1. Overview US Cellular (herein referred to as USC) is providing the following information in support of their application to the Planning Board to construct, operate and maintain a ground mounted, wireless telecommunications facility in for its Cellular network. This report addresses USC s need for the proposed facility and confirms that there are no other suitable existing structures that meet USC s coverage objectives for this area. The proposed site, located off Farm Rd in ME, is needed to provide fill-in coverage for existing gaps in and connectivity to the rest of USC s network in the area, as discussed in this report. Included in this package is: a brief summary of the Site objectives and radio frequency (RF) coverage plots showing the predicted coverage of specific sites relative to their location and antenna mounting heights. 2. Introduction USC provides digital cellular communications service using CDMA technology in the 1900 MHz PCS Band as allocated by the FCC and is in the process of expanding and enhancing its network throughout Maine, New Hampshire and Vermont. In addition to providing a digital voice network, USC is currently deploying advanced broadband data services by overlaying a 3 rd Generation (3G) network utilizing EVDO technology. This 3G network is used by mobile devices for fast web browsing, media streaming, and other applications that require broadband connections. Depending on the RF environment and available network capacity, EVDO can support connections between approximately 300 kbps up to a maximum theoretical burst of 3.1 Mbps. The mobile devices that benefit from a 3G network are not limited to handheld phones, but also include devices such as PDAs and laptop air-cards. As explained within this report, USC is working towards providing both basic digital services and these advanced 3G services by filling in the existing coverage gaps within the Town of. Utilizing the proposed location at 19 Farm Road at a height of 125 feet will allow USC to provide the signal strength needed for in-building coverage, for most of the residents and businesses within, along with the needed connectivity to the neighboring sites in its network. Due to terrain characteristics and the distance between the targeted coverage area and the existing sites, USC s options are quite limited. USC s network requires deployment of antennas throughout the area to be covered, which are connected to receivers and transmitters that operate in a limited geographic area known as a cell. USC s Personal Communications Services (PCS), including their wireless handsets and devices operate by transmitting and receiving low power radio frequency signals to and from these cell sites. The signals are transferred to and from ground telephone lines and routed to their destinations by sophisticated electronic equipment. The size of the area served by each cell site is dependent on several factors, including the number of antennas used, the height at which the antennas are deployed, the topography of the land, vegetative cover and natural or man-made obstructions in the area. As customers move throughout the service area, the transmission from the portable devices is automatically transferred to the closest USC facility without interruption in service, provided that there is overlapping coverage from the cells. In order for USC s Cellular network to function effectively, there must be some overlapping coverage between adjoining cells to allow for the transfer or hand-off of calls from one cell to another to allow access to the network and once connected, avoid disconnection or dropped calls. In other words, USC s antennas must be strategically located within the targeted area in order to provide sufficient radio frequency coverage, connectivity with surrounding sites, and a competitive Grade-of-Service (GOS) equal to or better than that of the landline service. USC s antennas also must be located high enough above ground level to allow transmission (or propagation ) of the radio frequency signals above trees, buildings and other natural or man-made structures that may obstruct or degrade the signals. Areas without adequate radio frequency coverage have substandard or no wireless service. 3. The Proposed Facility As shown on the plans submitted with the zoning application, USC proposes to construct, operate and maintain a Telecommunications Tower and Facility (collectively the Facility ) consisting principally of the following elements: 1) A 125 high, multi-carrier monopole tower within a 50 x 50 fenced, gravel yard; 2) Initially, six (6) panel antennas (two per sector) on a 12 T-frame mounted at a centerline elevation of 122.5 above ground level on the proposed lattice tower; 3) One GPS antenna mounted on ice bridge; 4) Prefabricated 12 x 16 equipment shelter and a proposed 5 x 8 generator pad located within the fenced compound at the base of the proposed monopole; 5) Coaxial cables running from the antennas, down through the center of the monopole, across the ice bridge, to USC s radio and electronic equipment housed in the proposed shelter; 6) Electrical and telephone utilities running from the proposed CSC (Cell Site Cabinet) and utility rack within the compound to the proposed USC s shelter; 7) A 12 wide gravel access road, running from to the proposed compound, with a 12 wide swing gate at the end of the access road. 4. Coverage Objectives As mentioned above, USC provides digital cellular communications service using CDMA technology in the 1900 MHz frequency band as allocated by the FCC. USC currently has one other existing facility in the Town of. This other facility is situated on the southeastern border of on the town line. It is an existing tower owned by Crown Castle. Any existing coverage in is being provided by this border site and neighboring sites located in the surrounding towns of,, and. Due to the location and height of these neighboring facilities, along with the area topography, much of and its primary commuter corridors, SR-,, and Egypt Road have only residual, partial coverage or none at all. USC determined that significant coverage gaps exist particularly in the following areas: Along substantial portions of (State Route ), Webbs Mills Road (State Route ) and Egypt Road; The Pond Area, including the residents along Hill Road, Mountain Road, Valley Road and Spiller Hill Road; Residential, business and commercial areas around each of these state and secondary roads. In addition to the areas mentioned above (herein referred to as the Targeted Areas ), there are several other residential neighborhoods currently lacking coverage suitable for in-building usage. Table 1 below details the area and population statistics for, ME in terms of current and future coverage. Numbers are based on Census Block Data the 2006/Q2. As mentioned above, there are areas along reet (State Route ), Webbs Mills Road (State Route ) and Egypt Road that currently have significant gaps in coverage. These roads carry a significant amount of traffic for residents and commuters traveling through and around. Based on the Annual Average Daily Traffic (AADT) statistics, as reported by the State of Maine DOT, the average annual daily traffic counts for Webbs Mills Road (north of SR-) were between 4,720 and 5,240 in 2008. Egypt Road reported 3, (east of SR-) and reet saw some 2,870 vehicles, north of the junction of SR-. The proposed facility will provide the much needed coverage to much of these area and interconnectivity with neighboring sites, which will result in more overlapping coverage and less dropped calls for residential and business commuters traveling in or through. is currently being served by the existing USC site on the - border and neighboring sites in,, and, which provide only residual coverage due to their distance from the center of and the interfering topography. The proposed Farm Road site will ensure that major parts of will be served by one dominant server, which will result in improved call quality and data reliability. As noted in the introduction of this report, wireless communications is no longer limited to just providing mobility for voice services. It has evolved into a wider range of advanced services to include wide-area voice, video calls, and broadband wireless data, all in a mobile environment. In order for USC to offer these competitive services to more residents, businesses and commuters travelling in and through, it needs to first improve the quality of its coverage by filling in as many of the existing gaps as possible with signal strengths conducive to in-building and invehicle usage, and to provide the capacity and bandwidth requirements to meet the increasing demand on its network. The purpose of the proposed facility is to address these coverage gaps, referred to herein as the Targeted Coverage Objective. USC has three primary coverage objectives for the Farm Hill Road Site: 1) Provide competitive in-building wireless service to as many of our customers that live or work in as possible; 2) Provide our customers in-vehicle or better service along major traffic corridors in as much of the Targeted Coverage Objective as possible; 3) Provide collocation opportunities for interested carriers, thereby attempting to minimize the number of towers required in and the surrounding communities. It should be noted that in addition to providing the needed fill-in network coverage and connectivity, USC is providing alternative wireless services for Public Safety and meeting E9 compliance for the State of Maine. Additionally, USC has conditionally agreed to provide the Town of space on the tower for their Fire Rescue and DPW antennas, along with ground space within the secured tower compound for the Town to install and maintain their equipment shelter. 5. Site Search, Selection Process and Alternate Candidate Evaluation To find a site that would provide acceptable service and fill the gaps in coverage and capacity, computer modeling software was used to define a search ring. The search ring identifies the area within which a site could be located (assuming that sufficient height is used) that would have a high probability of meeting the coverage and capacity objectives established by the USC RF (Radio Frequency) engineers. Once a search ring is determined, USC s real estate specialists search within the defined area for existing buildings, smokestacks, towers and other structures of sufficient height that would meet the defined objectives. If none are found, then the focus shifts to raw land sites. Even if a site meets the technical objectives established by the RF engineers it can still be rejected if it does not meet the requirements of the Real Estate and Construction departments. USC evaluated the existing Tower and determined that it provided redundant coverage to the existing Crown Castle site to the south and did not meet USC s Targeted Coverage Objective for. Below are the summary findings of the Tower analysis. In comparison to the proposed Farm Road site, the statistics below show only marginal improvement in both area and population coverage for this alternate site. 6. Pertinent Site Data Table 3 below details the site-specific information used to perform the coverage analysis and generate the coverage plots provided herein. Some sites listed in this table are outside of the plot view but have been included for completeness of information. 7. Coverage Analysis and Propagation Plots The plots provided in this report show coverage for USC s licensed 1900 MHz frequency range and were produced using computer-generated models, based on actual drive tests. The two-color plots show coverage based on the minimum required signal strengths for In-building and In-vehicle coverage. The areas on the plots shown in green represent In-building coverage. This value allows for signal penetration losses (solid walls, partitions, etc.) of 10 db. The areas shown in orange represent In-vehicle coverage. This value takes into account the 5 to 8 db of vehicle penetration attenuation. The areas shown in white represent areas of marginal service or no coverage. Exhibit 1 titled US Cellular Existing PCS Coverage shows the current coverage being provided to the area by the existing USC sites located within an 8-mile radius of the proposed site. As can be seen, there are currently large portions of where USC wireless service is not available - especially areas around (State Route ), Webbs Mills Road (State Route ), Egypt Road and cross roads. Exhibit 2 titled US Cellular Aggregate PCS Coverage with Proposed (Site 3462) shows the aggregate predicted coverage of the proposed Site and the surrounding sites achieved with the proposed 125-foot tower. From this plot it can be seen that most of the coverage objectives have been met with the exceptions of those noted below. As mentioned above, the proposed site will ensure that 80% of population and 78% of area will be covered. The proposed site also provides the overlap needed for connectivity to the neighboring sites in the surrounding communities along with a dominant server and competitive GOS (Grade-of-Service) for much of. While most of the coverage objectives for are met with this site, there will still be a few remaining gaps; SR- and a portion of the residents along the southern shores of and the easternmost section of Egypt Road near the border. This is largely due to the extreme dynamics of the terrain and topography in. However, given the limited tower height, the proposed location provides the optimal coverage, meeting most of the Targeted Coverage Objective. Exhibit 3 titled Aggregate PCS Coverage with Alternate Tower in lieu of USC Proposed 19 Farm Road Site shows the predicted coverage from the existing Tower. As can be seen from the plot, it provides redundant coverage to the existing Crown Castle site to the south and does not meet USC s Targeted Coverage Objective for, leaving most of the areas mentioned above without coverage. Exhibit 4 titled Terrain and Site Location Map details the terrain features of the area, which play a key role in determining site locations and dictating unique coverage achieved from a given location. This plot has been included to provide a visual representation of the ridges and valleys that must be considered when siting a wireless facility and designing a cellular network. 8. Summary No other existing structures are available to provide the coverage requirements needed for this area. The location and the minimum height selected were chosen to achieve an optimal balance between meeting coverage objectives, clearing the tree line, minimizing the aesthetic impact to the community, and future collocation. As depicted in the enclosed plots, the proposed USC site, at a height of 125 feet will provide the much needed fill-in coverage for this area, providing an appropriate coverage footprint for the residents of along with effective connectivity to the rest of USC s existing network. Without this site in this area, at the height requested, significant gaps in service will exist within the Town of ; therefore US Cellular anticipates that will look favorably upon the proposed facility. 9.
