1.0 Executive Summary Manifest Wireless L.L.C. 700 MHz E Block Coverage Report This document serves as a progress report on the deployment of Manifest Wireless L.L.C. s Manifest ) ATSC-M/H digital television broadcast network. Manifest holds FCC licenses in 168 Bureau of Economic Analysis Economic Areas BEA) for the unpaired 700 MHz E block 722-728 MHz). To date, Manifest has constructed 13 transmitter sites and is transmitting test signals continuously from these locations. To quantify the coverage provided by these transmitter sites, Manifest retained Pericle Communications Company to model the coverage and calculate the area covered in each applicable BEA. Our analysis shows that the thirteen active transmitters provide some measurable coverage in 43 BEAs. Of these, 12 BEAs show coverage exceeding 35%. 2.0 Modeling Method The team used EDX Signal to model coverage using the Longley-Rice model per FCC OET-69 [1]. The coverage files are then exported as Shape files to ESRI ArcView for plotting and coverage area calculation. The coordinates, antenna height and ERP of each transmitter site are listed in Table. 1. For modeling, the National Elevation Dataset NED) 30m terrain database was used. At the receiver, a minimum sensitivity of -96 dbm and an antenna height of 9 meters were assumed. The receiver sensitivity was verified both on the bench and in the field using an OEM receiver. The receive antenna was a RHCP antenna with a gain of 12 dbic for all but the Atlanta sites where a horizontal polarization antenna with gain of 12 dbi was used. Note that the official BEA boundaries may include significant area over water. This is especially true in the Great Lakes and Chesapeake Bay. To avoid misleading results, water areas for BEAs marked with an asterisk *) in Table 2 were removed before calculating the area covered. Figure 1 below is a graphical summary of the coverage in all 43 BEAs. Note from Table 2 and Figure 1 that 12 BEAs show greater than 35% coverage.
