PROJECT PREPARATORY TA 9498-TAJ: Inclusive Health Executing Agency : Ministry of Health and Social Protection TA Amount ($'000) : 700.0 Business Opportunities Listing : 21 February 2018 Date Approved : 05 February 2018 The project aims to improve integrated maternal and child health care delivery at both primary and secondary health care levels in disadvantaged districts of Tajikistan. It will: (i) strengthen primary and secondary health care services; (ii) improve referral system between primary health care and secondary hospitals in managing maternal and child health services; and (iii) improve knowledge on maternal and child health. These will result in an expanded maternal and child health services. The impact will be improved health status and well-being of mothers and children in selected districts. The TA will provide technical inputs and assessments to assist the government and ADB in developing a project that is aligned with the Tajikistan Country Partnership Strategy 2016 2020 and sustainable development goals. It will have the following outputs: (i) detailed project design and costings; (ii) project due diligence; and (iii) project processing and implementation plans. Status of Consulting Services : Consultants have been fielded. 2. CAPACITY DEVELOPMENT AND POLICY ADVICE TA 9504-BAN: Railway Rolling Stock Operations Improvement Executing Agency : Bangladesh Railway TA Amount ($'000) : 500.0 Business Opportunities Listing : 22 February 2018 Date Approved : 21 February 2018 The project aims to improve the operational efficiency of the Bangladesh Railway through the procurement of modern rolling stock, prepare investment projects to enhance its rolling stock maintenance capacity and support the ongoing railway reform. It will contribute to an increase in the share of the railway as a core mode of transportation and to the shift from roads to rail. Its outputs will be: (i) modern rolling stock procured; (ii) investment plans for maintenance facilities of locomotives and diesel electric multiple units developed; (iii) capacity of Bangladesh Railway officials and locomotive drivers on energy-efficient rolling stock operations improved; and (iv) enterprise resource planning information technology system for accrual accounting used and adequately maintained. These outputs will result in improved operational and energy efficiency of Bangladesh Railway. The TA will provide training to locomotive drivers to maximize the usage of auxiliary power unit, in accordance with the supplier s operations manual. It will include the support for Bangladesh Railway to establish the training program for its locomotive drivers to keep pace with the increase in auxiliary power unit-equipped locomotives in the future. As a policy direction for Bangladesh Railway s management, the TA will also recommend potential solutions to improve the overall energy efficiency of rolling stock operations.

3 TA 9499-LAO: Capacity Building for Vientiane Sustainable Urban Transport Executing Agency : Ministry of Public Works and Transport TA Amount ($'000) : 1,500.0 Business Opportunities Listing : 08 February 2018 Date Approved : 05 February 2018 The project aims to improve the quality of life for people in Vientiane by improving access to and mobility within the city. It will have the following outputs: (i) sustainable transport management entity for Vientiane established; (ii) high-quality bus services and bus rapid transit established and operating in Vientiane; (iii) traffic management in the core area of Vientiane improved; (iv) paid parking system and national vehicle registration system established; and (v) accessibility for pedestrians and non-motorized transport in the core area of Vientiane improved. The outcome will be improved urban transport operations and capacity in Vientiane. The impact will be an environmentally sustainable and pedestrian-friendly transport system developed in Vientiane. The TA will support the project by strengthening the capacity of the government to implement the highlevel technology features of the project to ensure successful implementation and sustainable operation. It will focus on strengthening: (i) institutional capacity for the establishment of the new transport entity; (ii) knowledge of new technologies and systems among decision makers; and (iii) capacity of the new transport entity. TA 9502-TIM: Promoting Sustainable Land Transport Infrastructure Executing Agency : Council for Administration of the Infrastructure Fund TA Amount ($'000) : 1,000.0 Business Opportunities Listing : 21 February 2018 Date Approved : 21 February 2018 The project aims to improve and sustain Timor-Leste s national road network. It will: (i) upgrade 58 kilometers of national roads from Baucau to Viqueque, with considerations for better resilience to climate change and social inclusive design; and (ii) provide institutional strengthening and capacity building. These solutions will lead to an improved road transport connectivity and reduced travel time along the crucial north south land transport link from Dili to Viqueque. It is aligned with the following impact: increased and more efficient movement of people and goods. The TA will prepare a programmatic approach for road maintenance in coordination with other development partners active in the sector. It will: (i) develop a comprehensive road maintenance strategy and plan for institutions responsible for routine and periodic maintenance of the national road network; and (ii) draft legislation to establish a national land transport authority.

4 (B) KNOWLEDGE AND SUPPORT TECHNICAL ASSISTANCE PROJECTS NOT EXCEEDING $225,000 TA 9496-KAZ: Support to Small and Medium Enterprises and Entrepreneurship Development Executing Agency : Asian Development Bank TA Amount ($'000) : 225.0 Business Opportunities Listing : 07 February 2018 Date Approved : 05 February 2018 Limited access to finance, especially for small and medium-sized enterprises (SMEs) is one of the major challenges facing companies in Kazakhstan. Kazakhstan Resident Mission of ADB, together with the government of the Kostanay region of Kazakhstan, held extensive discussions with the local entrepreneurs to identify the demand-side constraints to business development and financial intermediation, and met with the major commercial banks operating in the Kostanay region to understand the supply-side constraints for SME finance. The result of these extensive dialogues suggested that ADB should broaden its involvement with micro and SMEs beyond providing credit line to addressing supply- and demand-side constrains to SME development. Recommendations included the importance of strengthening the enabling environment for entrepreneurship and SME development and to foster the capacity of local financial institutions (LFIs) and SMEs. The TA will: (i) reduce asymmetry of information between SMEs and LFIs; (ii) improve the availability of financial services to SMEs; and (iii) strengthen the capacity of SMEs to access finance. These will result in increased lending by LFIs to SMEs in the Kostanay region. The impact of the TA will be increased contribution from SMEs to the gross regional product of Kostanay region. TA 9510-REG: Mekong Tourism Innovation Executing Agency : Asian Development Bank TA Amount ($'000) : 225.0 Business Opportunities Listing : 26 March 2018 Date Approved : 26 March 2018 Mekong Innovate Startup Tourism (MIST) is designed to identify, pilot and help entrepreneurs and government scale innovative tourism solutions, both traditional and technology-based, that contribute to sustainable and inclusive tourism. The first MIST accelerator program successfully incubated 12 tourism startups from Cambodia, Lao People s Democratic Republic, Myanmar, and Viet Nam (collectively referred to as the ASEAN-4). Several MIST startups have subsequently raised investment and developed new corporate partnerships. The MIST 2018 accelerator program will deepen industry engagement by setting up a tourism industry advisory group that includes corporates, technology companies, mature startups, research agencies, media, and academia. The TA will help design and implement the MIST accelerator program in 2018. Its outcome will be accelerated and scaled innovative tourism business models. It is aligned with the following impact: a more dynamic tourism innovation ecosystem created in ASEAN-4.

5 (C) TECHNICAL ASSISTANCE CLUSTER SUBPROJECTS TA 9509-PRC: Promoting and Scaling Up Carbon Capture and Storage Demonstration - Capacity Development Support to the National and Local Joint Engineering Research Center on Carbon Capture, Utilization, and Sequestration at Northwest University (Subproject 1) Type of Technical Assistance : Knowledge and Support Capacity Development Executing Agency : National Development and Reform Commission TA Amount ($'000) : 1,200.0 Business Opportunities Listing : 28 March 2018 Date Approved : 21 March 2018 Subproject 1 will focus on providing targeted capacity development support to the National and Local Joint Engineering Research Center for Carbon Capture, Utilization, and Sequestration (CCUS) at Northwest University, to improve the enabling environment for large-scale CCUS deployment in the People s Republic of China (PRC). It will: (i) prepare draft strategies and policy recommendations for enabling environment of CCUS demonstration; (ii) share and disseminate knowledge and lessons from CCUS deployment in Shaanxi Province; and (iii) establish evaluation and suggestions for the implementation of large-scale integrated CCUS projects in coal-fired power plants. The outcome will be improved enabling environment for large-scale CCUS in the coal-chemical and coal-fired power subsector. Its impact will be innovative climate change mitigation technology of CCUS successfully demonstrated for further deployment in the PRC. TA 9506-INO: Sustainable Infrastructure Assistance Program - Preparation of the Enhanced Water Security Investment (Subproject 15) Type of Technical Assistance : Transaction Project Preparatory Executing Agency : Directorate General of Water Resources, Ministry of Public Works and Housing, Republic of Indonesia TA Amount ($'000) : 1,000.0 Business Opportunities Listing : 19 March 2018 Date Approved : 14 March 2018 The project will support the Government of Indonesia to improve selected dimensions of water security. It will promote an integrated water resources management approach to: (i) improve water resources planning and management to meet rising demands for irrigation and non-agricultural use; (ii) minimize spatial and temporal variations in water availability by improving water storage and conveyance; and (iii) increase resilience to climate change. It will have the following outputs: (i) optimized plan for water resources; (ii) improved raw water supply infrastructure and services; and (iii) enhanced flood risks management. These outputs will result to an enhanced resilience to climate change for selected river basins. It will be aligned with the following impacts: water security enhanced and climate adaptation improved. Subproject 15 will provide support to: (i) conduct consultations with the Ministry of Public Works and Housing and river basins stakeholders to finalize the scope of the project, and to ensure that innovations are built into the investment; (ii) undertake due diligence of technical, social, financial, environmental, gender, and economic aspects of the project; and (iii) ensure that subprojects designed under the Accelerating Infrastructure Delivery through Better Engineering Services Project and Flood Management in

6 Selected River Basins Sector Project, are complying with ADB s technical, environment and social safeguards and fiduciary requirements. TA 9507-REG: Pacific Information and Communication Technology Investment Planning and Capacity Development Facility (Phase 2) - Feasibility Assessment for e-government Rollout in the Pacific Developing Member Countries (Subproject 1) Type of Technical Assistance : Knowledge and Support Capacity Development Executing Agency : Asian Development Bank TA Amount ($'000) : 400.0 Business Opportunities Listing : 20 March 2018 Date Approved : 16 March 2018 The cluster TA is designed to support the government of Pacific developing member countries (DMCs) in their : (i) development of information and communication technology (ICT) policy and regulatory framework; (ii) development of ICT applications; and (iii) adoption of technology innovations and protection against cybercrime. Subproject 1 will contribute to the achievement of output 2 by supporting feasibility assessments for e-government rollout in selected Pacific DMCs and designing and implementing services in selected sectors on a pilot basis. It will: (i) prepare scoping reports consisting of the current environment of ICT applications in the public sector of targeted Pacific DMCs; and (ii) define service design procedures in selected sectors for a pilot implementation. The outcome will be increased digital government services. The impact will be improved access to ICT applications for public service delivery. TA 9508-REG: Country Diagnostic Studies in Selected Developing Member Countries (Subproject 4) Type of Technical Assistance : Knowledge and Support Research and Development Executing Agency : Asian Development Bank TA Amount ($'000) : 1,500.0 Business Opportunities Listing : 20 March 2018 Date Approved : 19 March 2018 Subproject 4 will support thematic studies to: (i) provide inputs for the preparation of the People s Republic of China s 14 th Medium-Term Development Plan; (ii) examine economy-wide benefits of selected policies and projects supporting regional cooperation initiatives; and (iii) provide in-depth analysis on selected constraints affecting smaller DMCs. It will have the following outputs: (i) at least three country/thematic/sector studies; (ii) at least three training workshops; and (iii) at least three dissemination events. The intended outcome will be that DMC s medium-term development plans, poverty reduction strategies, and ADB s partnership strategies will be in line with DMCs medium-term development plan to address the critical constraints to inclusive and sustainable economic growth. The impact will be the mainstreaming of diagnostic approaches in the development planning processes of DMCs. Status of Consulting Services : Consultants have been fielded.
