CALIFORNIA HOMICIDE INVESTIGATORS ASSOCIATION Presenters Dave Brown Chelsea King Case Dave Brown is currently a Lieutenant with the San Diego County Sheriff's Department. While a senior at San Diego State University he took a paid internship at juvenile hall working for the probation department. In 1991, he joined the Sheriff s Department and has worked in the jails, patrol, community policing, area detectives, courts, communications, judicial threats, extraditions, drug abatement and homicide. From 2007 to 2010, he was the Sheriff's Team 3 homicide Sergeant. It was during this assignment that his team was on-call when 17 year old Chelsea King was reported missing. Stacy McCoy FBI s Violent Criminal Apprehension Program (ViCAP) FBI Crime Analyst Stacy McCoy is with the Behavioral Analysis Unit-4, Violent Criminal Apprehension Program (ViCAP.) Prior to ViCAP, she worked with the Financial Crimes Intelligence Unit at FBI Headquarters. Stacy was employed as a fraud analyst with a financial institution before joining the FBI in 2004. She holds an M.A. in Criminology from George Washington University and a B.A. in Political Science and Psychology from Samford University. Stacy is a Certified Crime and Intelligence Analyst through the California Department of Justice and is a member of the International Association of Crime Analysts. 12

43rd ANNUAL CONFERENCE 3D Scanning & Yolo County Deputy Diaz Murder Scene Tony Grissim Tony Grissim is the Public Safety and Forensic Account Manager for Leica Geosystems where he has been a pioneer in the field of 3-D laser scanning since 1999. In this role, he has assisted law enforcement agencies, crime laboratories and counterterrorism training organizations throughout the United States in their successful adoption of 3-D laser scanning technology for forensic mapping and pre-event planning. Drawing upon his 15 years of experience as a surveyor, he developed and helped validate new methods for both crime scene reconstruction using 3-D laser scanning and post-blast. He is a technical advisor to the Association of Firearm and Tool Mark Examiners and a member of the International Association of Bomb Technical Investigators. Craig Fries Craig Fries founded Precision Simulations, Inc. (PSI) in 1997 after working in the forensic animation field, scientific visual performance research and NASA sponsored studies. He created the first forensic animation based upon 3D Laser Scanning data to be accepted into a court in the US and has pioneered the adaptation of 3D Laser Scanning to add accuracy to computer generated reconstruction of crime, accident and fire scenes. Craig s firm has created over 750 Forensic animations and has maintained a 100% admissions rate for their work at trial. Craig has provided education on 3D analysis in use of force cases to the California AG s Office, the California Association of Criminalists, the LAPD and San Francisco City Attorneys Office, the California Judiciary and numerous California crime labs. Craig holds a B.S. in Psychology from California State University, Hayward. 13

CALIFORNIA HOMICIDE INVESTIGATORS ASSOCIATION Presenters Death and DNA Secrets Revealed! Jill Spriggs Anne Marie Schubert DOJ Bureau Chief Jill Spriggs, has over 23 years of professional experience in the area of forensic science, specializing in DNA analysis. She oversees the operations of 13 regional crime laboratories, the fourth largest DNA databank in the world as well as state laboratories which perform forensic analysis for 48 of the 58 counties in California. Jill consults on cold cases and teaches classes for the California Department of Justice Advanced Training Center in the area of DNA and cold case investigation. She holds a Bachelor of Science degree in Forensic Science and a Master's Degree in Business Administration. Anne Marie Schubert is with the Sacramento County District Attorney s Office and a prosecutor for 22 years, previously assigned to Homicide Unit for 6 years. She started Sacramento s Cold Case Prosecution Unit, focusing on solving and prosecuting cases using DNA technology. She has extensive experience in forensic DNA evidence, including filing California s first John Doe DNA case in People v. Robinson, which was upheld by the California Supreme Court in 2010. Carol Burke Carol Burke is a career prosecutor at the Los Angeles County District Attorney s Office where she is the Head Deputy of the Forensic Science Division. Ms. Burke has prosecuted over 60 felony jury trials with charges including kidnapping, rape, gang homicides, and special circumstances murder. 14

43rd ANNUAL CONFERENCE Steve Lo Case Kirk Campbell Kirk Campbell is an Investigator for the Sacramento County District Attorney s Office and is a 27 year law enforcement veteran. Prior to working for the Sacramento DA s Office, he worked for 24 years with the Sacramento Police Department. He was the recipient of the POST ICI Investigative Excellence Award in 2010 as a member of the Steve Lo Task Force and a former board member of the California Homicide Investigators Association. Brian DeDonder Brian DeDonder has been with the Sacramento Police Department since 1997. Before coming to Investigations in 2006, Brian worked in Patrol and P.O.P. Brian has been in the Homicide unit since 2007 and continues to work there today. He was the recipient of the POST ICI Investigative Excellence Award in 2010 as a member of the Steve Lo Task Force. Eric Kindall Eric Kindall received his JD degree from the University of California, Davis School of Law in 1984. He has worked for 27 years at the Sacramento County Office of the District Attorney and completed 120 jury trials to date, including over two dozen homicides. He was the recipient of the Brian Hintz Prosecutor of the Year award from the Sacramento DA s Office in 1994, and the Prosecutor of the Year award from the California DA s Association in 2009. 15

CALIFORNIA HOMICIDE INVESTIGATORS ASSOCIATION Presenters The Grim Sleeper Serial Murder Investigation Dennis Kilcoyne Paul Coulter Dennis Kilcoyne is a member of the Los Angeles Police Department for over 35 years. Twenty seven of those years have been dedicated to investigating homicides and major crimes. He quickly learned of the influence celebrity and media attention could distract the investigative priorities of a case. In January 1994, Detective Kilcoyne transferred to the Departments elite Robbery-Homicide Division at police headquarters. The purpose of this collection of detectives from all over the city was to handle the high profile cases, the murder of police officers and any other media driven case the Chief of Police directed to the office. The first case of this criteria was the double murder involving O. J. Simpson and most current case, serial murderer Lonnie Franklin, dubbed the Grim Sleeper. Detective Kilcoyne has been the president of the California Homicide Investigators Association for the past eight years. This association is made up of investigators, prosecutors and death investigation professionals from throughout the State of California. Paul Coulter has been a police officer for the City of Los Angeles for over 34 years and for the last 22 years, in Homicide Investigations. Detective Coulter has been a primary detective assigned the investigative responsibility of over 200 Homicides and is a certified instructor for DOJ P.O.S.T and has taught classes for approximately seven years in Major Case Management at the P.O.S.T Advanced Homicide Course and Dealing with Victim s Families at the P.O.S.T Basic Homicide Course. Since June 2007 Detective Coulter has been a member of the Task Force assigned to investigate a series of murders that began in 1985 and ended with the July 2010 arrest of suspect Lonnie David Franklin Jr. referred to by the media as the Grim Sleeper. 16

43rd ANNUAL CONFERENCE Michael Jackson Death Investigation David Walgren David Walgren passed the bar in 1995 and became a DA out of law school. He served in the Hardcore Gang Division from 2000-2005, where he prosecuted gang homicide cases and handled a wide array of cases, including the attempted extortion of actress Cameron Diaz, the recent litigation involving fugitive Roman Polanski, complex mafia murder case, as well as the recent case of Conrad Murray. Orlando Martinez Orlando Martinez is a member with LAPD for 17 years and is assigned to homicides for 11 years. His current assignment is with RHD, primarily tasked to cover serial murders, high profile murders, murders and attempted murders of police officers, arson murders, complicated murders as well as teaches detective supervisor school and homicide crime scene.
