Revisin N. 4 03 / 2007 Page 1 f 5 Kennectt Utah Cpper Crpratin Safety and Health Standards Standard N. 10.5 Radiatin 10.5.1 INTRODUCTION 10.5.1.1 Radiactive materials and radiatin generatrs, which include bth inizing and nn-inizing radiatin, are used at KUCC. It is the plicy f KUCC t cmply with applicable Federal and State regulatins regarding radiactive devices and ensure that emplyees, cntractrs and third parties will nt suffer adverse health effects frm radiatin. KUCC prgrams strive t maintain inizing and nn-inizing radiatin expsures "As Lw As Reasnably Achievable" (ALARA). 10.5.2 DEFINITIONS DESIGNATED WORKER - A persn whse expsure may exceed 5 msv (500mrem) per annum. DOSE EQUIVALENT - The prduct f the absrbed dse in tissue. The units f dse equivalent are the Sievert (Sv) and rem (1Sv = 100 rem). IONIZING - A general term applied t bth electrmagnetic waves and/r particulate radiatin capable f prducing ins by interactin with matter RSO Radiatin Safety Officer 10.5.3 REQUIREMENTS 10.5.3.1 A RSO will be designated wh, by experience and special training, is cmpetent in health and safety as it relates t inizing radiatin safety. 10.5.3.2 The RSO will assess and cmmunicate the risk assciated with inizing and nn-inizing radiatin expsure t the Area Managers. Each Area Manager will then develp a site inventry list. The list must include radiatin surce type (i.e. XRF tube, istpe, etc.), type f radiatin (i.e. X-ray, Gamma ray, etc.), activity/energy (i.e. Curies, KeV, etc.) and surce lcatin (i.e. Cppertn grinding, etc.). The RSO is respnsible t maintain the KUCC inventry f all radiatin material that has a ptential fr adverse health effect. 10.5.3.3 The RSO shall maintain the Radiatin Management Guide and dcument an audit f the radiatin prtectin prgram cntent and implementatin annually. The Kennectt Utah Cpper Radiatin Management Guide: An ALARA Prgram will meet all Utah Divisin f Radiatin Cntrl and Ri Tint requirements. 10.5.3.4 The KUC Radiatin Management Guide cntains: Types f radiatin surces, adequately characterized and described Defines hw expsures can be reduced t as lw as reasnably achievable (ALARA) Cmplies with all relevant requirements in the Ri Tint Occupatinal Health Standards References: KUCC Radiatin Management Guide Title 10 CFR, Part 19, 20, 30, and 31. Areas with inizing radiatin with annual dses greater than 15 msv (1500 mrem) must be designated as restricted access areas. 10.5.3.6 Engineering cntrls are required in designated restricted areas. 10.5.3.7 Each persn whse ptential expsure exceeds 5 msv (500 mrem) per annum r wh is a designated radiatin wrker must underg peridic persnal radiatin mnitring and medical examinatin that is reviewed by the medical adviser. The results must be discussed with the wrker. 10.5.3.8 A Radiactive Material Operatinal Dcument must be cmpleted by individuals, wh wish t mve, relcate r purchase radiactive materials r devices cntaining radiactive materials prir t mving r requisitining f such devices. The dcument (Exhibit 10.5.1) must be frwarded t the RSO fr apprval and sign ff in advance. The peratinal dcument will include the fllwing items. A Descriptin f the prpsed peratin in which radiactive materials will be used Surce serial number, activity and istpes t be used. Names f the persnnel invlved in the peratin and the persn in charge. Area and lcatin where the installatin, remval r relcatin will be perfrmed. Safety prcedures and equipment t be used (including mnitring devices) Start date and end date. Apprval signature f the RSO. 10.5.3.9 The RSO will determine the need fr expsure mnitring f persnnel. 10.5.3.10 An islatin prcedure is required t assure that high vltage analytical equipment is de-energized and the gauge shutter mechanism is lcked in the clsed psitin during perids when a prtin f an individual s bdy may be subject t the direct radiatin beam. Interlck systems must be inspected and maintained. (See Safety and Health Standard 16.12) 10.5.3.11 Emplyees with a ptential fr expsure t radiatin must be trained in the cncepts f time, distance, and shielding t reduce the ptential fr expsure t radiatin. Revisin N. 4 Standard N 10.5 03 / 2007 Page 3 f 5 10.5.3.12 The RSO r a designated alternate (authrized by the RSO) shall make inventry inspectins that accunt fr each radiactive surce and test the peratin f the shutter (at least every six (6) mnths) at each facility where sealed radiactive materials are used r stred. (See the KUC Radiatin Management Guide.) 10.5.3.13 Leak-test (wipe) surveys must be cnducted by the RSO r designated individual at apprpriate frequencies as determined by the RSO. (See the KUC Radiatin Management Guide.) 10.5.3.14 Any damage t an instrument r a surce cntainer must be reprted t the RSO immediately. 10.5.3.15 Each radiatin surce cntainer must be marked with a clearly visible label bearing the radiatin symbl and the wrds CAUTION, RADIOACTIVE MATERIAL. 10.5.3.16 Rms cntaining analytical X-ray equipment shall be cnspicuusly psted with a sign bearing the radiatin symbl and the wrds CAUTION X-RAY EQUIPMENT. 10.5.3.17 Sealed radiatin surces nt in service will be stred in a designated lcked strage facility. The Strage facility must be labeled with a sign bearing the radiatin symbl and the wrds CAUTION, RADIOACTIVE MATERIAL. The strage facility must be lcated away frm high traffic areas and accessed nly by thse authrized by the RSO. 10.5.3.18 In the case f a fire, explsin r ther event that damages a sealed surce cntainer, the area supervisr must first minimize expsure t peple. The principles f distance, shielding and time must be incrprated in his actins. First remve peple wrking in the immediate area Islate the damaged instrument Prevent thers frm entering Cntact the RSO immediately Refer t the KUC Radiatin Management Guide. 10.5.3.19 Undergrund peratins must initially cnduct a baseline radn survey using passive area mnitring techniques, and cnduct similar surveys nce every tw years. Areas with levels greater than the ICRP Actin levels must be designated as restricted access r cntrlled areas. 10.5.4 RECORDS 10.5.4.1 The fllwing recrds are required by the KUCC Radiatin Prgram. The training must include KUCC radiatin standard perating prcedures, emergency prcedures and the cntents f the KUC Radiatin Management Guide. 10.5.6 RESPONSIBILITIES 10.5.6.1 The Area Manager is respnsible t ensure that an inventry inspectin (as defined by the RSO) is cmpleted and dcumented at least every six (6) mnths unless envirnmental cnditins require mre frequent inspectins. 10.5.6.2 The primary respnsibility fr radiatin safety lies with the individuals wh use radiatin equipment and radiactive materials. By-prducts, special nuclear materials, X-ray equipment r devices cntaining sealed radiactive materials shall be used nly by r under the direct supervisin f individuals authrized by the Radiatin Safety Officer. 10.5.6.3 Supervisrs r Respnsible Individuals wh maintain instruments used fr quantitative radiatin measurements (i.e. survey meter) are respnsible fr calibratin. Instruments must be calibrated at intervals nt t exceed 12 mnths. 10.5.6.4 The RSO r designated alternate (authrized by the RSO) is respnsible fr the fllwing: REVISION HISTORY Ntify the Utah Divisin f Radiatin Cntrl in a timely manner if an instrument r a surce cntainer is damaged.
