Project NEON Procurement A Request for Qualifications (RFQ) was issued on September 23, 2014 A shortlist of best qualified teams were development A Request for Proposals (RFP) was issued on March 9, 2015 Proposals were received on August 21, 2015 Proposals were evaluated to determine a Best Value Team Procurement process followed NRS 408 and the Department s Pioneer Program Guidelines
