKER PROFILE ~~ PHIL BOONE Phil Boone is a financial analyst in the Office of State Aid & School Finance at the Michigan Department of Education. The primary responsibility of the office is the accurate calculation of the billion dollar monthly State School Aid payment. Phil works on the calculations for the payment each month, and works to ensure their accuracy by monitoring and maintaining the online taxable value collection system. Phil s other duties for the department includes analysis of Deficit Elimination Plans for school districts in financial crisis and calculation of indirect cost rates for each district. Phil is a lifelong resident of Michigan, and was born and raised in Midland, Michigan. He comes to be employed in his current capacity following a long career in retail management. In the last years of his retail career Phil returned to the world of higher education, completing an MBA at the University of Michigan in Flint. In his free time, Phil enjoys music, movies, video games, and spending time up north with the family. Phil resides in Lansing with his wife and three cats. SPEAKER PROFILE ~~ DAVID BUICK David Buick has worked in state government for over twenty years. In his current position as Property services division administrator within the Michigan Department of Treasury s Bureau of Local Government, he oversees the state s tax forfeiture and foreclosure, property tax exemption and principal residence exemption programs. Previous to his current assignment, Mr. Buick held administrative positions with the Michigan Department of Natural Resources in the operation services division and the Office of Land and Facilities. In addition, Mr. Buick s state service experience has also included assignments with the Michigan Department of Public Health in the division of occupational health. Prior to his career in state government, he was employed by Northern Michigan University where he managed the University Center and developed the housing program for the United States Olympic training center. Mr. Buick holds a Bachelor s Degree in Biology from Alma College and a Master of Arts in Administrative Services/public Administration from Northern Michigan University.
SPEAKER PROFILE ~~ KEVIN T. SMITH Kevin Smith is a graduate of Northern Michigan University (BS, 1977) and the University of Michigan (JD, 1980) (MS, Natural Resources, 1982). He has been employed since 1984 with the Michigan Department of Attorney General, since 1993 in the Revenue and Collections Division, where his primary focus has been foreclosure of delinquent real property taxes. Kevin has authored several articles and is a frequent speaker and panelist on the topic of property tax foreclosures. His most recent publication is "An Update on Foreclosure of Real Property Tax Liens under Michigan's New Tax Foreclosure Process," 36 Mich Real Prop Rev 30 (Spring 2009).
