Kimberly Bond, LMFT CEO & President Kimberly Bond is the CEO and President of Mental Health Systems (MHS), a large non-profit organization based in San Diego County, and Novata Behavioral Health. The mission of both agencies is to improve the lives of individuals, families, and communities impacted by substance abuse and behavioral health disorders. In her role as CEO and President, Ms. Bond guides behavioral health services for over 80 MHS programs located throughout the state of California as well as the three divisions of Novata. Under her mission-driven leadership, MHS provides vital services that place clients first. Ms. Bond structured clinical pillars to ensure all services are delivered with gender, culture, and co-occurring disorders in mind. She also directed the development of Novata Behavioral Health (NBH), a for-profit subsidiary of MHS in order to ensure the diversification of MHS and the ability to grow in the ever changing health care markets, including changes due to the Affordable Care Act. Since joining MHS in 1992, Ms. Bond has developed an intricate understanding of the organization, starting as a clinician and later becoming a program coordinator for mentally ill adults. She went on to serve as Chief Operating Officer for 10 years where she was charged with the day-to-day management of MHS prior to becoming the CEO and President. Responsible for overseeing hundreds of employees, Ms. Bond has significantly contributed to the success of progressive behavioral health treatment programs. A leader in both the mental health and recovery communities, Ms. Bond has served as the President of numerous professional associations, locally, statewide and nationally. She currently serves as a board member for the California Association of Alcohol and Drug Program Executives, Inc. (CAADPE). She is an active member in the San Diego Regional Chamber of Commerce Public Policy Committee, the San Diego Downtown Community Partnership, and the United Way Health Vision Council. She was also a mentor for SAMHSA s Women s Addiction Services Leadership Institute (WASLI). Kim was nominated for the 2015 - Most Admired CEO in the non-profit sector by San Diego Business Journal, and was recognized as finalist for the Healthcare Champions Awards by San Diego Business Journal in 2014. She was also honored as one of 20 powerful women who are trailblazing paths and making a difference in our community by Biz San Diego in 2008. She was the recipient of the 2008 - San Diego Tribute to Women in Industry Award, and was nominated for the 2007 - Women Who Mean Business, by San Diego Business Journal. A licensed Marriage and Family Therapist, Ms. Bond earned her bachelor s degree in psychology in 1984 from San Diego State University and a master s degree in counseling education in 1988. She is married and has 2 healthy and happy sons.

Michael Hawkey, MBA Chief Financial Officer Accounting Certificate, UC Los Angeles, 1995 MBA, Pepperdine University, 1981 BA, Pepperdine University, Business Administration, 1980 Michael Hawkey has more than 25 years of experience in finance, administration and business management, including more than thirteen years of oversight for Mental Health Systems (MHS) County, State, and Federal contracts. He has fiscal responsibility for more than 80 mental health, substance abuse and autism service contracts with annual revenues exceeding $80 million dollars for MHS and Novata Behavioral Health. The contracts he manages include those for San Diego, San Bernardino, Fresno, Santa Barbara and Riverside Counties; the State of California Department of Corrections & Rehabilitation; and Federal SAMHSA, HUD and Department of Labor grants. Prior to joining MHS, Michael served as CFO for the Institute of Management Resources, a $50 million global management consultancy. He began his career with financial organizations in the aerospace and defense industries. Michael was honored as the San Diego Business Journal s CFO of the year in 2007 and 2008.

Anthony Jensen, M.D. Chief Medical Officer Licensed Physician, Medical Board of California Certified, Child and Adolescent Psychiatry, American Board of Psychiatry and Neurology Certified, General Psychiatry, American Board of Psychiatry and Neurology Doctor of Medicine (MD), 1994, University of Iowa College of Medicine Bachelor of Science (BS), Microbiology, 1987, University of Iowa As the Chief Medical Officer of Mental Health Systems and Novata Behavioral Health, Dr. Anthony Jensen is responsible for ensuring that the organization s programs operate according to high clinical standards. He oversees the performance of all contracted physicians and psychiatrists who are working in MHS and NBH programs. Dr. Jensen is a member of the Executive Team, and works with agency leadership, to direct the overall operation and success of the organization. Prior to joining MHS in 2005, he was the Unit Director of the Adolescent Inpatient Unit at UC San Diego Child and Adolescent Psychiatry Service, where he served as a supervising attending psychiatrist, and as a full-time faculty member in the UC San Diego School of Medicine s Department of Psychiatry. In addition, he was a psychiatric consultant to the UC San Diego Department of Pediatrics Mother, Child and Adolescent HIV program. Dr. Jensen currently continues as a volunteer member of the clinical faculty at the UC San Diego School of Medicine s Department of Psychiatry and Rady s Children s Hospital, where he provides supervision to resident physicians who are training in Child Psychiatry. Dr. Jensen is a member of the American Psychiatric Association, San Diego Psychiatric Society, American Academy of Child and Adolescent Psychiatry and the American Society of Addiction Medicine. He is currently the President for the San Diego Academy of Child and Adolescent Psychiatry. In 2013, San Diego County Medical Society honored Dr. Jensen as one of San Diego s Top Doctors in the fields of Psychiatry and Child and Adolescent Psychiatry.

Wendy Broughton Chief Operating Officer - Mental Health Systems The Chief Operating Officer for Mental Health Systems, Ms. Broughton has many years of successful experience in the administration and management of substance abuse treatment and criminal justice programs. In her role, Broughton is responsible for the oversight of clinical programs and services, including the delivery of innovative, cost-effective services for individuals and families living with behavioral health problems. Broughton joined MHS in 1998, spent her first four years with the agency as a Program Manager. She then moved to the home office as Head of Service for MHS corrections and rehabilitation programs before being promoted to Vice President. Immediately prior to accepting the position of Chief Operating Officer, Ms. Broughton served as a Senior Vice President, overseeing substance abuse and criminal justice programs in Southern and Central California. Involved at State and County levels throughout her tenure, Wendy has served on numerous committees in the name of improving client care. Currently, she serves as the chair of the California Association of Alcohol and Drug Professional Executives (CAADPE) Criminal Justice Committee, and is a board member for Community Health Improvement Partners (CHIP) as the Ex Officio Member, Executive Partners Committee Chair. In 2013, she was appointed to the Judicial Council s Collaborative Justice Courts Advisory Committee which works to ensure equal access to justice and provides leadership in the administration of justice in the best interests of the public and court system. Ms. Broughton received her B.A. in Psychology and her M.A. in Counseling. She is also a Certified Master Life Coach, and maintains certification as a Registered Addictions Specialist.

Rebecca Culjat, LCSW Chief Operating Officer Novata Behavioral Health MSW, School of Social Work, University of Southern California, 2002 BS, Human Development, University of California Davis, 2000 BA, Spanish, University of California Davis, 2000 Rebecca Culjat serves as Chief Operating Officer for Novata Behavioral Health. A licensed clinical social worker, Rebecca joined MHS in 2006 and has overseen several MHS programs and worked with a variety of populations including children and families, SED youth, military populations and community outreach projects. In her current role, Ms. Culjat is responsible for the oversight of clinical programs and services, including the delivery of innovative, cost-effective services for individuals and families living with behavioral health problems. Rebecca is a member of the Motivational Interviewing Network of Trainers (MINT). She graduated from the University of California, Davis, with a Bachelor's of Science in Human Development and a Bachelor's of Art in Spanish, then went on to the University of Southern California, where she completed her Master's in Social Work with a concentration in Mental Health.
