The tournament will take place at: the hotel les Almohades 4*, Agadir, Morocco 2. The event includes two tournaments : 1. The 3 rd edition International prize is open to international and national players holding a federal license or ID FIDE. 2. Open Youth Tournament (U20) with a valid federal license for the 2015/16 season and accepted by the organizers. 3. Registration A. B. The participants (players) must pay a registration fee of 700 DH before 16/07/2016. C. Registration forms and payment slips justifying the payment of the registration fees must be submitted to the FRME or sent by email above. E. The form and deposit slip confirm the actual tournament participation with all rights attaching thereto. F. A badge with identification and photo of each participant will be awarded to all players, it must necessarily be worn visibly throughout the event. G. Wearing this badge entitles access to the game room, instead of lodging and dining. 4. Homologation This tournament is homologated by FIDE. 5. Registration fees and participation Package 700 DH per player, including the commitment to participation, FIDE fees, homologation fees. Accommodation and food are offered free by the Royal Moroccan Federation of Chess. Accompanying pay the symbolic amount of 1,200 dh include catering and accommodation for the duration from 17 to 23 July 2016 departure date. Accommodation and food Participants and accompanying persons will be accommodated in double rooms. Participants who opt for a single room, must pay Dh 1,700 surplus. The accommodation and food are provided by the organizing committee, which accepts no dispute about it. The accommodation and food being offered by the organizing committee to all participants, no claim will be accepted. The organizing committee provides free 3 meals to players resident in Agadir. The hotel Almohades is the place of accommodation and food. 3
9. System of play The event will be held under the rules of FIDE. System: Swiss system of 9 rounds, or ( 11 rounds if the number of participants exceeds 150 players). Time: 90 minutes with increment of 30 seconds per move (Fisher system) the DGT electronic clocks will be used to control time. The swiss manager software will be used for pairing. The Draw is only accepted after having played 30 rounds (last black move). Zero tolerance is applied, any missing player at the time of start will lose the game by forfeit. Any player who is absent twice during the tournament without valid reason will be eliminated from the event. Pairing and results will be posted on the website : www.chess-results.com 10. Tie- breaks In case of equality of the players the tie - break will be as follow: Bucholz system Median Bucholz 1 Sonneborn. 11. Share prizes the Hort system will be used. 12. Arbitration The open is international refereed by an international arbiter will be assisted by the match arbiters (a.i, A. N. and A.F) designated by national arbitration board. rank referees get approval norms. 13. Appeals Committee The appeal committee is constituted for each event by 5 persons: the director of the tournament, the chief arbiter and 3 players with a good knowledge of the new rules of FIDE. Any disputes must be notified in writing to the intention of the chief arbiter within 1 hour before the start of the next round, accompanied by a deposit of 50 or 500 DH. Transfer to the airport for foreign players. The transfer of foreign participants is the responsibility of the organizing committee of the Almassira International Airport Agadir (arrival and return).the distance between the airport and the city of Agadir is 20 KLM. 16. The climate of Agadir city is moderate, between 18 and 26 17. The national currency is the Dirham (MAD ), the exchange rate is $ 1 = 9.63. 1 = 10.94 as of 06/12/2016. 5
18. The official language In case of disagreement, the official language chosen will be Arabic. 19.
