Backgrund: Within NAVAREA I the WWNWS is a mature and effective system that in mst respects requires little mre than fine tuning. The Baltic Sea is run as a Sub-Area with Sweden (BALTICO) as the C-rdinatr. Castal Warnings fr all states in the area are prmulgated n NAVTEX, and NAVAREA Warnings are bradcast n SafetyNET thrugh the AOR(E) satellite nce per day. 3. Cmments: The fllwing table shws the number f SafetyNet navigatinal warning messages (including weekly bulletins) that were prmulgated: 2004 2005 2006 NAVAREA I 462 521 360 4. NAVTEX Cverage: see attached diagrams. ANNEX A des nt include the new Faere Islands Service area. ANNEXES B, C and D depict agreed and prpsed changes t NAVTEX Service areas invlving Iceland, Faere Islands, Ireland and United Kingdm (see belw). 5. Operatinal Issues: Internatinal NAVTEX service (518 khz): The German NAVTEX statin at Pinneberg (near Hamburg), annunced at the last meeting, became fully peratinal with Ident [S] in Nvember 2006. The Faere Islands NAVTEX statin at Tórshaven, annunced at the last meeting, became fully peratinal with Ident [D] in February 2007. Agreement has been reached t realign existing NAVTEX Service areas (see ANNEXES B and C). Iceland has begun t exchange NAV and MET infrmatin fr prmulgatin thrugh the new Faere Islands NAVTEX statin. Plans are als in prgress t repsitin their NAVTEX Statins; Ident [X], further Suth f Reykjavik and Ident [R] nt the Nrth cast at Siglufjrdur (see ANNEX B). Discussins have taken place between United Kingdm and Ireland, t realign the NAVTEX service areas between Malin Head and Prtpatrick t enable better NAVTEX receptin ff the West cast f Sctland (see ANNEX D). Natinal NAVTEX services (490 khz): The German NAVTEX statin at Pinneberg (near Hamburg), annunced at the last meeting, became fully peratinal with Ident [L] in Nvember 2006. Ireland have declared plans t establish a 490 khz service frm Malin Head and Valentia in 2008. SafetyNET SERVICES: Between Nvember 2006 and March 2007, Strats, the cmpany which perated the Land Earth Statin (LES) at Gnhilly, mved the services t the LES at Burum (als perated by Strats) in The Netherlands, effectively changing the status f Gnhilly t a virtual LES. The change f status was seamless fr bth the mariners and the NAVAREA I Crdinatr, hwever, discussins are currently underway t enhance cmmunicatin links
by using e-mail rather than Telex. New back-up facilities and prcedures als need t be established as the LES at Burum has histrically been the stand-by LES fr Gnhilly. Strats stated that extensive wrks had taken place at Burum t enable the traffic frm Gnhilly t be taken n. They envisaged that with the technlgical advances being made in the cmmunicatins wrld, resurces are likely t be pled which culd lead t a further reductin in the number f LESs. Changes t access cdes wuld nt be necessary as Inmarsat C messages are nt lgged int a specific LES and if the distress buttn is used the terminal will direct the message t the apprpriate LES MF/VHF SERVICES - there have been n changes since the reprt t the last meeting. 6. Capacity Building: The NAVAREA I C-rdinatr hsted a meeting fr a delegatin frm Nrway including representatives frm, Nrwegian Castal Administratin, Nrwegian Ministry f Fisheries & Castal Affairs, and Telenr Maritime Radi, t discuss requirements and respnsibilities f a NAVAREA C-rdinatr in respect t the new NAVAREA XIX. The prgram f events included a visit t the Operatins rm where they were given a demnstratin f the equipment in use, a presentatin n the varius types f incming data and hw it is assessed, alng with examples f recrd keeping. There was als the pprtunity t discuss sme f the cnsequences f the changes t the current NAVAREA I bundaries and sme f Nrway's ideas n the methds f disseminating MSI abve 71 degrees N (see ANNEX E). The subject f recrd keeping was particularly interesting as there is currently n mentin f this within any f the guidance dcuments. Perhaps a recmmendatin regarding bth the type and length f time recrds shuld be kept by a NAVAREA C-rdinatr may be useful. It appears that currently different C-rdinatrs adpt different standards. It is fr cnsideratin whether this tpic may be wrthy f further discussin and perhaps inclusin in the amendments t IMO Reslutin A.706(17). Overall this was a gd meeting and the Nrwegian delegatin were keen t stress that they wuld rather keep the mmentum ging and nt wait fr the whle fficial prcess t be cmpleted thrugh IHO/CPRNW - COMSAR - MSC etc. befre starting sme frm f limited "Trial" NAVAREA service, perhaps a rectangular SafetyNET Area. NAVAREA I sent tw representatives t participate as instructrs at the IHO MSI Training Curse, 19-21 June 2007, at the Caribbean Maritime Institute, Kingstn, Jamaica. Further invlvement is planned fr the next curse due t take place in Maput, Mzambique, in Nvember 2007. 7. Other Activities: nthing t reprt. 8. NAVAREA Website: NAVAREA I has yet t establish a dedicated web-based service fr accessing NAVAREA messages. Hwever, wrk is in prgress fr an internet site which will allw all NAVTEX messages transmitted via Nitn, Prtpatrick and Cullercats t be viewed instantaneusly in real time by the end f 2007.
