Crisis & Emergency Management Emergency Response Organizational Structure Emergency Response Team (ERT): Consists of first responders located at the facility and those emergency contractors (medical, oil spill response, well control, etc.) who arrive shortly after an event. The number of positions/personnel required to staff the ERT is determined by the scale and complexity of the event. The members of the ERT will typically become members of the IMT.
