Roundtable on Effective Regulation for Clean Energy in Southeast Asia A side event at the Asia Clean Energy Forum Friday, 10 June 2016, 9:00AM 10:30AM Multi-function Hall 2, New Atrium Asian Development Bank, Metro Manila, Philippines Overview This Regulatory Roundtable will bring together senior officials from energy regulatory agencies across Southeast Asia, who are attending the Asia Clean Energy Forum. The officials will discuss the impediments they encounter in the conduct of their regulatory functions, and the major issues they are focusing on related to clean energy. The roundtable discussion aims to identify common issues faced by regulators in the ASEAN region, particularly in light of the recent COP21 climate agreement and the imperative to promote dramatic increases in energy efficiency and renewable energy. The officials will also be asked to brainstorm and explore ideas about the direction future regulatory reform initiatives might take related to clean energy. Bios of Roundtable Participants Mr. Hul Kunnak Vuth Vice-Chairman, Electricity Authority of Cambodia Mr. Hul Kunnak Vuth has been with the Electricity Authority of Cambodia since 2001. He served as the Director of Electricity Regulation from 2001-2003, the Executive Director from 2003-2011, and as Vice-Chairman from 2011 to the present. His regulatory experience goes further back, as he was the Deputy Director of the Regulatory and Policy Department of the Ministry of Post and Telecom from 1998 to 2001. Prior to that, he was the Manager of Network Planning, and Deputy Manager and subsequently Manager of earth station Intersputnik (within Cambodia s Ministry of Post and Telecom). He holds a Bachelor of Arts in English from Norton University (Cambodia) and a Master of Science from the Polytechnic Institute of Tashkent Nome Berouni (Uzbekistan). Aside from his mother tongue of Khmer, he speaks French, English, and Russian. Ms. Santisouk Phimphachanh Director, Power System Planning Division, Department of Energy Policy and Planning, Ministry of Energy and Mines After earning her degree in Electrical Engineering from the Faculty of Engineering, National University of Lao PDR, Ms. Santisouk Phimphachanh was employed for 4 years in the Department of Electricity, Department of Energy (DOE). From 1998 to 2003, she worked at the Ministry of Industry and Handicrafts. From 2003 to 2010 she studied at the Faculty of Engineering, King Mongkut s University, Thonburi, Thailand, graduating with a Masters of Electrical and Information Engineering. She continues to study for her Doctorate of Engineering on Electric Power System Management in the School of Environmental, Resources and Development at Asian Institute of Technology, Bangkok, Thailand (undergraduated). She returned to work at the DOE in 2010. From 2012 to the present, she has served as Director of the Power

System Planning Division, Department of Energy Policy and Planning, Ministry of Energy and Mines. She has participated in numerous international forums, advocating sustainable development of the power sector to earn foreign reserves from energy exports, which in turn will help electrify the countryside, alleviate poverty and ensure a brighter future for the people of Lao PDR. Mr. CF Leong Director, ICT and e-fit System, Sustainable Energy Development Authority, Malaysia Prior to SEDA Malaysia, Mr. Leong was involved in the development of the 2400 MW Hydroelectric project in Bakun, Sarawak from its early days until 2 of its 8 turbine units started commercial operation in late 2011. Mr. Leong has over 25 years of extensive ICT and project management experience in the engineering and utility industries. In the development of the KL International Airport and Bakun 2400 MW Hydroelectric projects, he played a major role in establishing, planning, setting up and directing ICT infrastructure and VSAT telecommunication and computer systems. Since joining SEDA Malaysia late 2011, he has been actively involved in establishing and implementing the policies and guidelines on the Renewable Energy Policy and Action Plan. This includes implementing a Feed-in-Tariff mechanism that guarantees cost-covering feed-in tariffs for electricity from biogas, biomass, small hydro, solar power and other possible renewable resources to increase the percentage of renewable energy used in Malaysia. Mr. Leong was instrumental in the design and development of the e- FiT online system that has powered the Feed-in Tariff program in Malaysia since December 2011. Mr. CF Leong holds a BSc. (Hons.) degree in Computer Science from Malaysia University of Science (1985) and received his Project Management Professional (PMP @ ) credential from Project Management Institute, USA in 2010.

Mr. Borwornpong Sunipasa Policy Analyst, Department of Alternative Energy Development and Efficiency Mr. Borwornpong Sunipasa has been with the Department of Alternative Energy Development and Efficiency since December 2007. He oversees the conduct and regulation of energy efficiency measures according to the department's policies; communicates, coordinates, and facilitates consultations with companies in relation to energy efficiency projects; and studies and researches on new energy efficiency measures, including various technologies used in the energy sector. He has a Bachelor of Science degree in Economics from Kasetsart University, Thailand (1990), a Master of Science in Development Economics specializing in project analysis and appraisal and monetary economics from the National Institute of Development Administration, Thailand (1995), and a Master of Arts in Industrial and Technical Studies from California State University, USA (2005). He also has a Certificate on Advanced Information Systems (2002) and a Certificate in Computer Programming (2001), both from California State University. He has also attended various training courses, such as the Graduate Summer Program in Energy Management (2013) at the Graduate School of Business, Grenoble Ecole de Management, France. Mr. Nguyen Quang Minh Deputy Director, Planning and Demand Supply Balance Monitoring Department, Electricity Regulatory Agency of Viet Nam Mr. Nguyen Quang Minh has been with the Electricity Regulatory Agency of Viet Nam for more than ten years. His scope of work includes policy making, technical areas of the power system, and overview of power system development and planning. As such, he has extensive experience in national power system planning, development management, power supply-demand balance monitoring, technical codes development (Grid Code, Distribution

Code, Metering Code), smart grid implementation, demand side management, load research, renewable energy, etc. He obtained his Bachelor of Electrical Engineering from the Hanoi University of Technology in 2006, his Master of Electrical Engineering from the same university in 2009, and a Master of Business Administration degree from the Asian Institute of Technology in 2013. Ms. Sharon Ocampo Montañer Chief Planning Officer & Senior Member of Renewable Energy- Technical Working Group, Energy Regulatory Commission Sharon Ocampo Montañer is presently the Chief Planning Officer of the Energy Regulatory Commission (ERC), and also concurrently a senior member of the ERC s Renewable Energy Technical Working Group. Sharon has about 14 years of experience in energy regulation and was tasked to handle renewable energy when the Renewable Energy Act was passed in 2008. Specifically with respect to renewable energy regulation, she helped develop ERC s Feed-in Tariff Rules, evaluated the setting of feed-in tariffs for solar, wind, biomass, and run-of-river hydro, and took part in developing Feed-in Tariff Allowance Guidelines and Net-Metering Guidelines. Previously, she handled the Planning Division of the ERC for 8 years, and helped institutionalize planning in the Commission. She is a graduate of Business Economics from the University of the Philippines, Diliman in 1997 and earned her Masters in Business Management in 2004. Mr. Bill Gallery Clean Energy Consultant, Nexant Bill Gallery is an international development professional with expertise in clean energy and energy access, and with a particular focus on Southeast Asia. Based in the region since 2012, Bill has worked for a range of energy sector clients, including the ADB, GIZ, the IFC, and private companies. In 2013 and 2014, he was a lead author for Nexant on the ADB s study on regulatory effectiveness in the electricity and water sectors in eight countries in Southeast Asia, for which he drafted of the Cambodia case study

and the regional synthesis report. Currently based in Myanmar, he serves as Deputy Team Leader for the ADB s Off-grid Renewable Energy Project there, and is supporting the development of the IFC s Lighting Myanmar project, which will promote the development of a sustainable market for off-grid solutions in that country. Ms. Atsuko Hirose Roundtable Co-Chair, Advisor, Office of the General Counsel, Asian Development Bank Ms. Hirose has more than 20 years of professional legal experience in the private sector and at international financial institutions. She joined ADB as Assistant General Counsel for the private sector legal group and was subsequently appointed as Advisor, OGC. In her role, Ms. Hirose oversees OGC's Law and Policy Reform (LPR) program and has been actively involved in major projects under the LPR program, such as the ASEAN Chief Justices' Roundtable on Environment, where members of senior judiciaries from the ASEAN countries discuss various challenges faced in adjudicating and enforcing environmental law matters. One of knowledge products under the LPR program is a case study on energy regulatory regimes in select ASEAN countries, which will be presented during ACEF. Prior to joining ADB, Ms. Hirose was Senior Counsel in the Office of the General Counsel of the European Bank for Reconstruction and Development (EBRD), where she acted as Team Leader and lead counsel for numerous sovereign and nonsovereign projects. A graduate of Harvard Law School (Juris Doctor cum laude) and with a Master of Science in Foreign Service (Honors) degree from Georgetown University, Ms. Hirose is qualified as Attorney and Counsellor at Law in the State of New York and as Solicitor in England and Wales.

Mr. Peter du Pont, Ph.D. Roundtable Co-Chair, Climate Change Team Lead, US Agency for International Development Regional Development Mission for Asia Peter du Pont is USAID s Climate Change Team Lead within the Regional Environment Office. He has more than 30 years experience developing sustainable energy and climate programs in the U.S. and Asia. Since 1989, Mr. du Pont has worked throughout the Asia region, in NGO, private-sector, and government-sector organizations to design and advise on the implementation of clean energy strategies and initiatives. During 2006-2011 was Chief of Party of the USAID ECO-Asia Clean Development and Climate Program (ECO-Asia); and he has served as Co-Chair of the Asian Development Bank s annual Asia Clean Energy Forum, the premier regional meeting on clean energy in Asia, since 2007. Prior to joining USAID, he managed the development of the global consultancy Nexant s clean energy business in the Asia region. Mr. du Pont has a masters degree in Public Health from the University of California, Berkeley, and a Ph.D. in Public Policy from the University of Delaware. Piya Kerdlap Roundtable Rapporteur, Clean Energy Project Analyst, Government Services, Nexant Mr. Kerdlap was awarded a U.S. Fulbright Research Fellowship to Thailand in September 2013. During the fellowship, Piya designed and carried out research focused on fleet scale implementation of lithium-ion and lead-acid battery electric motorcycles in Thailand as a strategy for achieving national energy reduction targets in the road transport sector. After completion of the research work, Piya joined Nexant where he supports the Government Services team provide its clients with technical, financial, legal, regulatory and environmental advice critical for the sustainable development, management and delivery of clean and efficient energy services. He is currently coordinating Nexant's work with Thailand's Provincial Electricity Authority (PEA) in designing the utility's Smart Grid Pilot Project in Pattaya City, Chonburi Province. He is

also supporting an ADB project in Myanmar entitled Off-Grid Renewable Energy Demonstration Project (2015-2017). This 30 month USD1.8m project has the high-level aim of introducing new delivery models for off-grid deployment of renewable energy in Myanmar.
