Introduction of Attendees SC20 MEETING MINUTES January 29, 2015 2015 E&P Winter Standards Meeting InterContinental New Orleans New Orleans, Louisiana API Subcommittee on Supply Chain Management (SC20) Jerry Longmire (GE Oil & Gas), Chair Time: 8:00 AM 12:00 Noon Jerry Longmire, SC20 chair, opened the meeting. Those in attendance introduced themselves. A voting quorum was established. An attendance record was circulated. Approval of Agenda Agenda for the meeting was presented and approved. Review and Approval of Previous Meeting Minutes Minutes from the last meeting held in Chicago, Illinois at the 2014 E&P Standards Conference on Oilfield Equipment and Materials were approved. Status of SC 20 Standards Specification 20A Carbon Steel, Alloy Steel, Stainless Steel, and Nickel Base Alloy Castings for Use in the Petroleum and Natural Gas Industry Rick Faircloth (Cameron), chair of the 20A Task Group, reported. Status: The First Edition of Spec. 20A was published March, 2012; Addendum 1 published October 2013 Action since last SC meeting: Addendum 2 was completed and ballotted successfully. Ballot resolution process is underway. Action for next SC meeting: Complete ballot resolution process for Addendum 2 and move document to publication. Licensing status: 1 licensee, no applicants. Specification 20B Open Die Shaped Forgings for Use in the Petroleum and Natural Gas Industry Joel Russo (FMC), chair of the 20B Task Group, reported. Status: First edition published April 2013. Licensing status: 5 licensees, 14 applicants. Action for next SC meeting: N/A 1
Specification 20C Closed Die Forgings for use in the Petroleum and Natural Gas Industry Gary Kingry (Ellwood Texas Forge Co.), chair of the 20C Task Group, reported. Status: First edition published October 2009; due for 5-year review. Action since last SC meeting: Work is ongoing for the 2nd Edition and we expect to go to ballot in the 1st Qtr. 2015. Action for next SC meeting: Complete ballot resolution process for 2 nd Edition and move document to publication. Licensing status: 6 licensees, 3 applicants. Standard 20D - Non-Destructive Examination (NDE) Services for Equipment Manufactured in accordance with API Product Specification used in the Petroleum and Natural Gas Industry Jerry Longmire (GE Oil & Gas), reported on the status for this Task Group as the chair, Jim Harris (GE Oil & Gas) has resigned. Bart Bartholomew, FMC appointed to take over the work of this Task Group. Status: First edition published September 2013. Action for next SC meeting: Reconvene the TG to review issues identified in the color coding process which is expected to require Addendum 1. Registration status: API Staff has advised that an organization can appy for registration to API Spec Q1 with a scope of API Std 20D. Specification 20E - Alloy and Carbon Steel Bolting for use in the Petroleum and Natural Gas Industry Tom Goin (TSP), chair of the 20E Task Group, reported. Status: The First Edition was published October 1, 2012. Action for next SC meeting: N/A Licensing status: 6 licensees, 4 applicants. Specification 20F - Stainless Steel and CRA Bolting for use in the Petroleum and Natural Gas Industry Tom Goin (TSP), chair of the 20F Task Group, reported. Action since last SC meeting: The first ballot of this document has passed and is in the ballot resolution process. Action for next SC meeting: Continue work on resolving the ballot comments and the TG has a target for publication in the 3 rd Qtr. 2015. Standard 20G - Qualification of Welding Suppliers for Equipment Used in the Petroleum and Natural Gas Industry Jerry Longmire (GE Oil & Gas), chair of SC20 reported. Status: Bud Weightman, (Qualified Specialists), Inc. has resigned as chair of this TG with no action completed. SR3 reviewed and approved by the SC20 on January 28, 2015. Action for next SC meeting: Convene the TG and begin work on the first draft. 2
Standard 20H - Heat Treatment Services for Equipment Manufactured in accordance with API Product Specifications used in the Petroleum and Natural Gas Industry Joel Russo (FMC), chair of the 20H Task Group, reported. Action since last SC meeting: Work is progressing on the 1st Edition with monthly TG meetings. We expect to have this work completed by late 2015. Action for next SC meeting: Ballot, complete ballot resolution process and move document forward to publication. Standard 20J - Distributors of Metallic Materials for Use in the Petroleum and Natural Gas Industries Rick Faircloth (Cameron) reported on the work of the 20J Task Group on behalf of Des Burnley (Baker Hughes), TG Chair. Status: Scope has been defined, and processes defined that distributors can be qualified to perform. Action since last SC meeting: TG has had routine meetings and has been actively working on the first draft. Action for next SC meeting: Continue work on the first draft with report out at the June 2015 meeting. Standard 20K - Qualification of Suppliers of Non-Metallic Seals for Equipment Used in the Petroleum and Natural Gas Industry Jerry Longmire (GE Oil & Gas), chair of SC20 reported on this TG. Neal Ferguson, Element has agreed to chair this Task Group. Status: SR3 reviewed and approved by the SC20 on January 28, 2015. Action for next SC meeting: Convene the TG and begin work on the first draft. Qualification of Suppliers of Plating and Coating for Equipment Used in the Petroleum and Natural Gas Industry Ian MacMoy (DOXSTEEL) made a presentation identifing issues with plating and coating issues and a proposal to begin work on a document to address this issue. SC20 agreed to form an ADHOC work group to explore this issue, define scope of work and report at the next SC20 meeting. New Business Status on the API Monogram Program Austin Freeman (BP) updated the group on the status and upcoming changes for the API Monogram program. Registration for SC20 Standards Aaron Duke (API) advised the group that SC20 standards would not be included in the Monogram Program. He also advised that an organization can apply for registration to API Spec Q1 with a scope based on the 20 series standards such as API Standard 20D. Minimum facility requirements Rick Faircloth (Cameron) updated the group on how minimum facility requirements had been addressed in other API Specifications and encouraged the TG s to consider this issue in the next revision or first edition of new work. 3
ASTM F16 Workshop on Hydrogen Embrittlement Avoidance in Mechanical Fasteners - Focus on the Oil & Gas Industry Lester Burgess (TSP) advised the group regarding a planned workshop to review this issue (Attachment 1). JIP Steel forgings for subsea applications William Vangeertruyden (ExxonMobil) updated the committee on the work of the DNV group developing an RP for Subsea forgings. (Attachment 2) Future standards - Still under consideration: List of possible future standards : - Heat treatment in continuous furnaces. - Metallic coating and plating supplier qualification. Next Meeting The next meeting of SC20 will be at the E&P Standards Conference on Oilfield Equipment and Materials in San Francisco, California, June 22-28, 2015. 4
