Censuses and Statistical Surveys (1) Censuses: A. GENERAL INFORMATION (continue) Censuses Population and Housing Census: every 10 years, years ending with 9 Rural, Agriculture, and Fishery Census: every 5 years, years ending with 1 & 6 Economics Census: every 5 years, years ending with 2 & 7 GENERAL STATISTICS OFFICE 5 (2) Surveys: A. GENERAL INFORMATION (cont.) The National Survey Program includes 49 surveys. The surveys are divided into 8 groups & conducted monthly, quarterly, half-yearly, annually, every two years GENERAL STATISTICS OFFICE 6
B. RURAL, AGRICULTURAL & FISHERY CENSUS AC has already conducted 4 times in Vietnam: 1994, 2001, 2006 & 2011. The next round will be in 1 st July 2016 (next: 2026) Purpose, scope, content & method of AC strictly follow latest recommendations of FAO & the actual situation of Vietnam. The 2016 AC conducted all over the country: 16.5 million units; 130 thousand EAs. 1. UNITS AND SCOPE OF THE CENSUS 2016 All households in rural areas; Households engage in agricultural, forestry & fishery activities in urban areas; All farms; People s committee of commune. CONTENT OF THE CENSUS Information on the real situation of agricultural production: - Basic information: Units; size of unit; labors; land use; livestock, poultry; machinery, equipment. - Production support activities; - Other necessary information: Farm economics; sales of main products; impacts of agricultural production on the environment. Information on rural area and rural residential: Households, labors, living standards of rural inhabitant; rural infrastructure ; Information on gender in rural area & agricultural sector. RURAL, AGRICULTURAL & FISHERY CENSUS 3.QUESTIONNAIRES Form 1: Collecting basic information of households (using for all rural households & agricultural, forestry, fishery households in urban area- Short household form); Form 2: Gathering information on farms (using for all farms); Form 3: Collecting information on basic situation and infrastructure of communes (using for all people s committees of communes); Form 4: Collecting information on rural household economics (using for sample households in rural area- Long household form). Form 5-Form 9: Collecting information from registers & other administrative sources: Implementation of agri. & rural programs; implementation of VietGap criteria; army units engage agri. production; enterprises (register & tax office). CENSUS METHODOLOGY Method of data collection: There are combinations between the classical approach & the use of registers and administrative records as sources of census data. 5.1. For the classical approach: Face to face interview The Census includes complete survey & sample survey. Sample survey: a sample of 75000 households in rural area (0,5% rural households) selected from 8000 EAs. List of EA and list of households in sample EA in rural area are taken from a 20% master sample frame of the population & housing census 2009 (updated in 2014) which will be used as sampling frame in AC 2016. Use of registers & administrative records as sources of census data There are some registers and administrative records will be used as sources of census data: -Implementation of agriculture and rural programs/projects (set by the Government: at different levels (province, district ) - implementation of VietGap criteria - Army units engage agri. production - Information of agri. enterprises (register & tax office). Questionnaires (Form 5-Form 9) are designed and sent to subject/related bodies/offices (Boards, Committees, Government office ) to fill in GENERAL STATISTICS OFFICE 12

ORGANIZATIONS/IMPLEMENTATION Establish steering committee in 4 levels (Central, Provincial, District and Commune levels) Determining the number of EA, listing census units Updating EAs and the lists of units Recruit enumerators and team leaders Training for specialists, team leaders and enumerators (3 levels) Propaganda activities will be implemented form central to village levels with various ways Data collection. SUPERVISING AND MONITORING Supervising and monitoring of the Census will be carried out by Steering Committees at all levels. 8. PROCESSING DATA Using scanning technique for Form 1 (> 16 million forms) Entry data by keyboard for others Forms (>200 thous. Forms) Develop data base (micro & macro) 9. RELEASING DATA Preliminary statistics released by 6 months after Census date Official results will be released by 15 months GENERAL STATISTICS OFFICE 14
