2301.1 SCOPE 2301 PERMANENT DYNAMIC MESSAGE SIGNS.1 This specification shall apply to Fixed-Location Dynamic Message Signs (DMS)..2 DMS shall refer to Variable Message Signs (VMS) as defined in NEMA TS 4-2004..3 Fixed-Location DMS refers to a DMS mechanically attached to a non-portable support structure..4 The Fixed-Location Dynamic Message Sign, as described above, may be alternately referred to as product, fixed-location DMS, DMS or sign in this specification. 2301.2 MINISTRY APPROVED PRODUCTS.1 Only products that are listed on the Ministry Recognized Products List are acceptable for use. Approved products can be found on the Ministry engineering website at: http://www.th.gov.bc.ca/publications/eng_publications/geotech/recognized_products_bo ok.pdf.2 See Volume 1, Chapter 102 of the Ministry Electrical and Signing Materials Standards for the product approval process. Detailed hardware standards shall be as per NEMA TS 4-2004 with noted exceptions and additions as described in 2301.4 and listed in Table 1..2 The sign primary power source shall be single phase 120V AC..3 The sign display shall be line matrix, yellow LEDs as defined in the NEMA TS-4 specification (Table 5.5.1)..4 The sign shall have the capability for both local and remote control..5 The product must be compatible with the Ministry Intelligent Transportation System (ITS) operated from the Regional Traffic Management Centre in Coquitlam. The supplier shall demonstrate to Ministry Electrical and ITS Engineering personnel that the product is compatible..6 The permanent DMS shall have the capability to communicate using the NTCIP protocol.

PERMANENT DYNAMIC MESSAGE SIGNS 2301.4 DETAILED HARDWARE STANDARDS.1 The product shall conform to all applicable sections and sub-sections of the latest version of NEMA TS 4-2004 Hardware Standards for Dynamic Message Signs (DMS), with NTCIP Requirements, including amendments. This document may be purchased from the NEMA website at www.nema.org..2 Table 1 lists the applicable sections of the NEMA standard noted above, as well as any exceptions or additions. Sections without exceptions or additions shall apply in full. Walk in enclosures are not permitted. 3.2.4 Sign shall be front access. Direct serial. 2. Serial using fixed subscriber line, dial-up cellular or satellite telephone line. 3. Internet Protocol (IP). The Vendor shall supply one modem, of the applicable type, plus interconnect cabling per sign. For wireless applications, the Vendor shall supply one Ministry-approved modem, plus antenna, power supply and interconnect cabling per sign. The Vendor is ultimately responsible to ensure that the supplied modem is fully compatible with the specified protocol application. 8 8.7.2 Add: The Vendor shall supply a list of supported protocols and object definitions 8.10.2.2 Add: Local messaging shall typically be used only for maintenance purposes. Add: Unless otherwise specified in the Special Provisions, local messaging 8.10.5 shall typically be used only for maintenance purposes. Normal operation shall be to download an immediate message from the control center. Add: Each NTCIP Component covered by this specification shall implement the most recent version of the standard that is at the stage of 8.10.7 Recommended or higher as of April 2004, including approved or recommended amendments. It is the responsibility of the vendor to monitor NTCIP activities to discover any more recent documents. The vendor shall supply a list of supported protocols and object definitions. Add: The sign shall support both Portable Maintenance Computer and local control panel interfaces. The local control panel interface shall be able to display local library 8.11 messages without the use of a computer or hand-held programming device. The vendor shall supply software necessary to facilitate local control of the sign with a Portable Maintenance Computer. 9 9.1.1 Does not apply. 9.1.2 Does not apply. PERMANENT DYNAMIC MESSAGE SIGNS Add: If required by inclusion in the Special Provisions, backup power may be used to maintain operation of the sign during power line failures. If so, the sign shall continue to display the current message until line power is restored or until the backup power supply is exhausted, which ever occurs 9.2.3 first. The sign controller shall provide alarm indications to the CC for both 9 line power failure and backup power failure. The sign display shall be blanked at a backup voltage level sufficient to maintain sign controller and communications operation for a further 90 minutes. 9.2.4 Add: The Special Provisions shall list the required sign operation during communication link failures. 10 10.2.1 Reference to NEC shall be changed to CEC. Add: Auxiliary equipment, such has heating, ventilation and GFCI receptacle shall be fed by circuits separate from the sign controller or display. Failure of an auxiliary circuit shall not affect sign operation. Backup power shall be provided in the form of an Uninterruptible Power Supply (UPS) capable of powering the sign and associated electronics for up to 90 minutes during a power failure. 11.2.2 The vendor shall engage a third-party source to perform the conformance testing. 11 11.2.5 Add: If the vendor has never previously supplied a permanent DMS product to the Ministry, the vendor shall supply a sample unit for testing and evaluation purposes. The sample unit shall consist of the following: a module arrangement capable of displaying a minimum of three characters (minimum of two modules required); controller unit; hand held programming unit; vendor s sign control software package; and all mounting rails, connecting components, and other materials and equipment required to provide a functional sample sign. The sample unit shall be returned to the vendor upon completion of the evaluation. 11.4 Add: For each section, the Vendor shall qualify the level of compliance as follows: 1. Fully complies. 2. Complies with exceptions (vendor shall describe any exceptions). 3. Does not comply. The Ministry reserves the right to accept or reject any product based on its level of compliance. False declarations of compliance are grounds for rejection of any product. 12.1.1 Add: The Vendor shall supply System Diagrams. 12.1.2 Add: The Vendor shall supply Wiring Diagrams. 12 12.1.3 Add: The Vendor shall supply Cabinet Shop drawings to the Ministry for approval prior to fabrication. The Vendor shall supply sign mounting detail drawings, in AutoCAD.dwg format, signed by a registered Structural Engineer, prior to fabrication. An example of a suitable format is shown in Ministry Material Standard drawing MSxxxxxxx. 12.2.1 Replace with: The Vendor shall supply a written declaration of compliance as described in 11.4 above. 2302.1 SCOPE 2302 PORTABLE DYNAMIC MESSAGE SIGNS.1 This specification shall apply to portable Dynamic Message Signs (DMS)..2 DMS shall refer to Variable Message Signs (VMS) as defined in NEMA TS 4-2004..3 Portable DMS shall refer to a DMS that can be moved easily and used in applications such as construction sites, special events, or as a temporary advisory sign. The portable DMS shall be designed with electrical and mechanical characteristics that support such mobility and autonomous operation..4 The portable Dynamic Message Sign, as described above, may be alternately referred to as product, portable DMS, DMS or sign in this specification. 2302.2 MINISTRY APPROVED PRODUCTS.1 Only products that are listed on the Ministry Recognized Products List are acceptable for use. PORTABLE DYNAMIC MESSAGE SIGNS 2302.3 GENERAL CHARACTERISTICS.1 This Sub-section describes general product characteristics only. Detailed hardware standards shall be as per NEMA TS 4-2004 with noted exceptions and additions as described in 2302.4 and listed in Table 2..2 The sign shall be trailer mounted and fully transportable..3 The sign primary power source shall be solar..4 The sign display shall be full matrix, yellow/orange LED..5 The sign shall have the capability for both local and remote control..6 The product must be compatible with the Ministry Intelligent Transportation System (ITS) operated from the Regional Traffic Management Centre in Coquitlam. The supplier shall demonstrate to Ministry Electrical and ITS Engineering personnel that the product is compatible..7 The portable DMS shall have the capability to communicate using the NTCIP protocol..8 2302.4 DETAILED HARDWARE STANDARDS.1 The product shall conform to all applicable sections and sub-sections of the latest version of NEMA TS 4-2004 Hardware Standards for Dynamic Message Signs (DMS), with NTCIP Requirements, including amendments. The tires shall be 381mm (15 ) Load Range C or better. 3 3.3.3.4 Add: The leveling devices shall be permanently mounted to the trailer frame. 3.3.3.5 Add: The hitch shall be 51mm (2 ) ball type. The tongue shall be removable using a quick-disconnect method. 3.3.3.9 New: The trailer shall be equipped with suitably rated surge or electric brakes. PORTABLE DYNAMIC MESSAGE SIGNS 3.3.4 Add: All metal surfaces shall be primed and powder coated. 3.3.5.2 Add: Battery enclosures shall be rust-proof. 3.3.5 Add: The sign shall use solar power as the primary power source. The solar array shall be able to produce a minimum of 420 Watts and shall tilt and rotate independently of the sign display enclosure. Add: The sign shall have a battery bank with a total minimum capacity of 3 1400A-Hr. at 12 VDC. 3.3.5.2 The battery charger or inverter/charger, as applicable, for normal solar charging or external backup charging shall be rated between 50 and 70A at 12 VDC. Add: The sign shall have the capability to charge the batteries from an 3.3.5.3 alternate backup power supply, as required to augment the capability of the solar array during periods of reduced charging time, including external 120 Vac power supply and/or backup power generator. 4 All No exceptions or additions. Dial-up cellular or satellite telephone line. 5. CDMA 1X protocol cellular telephone (IP-based). The Vendor shall supply one modem, plus antenna (if required), power supply and interconnect cabling per sign. For 1X protocol applications, the Vendor shall supply one Sierra Wireless MP 555 GPS modem, or Ministry-approved equivalent, plus antenna, power supply and interconnect cabling per sign. The Vendor is ultimately responsible to ensure that the supplied modem is fully compatible with the specified protocol application. Electrical & Signing Materials Standards Page 12

It is the ultimate responsibility of the vendor to monitor NTCIP activities to discover any more recent documents. The local control panel interface shall be able to display local library messages without the use of a computer or hand-held programming device. The vendor shall supply software necessary to facilitate local control of the sign with a Portable Maintenance Computer. 9 9.1.1 Does not apply. 9.1.2 Does not apply. 10 All No exceptions or additions. 11 11.1 Add: The Vendor shall supply a written declaration indicating the level of compliance of his or her product with each of the applicable sections of this specification. For each section, the Vendor shall qualify the level of compliance as follows: 4. Fully Complies. 5. Complies with Exceptions (Vendor shall describe any exceptions). 6. Does Not Comply. The Ministry reserves the right to accept or reject any product based on its level of compliance.
