SECTION 1 GENERAL 1 Introduction 1.1 Objective The objective of this class programme (CP) is to give a description for type approval (TA) of continuous drip fuel samplers. For a description of the DNV GL type approval scheme in general and further information on general conditions and procedures for obtaining DNV GL TA certificate, see CP 0338 - Type approval scheme. The procedures and requirements described in this CP are applicable for obtaining DNV GL TA certificate based on requirements in following regulations: DNV GL rules RU SHIP Pt.4 Ch.6 Sec.5 - Machinery Piping Systems MARPOL 73/78 Appendix VI, Regulation 18 IMO Res. MEPC 59/24/Add.1, Appendix 7: Resolution MEPC.182(59) as amended. Section 1 1.2 Scope This CP gives a description of the procedures and requirements related to documentation, design and type testing applicable for TA of continuous drip fuel sampler. This CP does not set the design requirements to continuous drip fuel samplers. TA is based on compliance with design requirements given in the DNV GL rules and/or other regulations and standards. The CP describes the applicable design requirements and how to document compliance with the requirements in order to obtain a TA certificate for the equipment. This includes, where relevant, technical requirements for how the type tests shall be performed. The procedure for assessment of conformity of manufactured products (production) and the installation onboard is not part of the scope of the type approval programme. 1.3 Application TA of equipment in accordance with this CP is not mandatory, but may be used as an alternative to case by case design approvals for equipment to be installed on DNV GL classed vessels. A TA certificate in accordance with this CP will confirm compliance with the guidelines for the sampling of fuel oil for determination of compliance with the revised MARPOL 73/78 Appendix VI, as specified in IMO MEPC.182(59) as amended. The enables and facilitates the procedure of taking a sample of the fuel delivered to the ship. 3 Documentation For TA of continuous drip fuel samplers the following documentation shall be submitted by the manufacturer before type testing: DNV GL application form for TA, see 90.01a functional description design data/dimensions assembly drawing and sectional drawings at scale, including parts list and specification of materials and connected accessories detail drawings, as applicable maker s installation, maintenance and operating manual information regarding the manufacturer s type designation marking (or other marking) of the product for clear identification of the product materials specification type testing reports of already performed tests (if any) proposed field of application and operational limitations. SECTION 2 DESIGN ASSESSMENT OF PRODUCT TYPE 1 Design requirements The continuous drip fuel sampler shall comply with the relevant requirements as listed under item Sec.1 [1.1]. The documentation evaluation is carried out to assess that the continuous drip fuel sampler is in conformity with requirements as stated under item Sec.1 [1.1], including arrangement for tamperproof sealing of primary container to sampler, and arrangement for attachment/tightness of primary container to sampler. The sampler shall be installed correctly according to the flow direction. Safety precautions to avoid danger from static electricity during sampling procedure are to be taken. A proper earthing of the connected components has to be provided. The continuous drip sampler has to be equipped with pressure gauge and pressure adjusting valve. For nominal diameters greater than 80mm supporting/suspension points for lifting appliances are to be provided in order to ease and unload the drip fuel sampling facility. Section 2 2 Test requirements Each new type and size of continuous drip line samplers shall be subject to the following prototype tests witnessed by a surveyor: visual inspection verifying compliance with drawings pressure test applying a pressure of 1.5 times the nominal pressure functional/performance test in operation during a bunkering verification of the marking. The flow direction shall be permanently and unmistakable indicated on the body of the sampler. 3 Type Approval Certificate When the design assessment and type testing are successfully completed a type approval certificate will be issued to the manufacturer for the conformity of the design of the product type. The type approval certificate will include: sampler size ranges, pressure classes and associated dimensions, with additional conditions related to arrangement onboard additional features.
