Situation and Assumption Texas has always been plagued by various weather systems that have a potential for large-scale disasters. Because of the diverse topography in Texas, flash flooding can be expected with every rainstorm that strikes. With a large influx of new residents and increased commercial and residential development throughout Texas, the potential for mass-casualty disaster is ever present.
