Cross-Walk: What s Changing?
What s Changing? PPM Design criteria based: Functional Classification Project Area (urban boundary defined by population) Design Speed FDM Design criteria based: Functional Classification Has not changed. FDM organized into separate chapters by classification Context Classification Design Speed Adopted lower design speed ranges.
What s Changing? Context Classifications: PPM Area FDM Context Classification C1 Natural C2 Rural Rural C2T Rural Town Urban C3R Suburban Residential C3C Suburban Commercial C4 Urban General C5 Urban Center C6 Urban Core
Context Classification System C1 C2 C2T C3R C3C C4 C5 C6
What s Changing? Design Speeds for Arterials and Collectors: Context Classification Allowable Design Speed Range (mph) SIS Minimum Design Speed (mph) PPM FDM PPM FDM C1 Natural 55-70 55-70 65 65 C2 Rural 55-70 55-70 65 65 C2T Rural Town 40-60 25-45 50 40 C3 Suburban 40-60 35-55 50 45 C4 Urban General 40-60 30-45 45 45 C5 Urban Center 40-60 25-35 45 35 C6 Urban Core 40-60 25-30 45 30
What s Changing? Increases Flexibility in Design Can include elements that were not allowed at higher design speeds Criteria Changes (highlights): Reduced: Lane Widths Median Width Lateral Offsets Increased Border Width Sidewalk widths

FDM Implementation Strategy Effective Dates.. Implement 2018 FDM on Design-Bid-Build projects not yet begun. Criteria contained in 2018 FDM may be applied at the discretion of the District. Implement 2018 FDM on Design-Build projects that have an advertisement date November 1, 2017 or later; however, the use of criteria contained in the FDM that is different from the concept plans or specified in the RFP, will only be allowable when approved through the ATC process. Implement 2018 FDM on PD&E Projects that have the Public Hearing scheduled in April 2018 or later. The 2017 PPM will apply through the completion of the project for projects that have the Public Hearing scheduled prior to April 2018. Criteria contained in 2018 FDM may be applied at the discretion of the District.

Where Are We Where we going Florida Department of Transportation
Where Are We Where we going Historically Design and Construction Document Ongoing Effort Remove Criteria and Supplemental Design Information See New Design Standards, Index 400 Removal of Index 514 and Index 700 Specifications Language Also Removed Future Construction Document Only i.e., No Longer Design Standards Florida Department of Transportation
Time for Name Change? Rename for Emphases: Design Standards : indicates Design information Therefore: Standard Plans for Road and Bridge Construction Time: TDB or so we thought Florida Department of Transportation
Then came the ForkBridge-in-the-Road Bridge Maintenance Request ALL bridge related Design Standards be included in Bridge Component Plan Set. Usage Process Change Updates to References and ebook PPM to FDM All Adds up to Go ahead and change the name Florida Department of Transportation
ALL this Change What else can we do? Renumber Indexes to Specification Examples: Guardrail DS, Index 400 SPL, Index 536 Sidewalks DS, Index 310 SPL, Index 522 Traffic Control DS, Index 600 SPL, Index 102 More Intuitive and Redundant All Contract Documents Work Together Florida Department of Transportation
