National Incident Management System Vikas Singh 03/14/2007

Homeland Security Presidential Directive 5 Directed Secretary, DHS to develop and administer: 1. National Incident Management System (NIMS) Core set of concepts, principles and terminology for incident command and multiagency coordination 2. National Response Plan (NRP) All-discipline, all-hazards plan Initial National Response Plan (INRP) created as an interim plan pending publication of the full NRP

National Incident Management System - NIMS a consistent nationwide approach for Federal, State, tribal, and local governments to work effectively and efficiently together to prepare for, prevent, respond to, and recover from domestic incidents, regardless of cause, size, or complexity

NIMS: What It Is / What It s s Not NIMS is Core set of Doctrine Concepts Principles Terminology Organizational processes Applicable to all hazards NIMS is not An operational incident management plan A resource allocation plan A terrorism / WMD- specific plan Designed to address international events

Relationship: NIMS and NRP National Incident Management System (NIMS) Used for all events Incident NIMS aligns command, control, organization structure, terminology, communication protocols, resources and resource-typing for synchronization of response efforts at all echelons of government Local Response State Response or Support DHS integrates and applies Federal resources both pre and post incident Resources, knowledge, and abilities from Federal departments & agencies Federal Response or Support National Response Plan (NRP) Activated for incidents of national significance

NIMS Implementation Activities for Hospitals and Healthcare systems Consists of seven categories and seventeen Elements 1. Organization Adoption Adoption of NIMS at all organizational levels

NIMS Implementation Activities for Hospitals and Healthcare systems 2. Command and Management Incident Command System (ICS) Multi-agency Coordination System (MACS) Public Information System (PIS)

Command and Management Incident Incident Command Structure

NIMS Implementation Activities for Hospitals and Healthcare systems 3.Preparedness Continuous cycle of Planning Training Equipping Exercising Evaluating Taking action to correct and mitigate

NIMS Implementation Activities for Hospitals and Healthcare systems 3. Preparedness Preparedness Planning -NIMS Implementation Tracking -Preparedness Funding -Revise and Update Plans -Mutual-Aid Agreements Preparedness Training - IS 700 NIMS - IS 800 NRP - ICS 100 and 200 Preparedness Exercises - Training and Exercises - All Hazard Exercise Program - Corrective Actions

Preparedness Planning, Training and Exercises

NIMS Implementation Activities for Hospitals and Healthcare systems 4. Resource Management (Response Inventory, Resource Acquisition) Establishing systems for describing, inventorying, requesting, and tracking resources Activating those systems prior to, during, and after an incident Dispatching resources prior to, during, and after an incident Deactivating or recalling resources during or after incidents

NIMS Implementation Activities for Hospitals and Healthcare systems 5. Communication and Information Management Common operating picture accessible across jurisdictions and functional agencies Common communications and data standards to assure accessibility and interoperability Standard communication plan Communication policies, policies and interoperability standards

NIMS Implementation Activities for Hospitals and Healthcare systems 6. Supporting Technologies Interoperability and compatibility Technology support Technology standards Broad-based requirements Strategic planning for research and development Operational scientific support

NIMS Implementation Activities for Hospitals and Healthcare systems 7. Ongoing Management and Maintenance All users and stakeholders participate in NIMS Integration Center activities Various levels of government Functional disciplines Private entities Process relies on Lessons learned from actual incidents and exercises Best practices across jurisdictions and functional disciplines

River Health Systems Roles, Responsibilities and Linkages

River Health System NIMS Compliance Issues RHS has to be in compliance by August 2008 as per various federal and state requirements RHS already has Hospital Incident Command System (HICS) in place HICS is consistent with ICS and NIMS principles RHS needs to review and incorporate new policies, procedures, practices and training for all the 17 element to be NIMS compliant.
