SSA - INCE AND CO PANEL DISCUSSION ON BALLAST WATER MANAGEMENT CONVENTION Panellist Captain Daknash Ganasen Director (Shipping) / Director of Marine Maritime and Port Authority of Singapore Capt Daknash Ganasen is appointed Director (Shipping) as well as the concurrent designation of Director of Marine. As the Director (Shipping Division), Capt Daknash is responsible to lead and manage the Shipping Division to support MPA s mission of developing and promoting Singapore as an international Maritime Centre, as well as advancing and safeguarding Singapore Strategic Maritime interest in all pertaining to International shipping. His primarily role and responsibility is to ensure the safety and security of the Singapore Registered Ships (SRS), Promote and maintain SRS as a major and quality flag, Strengthen Maritime Singapore branding through engagement, Support the strategic development of local maritime manpower resources, Lead and implement maritime conventions of the global regime (IMO and ILO) and to profile Singapore as a responsible Maritime Administration. Prior to his current appointments, Capt Daknash Ganasen was the Director (Operations) of the MPA and concurrently held the legislative post of Port Master. He holds a Master Mariners Certificate of Competency and a Master of Science degree in Maritime Studies. From 1989 to 2000, before joining MPA, he served as a seagoing officer at various ranks within the fleet of ships owned and operated by the Neptune Orient Lines (NOL) Singapore and American Eagle Tanker (AET). He has extensive operational and navigational experience sailing on board various merchant ship trading around the world for more than a decade during his seagoing career. Since leaving his sea career in the year 2000, he joined PSA Marine Pte Ltd to further expand his maritime knowledge and skills. He was trained and employed as a Singapore Harbour pilot from year 2000 to 2008. Capt Daknash is an experienced harbour pilot with an authorised A1 pilot licence which allows him to pilot any vessel of unlimited size within the Port of Singapore.
LT Jessica Ward United States Coast Guard LT Jessica Ward graduated from the US Coast Guard Academy with a BS in Mechanical Engineering. She has worked as a vessel inspector in Seattle,WA and is currently stationed in Singapore. Panellist Mr Albert Kee Keppel Shipyard Ltd Executive Director, Operations Albert began his career in Keppel Shipyard in 1977 and over the years, he took on different roles from yard facilities planning to daily operations of the yard. Albert holds a degree in Electrical & Electronics from the University of Aberdeen. In 2009, he was seconded to Nakilat-Keppel Offshore & Marine as the General Manager (Operations) to assist in the setup and operation of the new shipyard in Qatar. He returned to Singapore in 2015 and is currently serving as the Executive Director (Operations) in Keppel Shipyard.
Mr Kapil Berry Fleet Manager, Fleet-A & Projects Department BW Fleet Management Pte. Ltd, I have worked with BW since 1990 when the company was still called Worldwide Shipping, starting as Junior Engr and eventually growing to the rank of Chief Engineer in 1999. Most of my career has been on VLCCs and Product Carriers. Thereafter I was stationed as Owners Technical Representative in Dalian Shipyard where I supervised the construction of 12 LR1 product tankers from 2006~2009. In 2009 I joined our head office in Singapore as Tech Supt, and am currently Fleet Manager for VLCC fleet. I also hold additional responsibility for handling the projects across BWFM as the Global Head of Ballast Water Retrofit Project, IHM implementation & Scrubbers. Additionally, I have handled MR & LR1 New Building Projects in Korean shipyards and major Drydocking Project for BWFM in the past. I also represent BWFM in Technical Committees of SSA & Class NK. I am also the chair for DNV-GL Environmental Group. I have completed nearly 27 years with BW and for me and there has never been a dull moment in all these years. Being in Singapore for last 8 years has provided me an exciting opportunity to actively participate in shipping activities here and make many good friends in the industry.
Denzal Hargreaves Regional Production & QHSE Manager; Regional Chief Surveyor; Maritime Region SEA, Pacific & India DNV GL I have more than 30 year experience in the Maritime Industry in various roles and capacity, including as marine engineer on various ship types and marine superintendent, with 20 years in Classification. My current position is Regional Chief Surveyor and Production & QHSE Manager within DNV GL for Region South East Asia, Pacific & India. Responsibilities include ensuring that our systems, tools, process, rules and instructions are valid, understood and implemented to enable our surveyors to execute their work in a safe, effective and consistent manner. Involved in DNVGL National & Technical Committees, with primary role of keeping the industry updated on latest Rules and Regulations. Background info: Studied in South Africa as Marine Engineer and sailed from cadet to chief engineer, before coming ashore as mariner superintendent. Worked in South Africa, UK, Korea, Australia and Singapore in various positions, including Area Manager for Australia and New Zealand.
