The ElvägE16 project In Sweden a stepwise pre-commercial procurement process was launched in 2013 (by the Swedish transport administration) By building and operating ERS technology, on public roads, in test and commercial operation, gain experience before full scale implementation 11 consortias applied, in June 2015 two projects were awarded funding Issues; vehicle, legal, maintenance (trucks, road, electric infrastructure), operation, available energy, business models, investment models, safety and security Since 2015 the ElvägE16 project received app 10M in public and 5M in private funding

Act to build trust and reduce risk, use public authorities if possible Manage the immune defence obstructing change Use and benefit from different PPP roles, cooperation is key The solution in not a technology but the ability to, in a balanced pace, deploy and use a stream of technologies
