PROGRESS REPORT QCTO QUALIFICATIONS DEVELOPMENT Date: 6 November 2014 Attention: All FP&M SETA Stakeholders INTRODUCTION & BACKGROUND In anticipation of the phasing-out of all SAQA registered occupational qualifications by 2017, the FP&M SETA Board approved an amount of R 50 million in March 2014 for a highly strategic sectoral intervention to restructure and align all historical occupational and trade qualifications to the QCTO Format. Funding was approved for all 13 sub-sectors. Project Management for the re-structuring of old SAQA NQF qualifications were to be driven by industry stakeholder bodies. QCTO Qualifications Development Memoranda of Understanding (MoUs) are concluded with stakeholders responsible for industrial sector development. Project Management for the restructuring of the currently registered SAQA NQF occupational qualifications was transferred to industry bodies due to the complexity of the technical requirements in ensuring that the qualification complies with the QCTO guidelines and the performance standards of industry. OVERVIEW OF FP&M SETA QUALIFICATIONS DEVELOPMENT PHASES Community of Expert Practices (CEP) CEPs consist of subject matter experts brought together on an ad hoc basis to give input into the development of qualifications and maintenance of qualifications to ensure relevance in a changing environment and to develop curricula and assessment specifications as required by the relevant Quality Council. The QCTO requires that qualifications are developed by technical subject matter experts or CEPs. This requires the involvement of all stakeholders and sectoral representatives across different levels in the development of occupationally-directed qualifications. 1

Qualifications Management Forum (QMF) The FP&M SETA is setting up a QMF, which will manage Occupational Learning Systems within sectors, including the integration of occupational learning frameworks with a view to integrating Occupational, TVET and HET qualifications and education bands within the sector. The objective of the FP&M QMF will be to ensure the availability of qualifications that will professionalise the sector, making FIBRE PROCESSING AND MANUFACTURING a career of choice. Qualification Development Process The QMFs will initiate the process and compile a strategic qualifications development programme for each of the three areas under the various Quality Councils. The QMFs will also compile and submit budgets to the FP&M SETA to operationalise the strategic plans. 2
