JAMES STREET AUTOMATIC PUBLIC TOILET MURAL ARTIST BRIEF INTRODUCTION The City of Perth will be installing a new Automatic Public Toilet (APT) on the corner of James Street and Milligan Street in Northbridge in June 2015. In an effort to highlight this new facility to the public and prevent graffiti vandalism, the City invites proposals from artists to produce a mural on the exterior walls of the APT. THE PROJECT Location The site for the new APT is located in Northbridge opposite Russell Square, Rosie O Grady s Pub and in close proximity to a large number of bars and restaurants. The area is busiest at night time and on weekends with people walking to and from venues and waiting at the taxi rank outside Rosie O Grady s. Concept It is envisaged that the artwork commissioned for the exterior of the APT will: Highlight this facility and it s function to passers-by; Have a playful quality that engages the public at a human scale; Consist of a high level of detail and variety of colours (no large areas of blank space or light colours as this will attract graffiti vandalism); The content/context of artwork must also be appropriate for a public location and suitable for people of all ages (G-rated). Dimensions The total surface area of the APT exterior is approximately 32.5 square metres (including doors), please see Appendix A for diagram and dimensions. It is intended that the commissioned artwork cover the entirety of the exterior walls, including the doors. Materials Paints or other materials used must be suitable for external use in all weather conditions for a minimum of five (5) years. The City of Perth will apply an anti-graffiti coating to the mural once completed. Applying the anti-graffiti coating is not part of the Artist s budget. These costs will be borne by the City of Perth.
Timeframe The City of Perth will assess applications in the week following the submission deadline. Once an artist has been selected they will be required to sign an Agreement and develop design documentation for approval by the City of Perth. Design documentation will be due for presentation to the City on Wednesday 27 May 2015. The APT is scheduled to be installed in June 2015. It is preferable that the artist begins work on the mural as close to the installation of the APT as possible to minimise the risk of graffiti vandalism occurring prior to the application of artwork. The Artist should communicate with the City of Perth to negotiate a date and time for commencement of work. If the APT is vandalised prior to commencement of work, the City of Perth will remove the graffiti once, the day before the Artist begins painting. If the Artist does not commence work on the agreed upon date and additional graffiti vandalism occurs, it will be the Artist s responsibility to remove the graffiti. The Artist is also required to communicate with the City of Perth in relation to completion date, as the City will need to apply an anti-graffiti coating immediately after the artwork has been completed. OSH The Artist must complete online OSH training prior to commencing work on the mural at an expense of $33 (inc GST) payable online to Aveling by the Artist. This amount may be included in the project budget. Copyright The City of Perth reserves the right to document, reproduce or otherwise use any commissioned artwork, without charge. The City will acknowledge the Artist as the author of the Artwork and recognise the Moral Rights of the Artist in accordance with the Copyright Act 1968. Copyright in all artworks created in the course of the contract will remain the property of the Artist. The Artist shall give the City a non-exclusive licence to reproduce the images for related non-commercial purposes including publicity and promotion of the project, education and record keeping. The Artwork and any Intellectual Property supplied by the Artist and embodied or used in connection with the Artwork will remain the sole property of the Artist or the Artist is legally entitled to use the Intellectual Property for the provision of the Artwork.
BUDGET The maximum total commission amount for this project is $5,000. Following signing of the Agreement, the Artist will be paid in accordance with their budget in three lump sums; 40% on signing of the Agreement and approval of the artwork concept/design, 50% on completion of the mural and sign off by the City of Perth and 10% on receipt of project evaluation documentation. This fee covers all costs associated with the practical application of the project including: research and design development artist fees materials hire of equipment installation written material (artwork concept, artist biography) project evaluation SUBMISSION Your submission must include the following: A letter expressing interest in the project stating the Artist s contact details and ABN. If you do not have an ABN please complete and include a Statement by Supplier form (available from the Australian Taxation Office website). If you are proposing a collaborative work, please include details of all team members. [No more than one A4 page]. A response to the selection criteria below. [No more than one A4 page] Project descriptions of two previously completed projects relevant to this proposed public artwork. [No more than one A4 page] One page curriculum vitae. [No more than one A4 page per team member] Up to six (6) high resolution JPEG images demonstrating the quality and style of your artwork most relevant to this project. If emailing your submission please submit images via Dropbox or Wetransfer and email link to the Public Art Projects Officer. If submitting a hard copy proposal, please submit images on CD or USB (CDs and USBs are not able to be returned). An image list detailing: number of image, title of artwork, location, size, medium, date completed, name of commissioning body, artwork budget, and names of any collaborators who worked with the artist on the project.

Descriptions of previous projects Curriculum Vitae Image list to accompany CD/USB SELECTION CRITERIA All expressions of interest will be evaluated by the selection panel on the basis of the following four selection criteria (indicative questions are provided in the table below): 1. Response to the Brief 2. Artistic Excellence 3. Durability and Safety 4. Demonstration of Capacity Provide all information as requested? Provide evidence that the greater context of the work has been considered? Propose unique and engaging work/s, delivering something new in Perth? Propose work/s with striking or innovative features that extend artistic practices and possibilities? Demonstrate that work/s will be executed to achieve excellence at scale and on site? Address site specific conditions through material selection, placement and design to reduce risk? Show that the Artist has produced work/s of a consistently high standard? Show that the Artist can successfully deliver a project of similar nature and scale? Provide a realistic appraisal of the nature and scope of the project, evidenced by a detailed budget and schedule? On a single A4 page, the Artist should briefly outline how their proposal addresses these four criteria. All supporting material supplied with proposal submissions, will be considered by a selection panel with reference to these criteria.
