UNITED NATIONS 2010 United Nations Public Service Day - Awards and Forum 21-23 June 2010, Barcelona, Spain Workshop 3 E GOVERNMENT DEVELOPMENT AND KNOWLEDGE MANAGEMENT IN GOVERNEMNT SPEAKERS BIOGRAPHICAL NOTES Mr. Mohammed Ali Al Qaed CEO, egovernment Authority, Kingdom of Bahrain Mr. Al Qaed is recognized as a highly distinguished practitioner and achiever in the field of egovernment for his active roles within various government entities in the field of Information Technology in the Kingdom of Bahrain. Mr. Al Qaed was appointed as the Chief Executive Officer (CEO) for the egovernment Authority by Royal decree No (78) in year 2007. His experience in the field of IT has helped develop and grow the egovernment Authority to be one of the leading egovernment Authorities in the Gulf region and the international community. Under his leadership, the egovernment Authority helped the Kingdom of Bahrain rank position 13 globally, Third position in Asia and the first position amongst the Arab counties in the UN egovernment Development Index 2010. 1
He participated in the Global Alliance for ICT and Development for the United Nations Department of Economic and Social Affairs (UNDESA-GAID) Forum where he served as a member of the Strategy Council by special invite from H.E. Sha Zukang, Under- Secretary-General from the Department of Economic and Social Affairs. This nomination is extended for 2 consecutive years and reflects Mr. Al Qaed s pioneering role in the ICT field. Mr. Al Qaed was appointed the Chairman for Silah Gulf, a company incorporated by the ega that provides a high quality Contact Service Centre for the Kingdom of Bahrain and the Gulf that serves both the private and public sectors. He is also a Board member for the Tender Board - Kingdom of Bahrain for 2 years. He was also ranked the 29th position amongst the 50 Bahrain Power List as per the Arabian Business Magazine in recognition for being the man behind many of the technological innovations changing the lives of hundreds of thousands of Bahrain residents. Moreover, Mr. Al Qaed helped draft and implement the egovernment strategy and the strategic direction of egovernment in the Kingdom through his position as a key member of the Technical Committee for Information and Communication Technology (TCICT) which acts as the technical advisory committee to the Supreme Committee for Information and Communication Technology (SCICT) which is chaired by HH Shaikh Mohammed bin Mubarak Al Khalifa, Deputy Prime Minister. Mr. Al Qaed obtained his Bachelor s degree from King Saud University in Saudi Arabia in Computer Science in 1993 followed by a Master s degree in Advanced Systems Engineering from the University of Sheffield in 1996. Dr. Aref Alabdulkarim Information Advisor at Deputy Prime Minsiter s Kingdom of Bahrain Dr. Aref Alabdulkarim is leading a government team working on enhancing Bahrain s position according to the UN index for e-government development and also a member of the preparatory committee for the e-government strategy for the years 2011-2014. Prior to joining the deputy prime minister s office, Dr. Alabdulkarim was a faculty member at the college of IT of the University of Bahrain. He has a number of publications on group facilitation and citizen engagement. Dr. Alabdulkarim holds a PhD in Informatics from the University of Manchester. 2
Mr. Talal Suleiman Alrahbi Chief, Information, Awareness and International Relations Division Information Technology Authority of Oman. The Division is responsible for spreading the awareness of the benefits of harnessing ICT as well as spreading the knowledge about eoman initiatives and e-government locally and internationally. He is currently a member of the Governing Board of the UNESCO Institute for Statistics (UIS) representing Oman. Mr. Alrahbi holds a degree in Economics from University of Louisiana and Masters Degree in Public Policy and Management from the University of Oregon. Dr. Dennis Anderson PH.D., Internationalist, Fulbright Scholar, ICT Adviser & Global Strategist Currently, Professor of Information Systems at Pace University. He has served as Associate Dean from 1999 to 2007. He also served as Director of the University's Center for Advanced Media. He is a strong advocate of technology-enhanced learning, emerging technologies, sustainable technologies, and knowledge entrepreneurship. He has taught at NYU Courant Institute, City University of New York, and St. Francis College. Anderson received his Ph.D. and M.Phil. from Columbia University. He also received an Ed.M. in Instructional Technology and Media from Teachers College, Columbia University. In addition, Anderson holds an M.S. in Computer Science from New York University's Courant Institute of Mathematical Sciences and his B.A. in Computer Science from Fordham University. He also completed an executive-education program in E-Commerce at Columbia University's School of Business and a professional program in multimedia at the Massachusetts Institute of Technology. He is an alumnus of Harvard University's Institute for Management and Leadership in Education Program '05. Anderson has presented at numerous international conferences in the areas of information and communication technology (ICT), sustainable development, leadership, and education. His research interests lie in ICT for sustainable development, information policy, global digital divide, human-computer interaction, multimedia, artificial intelligence, computer science, mathematics and distance education, new-media 3
technologies and e-commerce. He has received numerous grants including National Science Foundation grants. Anderson has been named to the roster of the J. William Fulbright Foreign Scholarship Board's Fulbright Senior Specialist program as an expert in information technology. He is a Fellow of The World Innovation Foundation. In March 2008, he was a Scholar in Residence at UBS Wolfsberg Think Tank, Switzerland. She holds a degree in sociology from the Autonomous University of Barcelona (Spain), an MA Research in Social Sciences (UAB) and a PhD in political science from the Autonomous University of Barcelona (Spain). 4
Her main research interests are in the area of democratic innovation and citizen participation, including the origins of political attitudes, the effect of new technologies and personality on political participation, and the causes and consequences of political inequalities. She is member of the DEMO-Net the eparticipation Network of Excellence (http://www.demo-net.org/) and the ECPR standing group on Internet&Politics. She has published several articles, reports and books on e-democracy, local democracy, and participative democracy. 5
