2004 Specifications CSJ 0617-01-169 SPECIAL SPECIFICATION 6419 Fiber Optic Video Transceiver with Data 1. Description. This Item shall govern for the furnishing and installation of Video optical transceiver (VOTR) in field location(s) as shown on the plans and as detailed in the Special Specifications. 2. Material. A. General Requirements. All materials furnished, assembled, fabricated or installed under this Item shall be new, corrosion resistant and in strict accordance with the details shown on the plans and in the specifications. The VOTR shall consist of (a) fiber optic color video transmitter and data transceiver, or (b) fiber optic color video receiver and data transceiver. Receivers shall be compatible with existing equipment used in the Corpus Christi District. B. Functional Requirements. The VOTR shall be able to communicate its simplex video signal, and full duplex digital camera control data signals simultaneously over a single optical fiber between specified locations as shown in the plans, as detailed in the specifications, and as directed by the Engineer. The NTSC video shall be transmitted in real time with a camera-to-monitor video bandwidth of at least 5 Hz - 10 MHz. The data input/output circuits shall support twoway RS- 232/RS-422/RS-485 2 or 4 wire interfaces. One video/data link (1 singlemode fiber) will be required for each camera in the field. Each link shall meet or exceed EIA/TIA Standard 250C short haul video transmission requirements. The video optical transmitter and receiver shall be from the same manufacturer. The VOTR optical interface shall accommodate single mode fiber and operate at optical wavelengths of 1310 nm and 1550 nm thereby allowing full duplex operation of the data channel and simplex video transmission. C. Electrical/Optical Requirements. 1. Transmitter Video Input. Transmitter video input shall be 75 Ohms nominal, 1.0 Volt peak-to-peak between sync tip, and 100% white level in accordance with EIA/TIA Standard 250C. 1-6 6419

2. Transmitting Device. The transmitting device shall be capable of transmitting over a singlemode fiber strand. 3. Transmitter Optical Output. Output power to 9/125 singlemode glass fiber, as indicated on the plans, at wavelengths of 1300 nm/1550 nm shall be sufficient to accommodate a link loss budget 23 db. Once design is tested and approved, the optical couples power value and tolerance will become incorporated as part of this specification for the purpose of acceptance tests. 4. Optical Detector. The optical detector of the receiver shall be a pin diode. 5. Receiver Optical Input. Receiver input shall have a minimum sensitivity of 2μw (-27dB). Once the design is tested and approved, the receiver sensitivity value and tolerance shall be incorporated as a part of this specification for the purpose of acceptance tests. 6. Transceiver/Receiver Pair Automatic Gain Control. The transmitter /receiver shall not require any field adjustments to obtain desired signal quality. The above dynamic range requirements shall not be accomplished with external optical attenuators. 7. Receiver Video Output. Receiver video output shall be 75 Ohms nominal, 1.0 Volt peak-to-peak between sync tip and 100% white level in accordance with EIA/TIA Standard 250C. 8. Transmitting/Receiving Devices. The transmitting/ receiving devices shall have a minimum mean time between failure (MTBF) of 100,000 hours at 165 F ambient. The devices shall incorporate diagnostic video input LEDs in the transmitter and optical link indicators in the receiver for quick visual indication of link operation. 9. Modulation. Modulation shall be 10 bit digitally encoded. 10. Signal to Noise Ratio. The system signal to noise ratio (SNR), measured as peakto- peak white to blanking, to rms noise (ppwb/rms) in a 10 khz to 5 MHz bandwidth, shall be better than 60 db. 11. Linearity. Linearity shall be better than 1%. 12. Tilt. Tilt shall be less than 1 percent. 13. Differential Phase. Differential Phase shall be less than 7 degrees. 14. Differential Gain. Differential Gain shall be less than 2%. 15. Optical Fiber Compatibility. Optical Fiber Compatibility shall be 9/125 micron, singlemode glass fiber, as indicated on the plans. 2-6 6419

16. Fiber Connector. ST connectors shall be utilized with these devices. 17. Data Performance Requirements. Digital data transmitted and received by the VOTR shall conform to all the requirements of EIA Standard RS-232. 18. Data Rate. The VOTR shall support data transmission rates from 0 bits/sec up to and including 100000 bits/sec. 19. Bit Error Rate (BER). The bit error rate of each data channel shall not exceed 10 to the -9 power. 20. Power Requirements. Transmitters shall operate at 12 VDC from a separate power supply to be provided as part of this bid item and shall not draw more than 500 ma each. The separate power supply shall operate from 115 VAC plus or minus 10 percent, 60 Hz plus or minus 3 Hz. Receivers shall be rack mounted in a card cage or similar assembly with the power supply integrated into the card cage. Receivers shall be hot-swappable type to prevent the need to power down other equipment to remove or replace a module. The equipment operation shall not be affected by the transient voltages, surges and sags normally experienced on commercial power lines. It is the Contractor's responsibility to check the local power service to determine if any special design is needed for the equipment. The extra cost, if required, shall be included in the bid of this item. 21. Surge Protection. Appropriate Surge protectors shall be installed in the cabinet for the coaxial cable connection to the video camera. 22. Power Service Transients. The equipment shall meet the requirements of Sec. 2.1.6, "Transients, Power Service" of the NEMA Standard TS2-1992, and/or the latest revision. 23. Wiring. All wiring shall meet the requirements of the National Electric Code. All wires shall be cut to proper length. Cable slacks shall be provided to facilitate removal and replacement of assemblies, panels, and modules. No wire shall be doubled back to take up slack. Wires shall be neatly laced into cable with nylon lacing or plastic straps. Cables shall be secured with clamps. 24. Transient Suppression. All DC relays, solenoids, and holding coils shall have diodes or other protective devices across the coils for transient suppression. 25. Power Service Protection. The equipment shall contain readily accessible, manually resettable or replaceable circuit protection devices (such as circuit breakers or fuses) for equipment and power source protection. 26. Fail Safe Provision. The equipment shall be designed such that the failures of the equipment shall not cause the failure of any other unit of equipment. D. Mechanical Requirements. 3-6 6419

1. Modular Design. The equipment shall be modular in design to allow major portions to be readily replaced in the field. Modules of unlike functions shall be mechanically keyed to prevent insertion into the wrong socket or connector. All modules and assemblies shall be clearly identified with name, model number, serial number, and any other pertinent information required to facilitate equipment maintenance. 2. Connectors and Harnesses. All external connections shall be made by means of connectors. The connectors shall be keyed to preclude improper hookups. All wires to and from the connectors shall be color coded and/or appropriately marked. Video input and output connectors shall be BNC type. Digital data inputs and outputs to and from the transmitter and receiver shall be via a screw terminal type connector. Connecting harness of appropriate length and terminated with matching connectors shall be provided for interconnection with the video cameras, camera control equipment, and the terminal equipment shown on the plans, or as directed by the Engineer. Fiber connector shall be ST. 3. Housing. The transmitter and receiver shall be available in the standard compact serviceable modules. Dimensions of the transmitter or receiver module each shall not exceed 5 in. x 7.25 in. x 2.25 in. 4. Environmental Design Requirements. The equipment shall meet all its specified requirements during and after subjecting to any combination of the following requirements. - Ambient temperature range of -40 F to +165 F. - Relative humidity from 0% to 95%, noncondensing. 3. Construction. A. General. The equipment design and construction shall utilize the latest available techniques with a minimum number of parts, subassemblies, circuits, cards, and modules to maximize standardization and commonality. The equipment shall be designed for ease of maintenance. All component parts shall be readily accessible for inspection and maintenance. B. Electronic Components. All electronic components shall comply with Special Specification, "Electronic Components". C. Mechanical Components. All external screws, nuts, and locking washers shall be stainless steel; no self-tapping screws shall be used unless approved by the Engineer. 4-6 6419

All materials used in construction shall be protected from fungus growth and moisture deterioration. Dissimilar metals shall be separated by an inert dielectric material. 4. Documentation Requirements. The documentation requirements shall be in accordance with the Special Specification, "Testing, Training, Documentation, Final Acceptance and Warranty", Article 4. 5. Testing. The testing shall be in accordance with the Special Specification, "Testing, Training, Documentation, Final Acceptance and Warranty", Sections 2. - 2.(6). Testing shall also include the following: A. Subsystem Test. The Contractor shall conduct a video transmission subsystem test. The test shall, as a minimum, demonstrate all video signal receptions in the control center location(s). A signal to noise ratio (SNR) test shall be conducted on all video links. The ratio shall meet the requirements in Section 2.(3)10. of this specification. If subsystem tests fail because of any component(s) in the subsystem, the particular component(s) shall be corrected or substituted with other component(s) and the tests shall be repeated. If a component has been modified as a result of the subsystem test failure, a report shall be prepared and delivered to the Engineer prior to re-testing. B. Data Performance Tests. Digital data performance testing shall include all tests necessary to ensure compliance with all of the requirements of EIA Standard 232. These tests shall, as a minimum, demonstrate data communications between each of the data channel unit in the control center and the corresponding data channel unit in the field. Using a loopback plug at each EIA-232 channel terminating at a field location, a 24- hour bit error rate test (BERT) for each channel shall be conducted using a data communications test set in the control center. This BERT is used to determine the bit error rate (BER) through the system and terminating equipment at each end, and to certify that the EIA-232 channels can operate at a sustained rate of 50000 bits/sec (bps) for a 24-hour period. The 511-bit CCITT standard pseudorandom pattern shall be used for testing. The BER measured at 50000 bps shall not exceed the requirements of Section 2.3.19 of this specification, and the error free seconds (EFS) shall be better than 99.98 percent. If this BER is exceeded on any channel, the problem shall be corrected and the entire BERT shall be completely restarted from the beginning, as if no previous BERT had been conducted. If a component has been modified as a result of the subsystem test failure, a report shall be prepared and delivered to the Engineer prior to re- testing. 6. References. The VOTR Supplier shall submit 3 references that have been successfully operating a video and data transmission system supplied by this supplier, for a period of no less than one year. Reference data shall include name and address of organization, and the name and telephone number of an individual from the organization who can be contacted to verify system. 5-6 6419

7. Training. The training shall be in accordance with Special Specification, "Testing, Training, Documentation Final Acceptance and Warranty", Article 3. 8. Warranty. The warranty shall be in accordance with the Special Specification, "Testing, Training, Documentation, Final Acceptance and Warranty", Article 6. Fiber optic transmitter/receiver units shall bear a lifetime manufacturer factory warranty. 9. Measurement. This Item will be measured as each unit furnished, installed, made fully operational and tested in accordance with these Special Specifications or as directed by the Engineer. 10. Payment. The work performed and materials furnished in accordance with this Item and measured as provided under "Measurement" will be paid for at the unit price bid for "Fiber Optic Video Transceiver w/data. This price will include all equipment described under this Item with all cables and connectors, all documentation and testing; and shall include the cost of furnishing all labor, materials, training, warranty, equipment, and incidentals. 6-6 6419
