Sample Excerpts from Past Recipients William Ordway, Arizona Department of Transportation Director, Retired Bill Ordway started his career in the L.A. County Bridge Division. In 1957 he came to Tucson as the Senior Resident Engineer District 2 under Bill Price; District 3 Engineer 1961-63; District 5 Engineer 1963-65; Assistant to Operations Engineer Oscar Lyon 1965-68; Deputy Highway Director to Justin Herman 1968-74; Acting Highway Director January to July 1974; appointed as first ADOT Director in July 1974. Bill served as the ADOT Director under four Governors and retired in 1985. He organized the newly created ADOT and guided the development of policies and goals defining its mission. Bill worked with key business leaders and the legislature to authorize the five cent gas tax increase and prioritize the construction program. He testified before Congress for AASHTO to increase the Federal gas tax. Bill was the WASHTO Standing Committee on Aviation Chairman 1977, AASHTO Standing Committee on Planning Chairman 1981-83; president of WASHTO in the late 70 s and president of AASHTO 1983-84. Harold Ashton, Sr., The Ashton Company, Deceased Harold founded The Ashton Company as a commercial/residential builder in 1946 in Tucson. His philosophy was never quit, strive until you succeed. It was Harold s determination and ability to recognize opportunity that led him to the road building industry when he successfully bid to construct his first bridge over the Santa Cruz River at St. Mary s Road in Tucson in 1951 and by 1962 built the I-10/I- 19 Benson-Nogales Interchange that included nine bridges. Harold s innovation and approach to road and bridge building made his company a fierce competitor. One innovation was Ashton s creation of his own crushing and batch plants to produce their own materials and self-performing a majority of the work. Since 1970, his company has constructed over 300 bridges along with hundreds of miles of roadways and highways in Arizona. Harold joined the Association of General Contractors in 1950 and Life Directorship was bestowed in 1990. He served as State President in 1972 and National Director in 1978. Although Harold passed away in 2003, his legacy and commitment to the profession and community carry on to the present time. His philosophy of learn, build, achieve and teach is still present in the company today.
