Th ITU Radiocommunication Assmbly, considring a) that various tchnically and oprationally diffrnt aronautical mobil srvic (AMS) limitd to transmissions of tlmtry systms for flight tsting ntworks hav bn dsignd to commnc opration in th nar futur; b) that th opration of aircraft station is usually a subjct of a numbr of national and intrnational ruls and rgulations including satisfactory conformanc to a mutually agrd tchnical standard and oprational rquirmnts; c) that thr is a nd for idntifying th tchnical and oprational rquirmnts for th conformanc tsting of aircraft stations; d) that th idntification of tchnical and oprational rquirmnts for aircraft stations would provid a common tchnical basis for facilitating conformanc tsting of aircraft station by various national and intrnational authoritis and th dvlopmnt of mutual rcognition arrangmnts for conformanc of aircraft stations; ) that th tchnical and oprational rquirmnts nd to achiv an accptabl balanc btwn radio quipmnt complxity and th nd for ffctiv us of th radio-frquncy spctrum, considring also a) that in th frquncy band 5 150-5 50 MHz thr ar allocations to aronautical radionavigation, fixd-satllit (Earth-to-spac) and mobil srvics on a primary basis; b) that thr is a rquirmnt to fully protct all primary srvics in th band 5 030-5 50 MHz; c) that WRC-03 adoptd Rsolution 9 which govrns us of band 5 150-5 50 MHz by th mobil srvic for th implmntation of wirlss accss systms (WAS) including radio local ara ntworks (RLANs); d) that th idntification by ITU-R of tchnical and oprational rquirmnts for aircraft stations oprating in th band 5 030-5 50 MHz should prvnt unaccptabl intrfrnc to othr srvics;

Annx 1 Tchnical and oprational rquirmnts for aircraft stations of AMS limitd to transmissions of tlmtry systm for flight tsting ntworks in th bands around 5 GHz Part A Essntial rquirmnts rlatd to th protction of FSS ntworks in th band 5 091-5 50 MHz An aircraft station of AMS in th band 5 091-5 50 MHz should b dsignd in such a mannr that on aircraft station transmittr powr flux-dnsity b limitd to 138 db(w/(m 1.3 MHz)) at th FSS satllit orbit for spaccraft using full Earth covrag rciv antnnas. Th maximum aggrgat intrfrnc lvl of 1% T s /T s tolrabl at th rcivr input is I Agg-Rc : I Agg Rc = KTB 0 db = 160.3 db(w /1.3 MHz)

In th 5 150-5 50 MHz frquncy band, th maximum pfd producd at th surfac of th Earth by missions from an aircraft station, of an AMS systm limitd to transmissions of tlmtry for flight tsting ntwork should not xcd: 79.4 db(w/(m 0 MHz)) G r (θ). Administrations may choos to implmnt diffrnt AMS tchnical and oprational rquirmnts which ar mor stringnt than thos rfrncd in this sction to protct th mobil srvic. Furthr study may b ncssary if diffrnt paramtrs ar usd than thos assumd in dvloping this guidlin.
