1. INTRODUCTION Backgrund Frm the years 2004 t 2009, the CONNECT prject, tgether with ther Eur-reginal prjects, achieved successful results in imprving rad safety, in implementing traffic infrmatin and management services, in installing advanced traffic and weather mnitring systems and in prmting new ICT and ITS technlgies applicatins, which fcus particularly n tackling traffic prblems in Eastern parts f Austria and Germany, Czech Republic, Hungary, Italy, Pland, Slvakia, as well as Slvenia. The cntinuus actual and epected rad traffic increase will cntinue, even if ther transprt mdes are strngly fstered. As highlighted by the dcument, rads remain by far the mst relevant mde fr transprt in Eurpe with internatinal traffic and transprt rising at a faster rate than natinal traffic and ITS is cntinuing t play an imprtant rle n mitigating the negative effects f the increasing rle f rad demand. 1 New elements f the prgramme, like quantitative and measurable results twards bjectives, integrated pan-eurpean apprach n netwrk peratins and a supprting secretariat functin, have remved dubts frm plicy and decisin makers within the EC n the effectiveness f Intelligent Transprt Systems and Services (ITS) deplyment. 2 In June 2006, the White Paper mid term review dcument ( Keep Eurpe mving ) was issued and reasserted the bjective f rad safety and cngestin reductin, plus the prmtin f energy efficiency at EU level. In additin, the cncept f c-mdality was intrduced where each mde has t play its wn rle. Imprtant items at the heart f Eurpe s renewed transprt plicy are innvatin and technlgy and setting Intelligent Transprt Systems. Fr these reasns the CONNECT prject will cntinue in the net 2007-2013 EU Prgramme, with the bjective f cmpleting and imprving the eisting ITS infrastructures and applicatins, f identifying and implementing new available technlgies, f researching and eperimenting innvative tls and systems useful fr rad safety, and traffic management and fr the c-mdality needs. Eurpean Traffic: the challenges and rle f ITS n the Eurpean rad netwrk () Imprving safety and mbility n the Eurpean rad netwrk is critical t keep the Eurpean rad netwrk as a strng backbne fr prsperus ecnmic develpment f EU 27. Thrughut the perid 1995-2004, gds rad transprt and passenger rad transprt grew by 35% and 17% respectively 3. Rad has a share f 80% f transprt in the Eurpean Unin and frecasts indicate that this situatin will nt alter significantly in the mid-term future. The Mid-term review f the Eurpean Cmmissin s 2001 White Paper n Transprt, cnfirms this mst likely 2000-2020 grwth in demand (rad freight 55% and private cars 36% fr the indicated perid) 3. Rads remain by far the mst relevant mde fr transprt in Eurpe with internatinal traffic and transprt rising at a faster rate than natinal traffic. ITS is cntinue t play an imprtant rle n mitigating the negative effects f the increasing rle f rad demand. Sme actins ut f the White Paper Mid Term Review clearly illustrate the imprtance f ITS facing the Eurpean rad challenges: The need fr rad infrastructure t becme intelligent by sending and receiving traffic rad infrmatin t ptimise rad peratin 4, where MIP I DATEX achievements and the netwrk f Traffic Infrmatin Centres will be playing an imprtant rle. T fster cperatin between the infrastructure and the in-vehicle technlgies thrugh crdinatin f relevant stakehlders. T launch a majr prgramme t bring intelligent rad transprt systems t market and t prepare infrastructure fr C-perative Systems as a main Innvatin actin f 2008 5, which will benefit frm the fundatin wrk achieved within MIP I. Develping an pen architecture fr Galile ensuring a fleible develpment f future applicatins fr all transprt mdes, which will include traffic infrmatin and management services serving Eurpean travellers. T enable c-mdal transprt slutins and t cnnect peripheral regins and utermst regins with the mainland. The prmtin f energy efficiency at EU level and strive t lwer CO 2 emissins (1.1% f GDP) and reducing EU imprt dependency n fssil fuels, wrking as well twards the Kyt targets; ITS can significantly reduce traffics 6 envirnmental burden by ffering smth flw, fewer hurs f cngestin and fewer kilmetres travelled. In the present wrk plan the CONNECT area, cvering the perid January 2007 - December 2009, is prpsed and fcuses n the fllwing dmains f activities: Traffic Infrmatin Services Traffic Management Services Freight and lgistics services Efficiency f ICT Infrastructure and n the main Eurpean Studies identified in the wrk prgramme. When available a general verview f bjectives and plans till the year 2013 is als added. Basic criteria in carrying ut the planned activities will be the invlvement f authrities and rad/transprt peratrs, the c-peratin amng the partners and with the ther EurRegins, the guidelines fr standardizatin and hmgenisatin f systems and prcedures, the gal f effective and well-timed results. The rle f ITS As ecnmic perfrmance grws and mbility management presents an increasingly difficult challenge, public authrities and private entities alike seek new slutins t the prblems faced n tday's Trans- Eurpean Transprt Netwrk. As majr infrastructure investment is becming increasingly difficult due t financial, spatial and envirnmental issues. ITS - Intelligent Transprt Systems and Services is recgnized as a useful tl t make the mvement f peple and gds mre efficient and ecnmic fr all transprt mdes, wrking tgether with the transprt plicies reducing cngestin, accidents and envirnmental risk. Eurpean cperatin Due t the numerus Eurpean participants invlved in the traffic management and infrmatin services, a Eurpean apprach is abslutely necessary t ffer the Eurpean citizen a set f cnsistent and seamless rad netwrk services. That is why the Eurpean Cmmissin initiated the TEMPO prgramme (2001-2006), with 7 Eur-Reginal Prjects (ERP). These prjects were designed n a Eurpean traffic crridrs basis, and are ITS deplyment based. After a first phase f study they have deplyed efficient slutins t the current Eurpean mbility difficulties. The TEMPO prgramme has prvided impressive results (reference t Plicy paper, Ecrys reprt and Evaluatin database dcument, see ftntes 1-6) althugh much remains t be dne. Member States budgets n ITS have increased greatly during the last perid thanks t the TEMPO prgramme and will cntinue t increase in the cming perid. The enlargement f the EU demand imprved transprt infrastructure perfrmance. Prper Eurpean cperatin within the eisting and the new participating cuntries will be needed t help and enfrce learning frm the eperience f thers. This will nt nly reduce the lead-time fr implementatin and peratin, but will als reinfrce territrial chesin between Member States irrespective f the speed f their develpment. In synthesis The present CONNECT Wrk Plan is part f the entire Prject, aiming at the bjectives highlighted in the wrk prgramme. Imprving safety and mbility n the Eurpean rad netwrk is f critical imprtance t keep the Eurpean rad netwrk as a strng backbne fr prsperus ecnmic develpment f EU 27. Rad has a share f 80% f transprt in the Eurpean Unin and frecasts indicate that this situatin will nt alter significantly in the mid-term future. The cncept f c-mdality where each mde has t play its wn rle was intrduced. In this paper the rle f ITS was highlighted t mitigate the negative effect f rad traffic in Eurpe. ITS is a tl t effectively mnitr demand and thus ptimise netwrk services. In ding s, ITS aim t reduce cngestin, decrease accidents r reduce envirnmental risk, and is a necessary cmplementary tl in rder t reach the maimum efficiency and capacity f the infrastructures. 2. OVERALL EUROREGION ORGANISATION This chapter cntains a descriptin f the varius functins, rles and rutines applicable fr the management, rganisatin, c-rdinatin and implementatin f the CONNECT EurRegin activities. It prvides als a shrt descriptin f the main issues that are dealt and the persns respnsible in the varius CONNECT teams as Steering Cmmittee, Technical Frum, Activity Management as well as Prject Management. At last an verview f the budget and f the partners engagement in the different Deplyment Activities and Eurpean Studies is given, in the three different years f the Wrkplan. 2.1 Prject rganisatin and partnership The prject rganisatin reprted in the fllwing is the result f the eperience gained in the past years by CONNECT, successfully tested and set up. The CONNECT prject is structured, fr the Deplyments Activities, arund fur principal Dmains, plus a Dmain related t the Reginal and Internatinal Management and the Disseminatin and Crss-fertilisatin peratins. Separately but in strict link with the cmmn Prject bjectives there are the Eurpean Studies, t be perfrmed in accrdance als with the ther EurRegins. All the CONNECT activities will be carried ut at internatinal level, in rder t ensure the maimum echange f knwledge, the efficiency in resurces allcatin using synergies, and the Eurpean dimensin, assuring that each partner studies, develps and implements its activity at natinal level in a cnsistent way in the prject area and with the ther partners and the ther Prjects. These aspects will be particularly fllwed and addressed by the Epert Grups. The actrs invlved are Public Authrities, Public and Private Rad Operatrs, Private Cmpanies dealing with Telematics fr Rad Traffic and Transprt. The fficial respnsibility fr the prject, with respect t the Eurpean Cmmissin, is in charge f the Member States representatives: Austrian Federal Ministry fr Transprt, Innvatin and Technlgy (Reginal Crdinatr AT, supprt t Eur-Reginal Prject Manager CONNECT) Ministry f Transprt f the Czech Republic (Reginal Crdinatr CZ, Eur-Reginal Manager CONNECT) Senate Department fr Urban Develpment (Reginal Crdinatr DE) Ministry f Ecnmy and Transprt, Department fr Rads (Reginal Crdinatr HU) Minister delle Infrastrutture e dei Trasprti (Reginal Crdinatr IT) Ministry f Transprt, Psts and Telecmmunicatins (Reginal Crdinatr SK) Ministry f Transprt (Reginal Crdinatr SLO) 2.2 Organisatinal structure and respnsibilities The CONNECT management is rganised at different levels, as summarised in the fllwing schema: CONNECT Wrkplan Page 8

Figure 1: Organisatinal structure f the EurRegin CONNECT Level 1 - Plicy Level: Steering Cmmittee The Steering Cmmittee (SC) is respnsible fr the plicy and administratin aspects f the CONNECT area. This respnsibility cncerns the establishment f additinal activities, definitin f infrmatin and disseminatin plicies and the eecutin f high level liaisn with natinal gvernments and authrities. During the Steering Cmmittee, cmmn agreements and frmal applicatins can be als signed. The SC has an imprtant rle in the prmtin f the activities in the CONNECT area, and fr the integratin f the prject actins int the natinal planning prcess. Level 2 - Management Level: Internatinal and Reginal Crdinatin The Management Cmmittee (MC) is respnsible fr the perative management f the prject. It can be defined as the perative hand f the Steering Cmmittee. This includes respnsibility fr the adequate liaisn with ther actins and rganisatins, and fr the cntinuus reprting f achieved results t the EC (thrugh the prject manager). The Management Cmmittee is als respnsible fr the planning f the prject activities and fr the preparatin f the required applicatins fr financial supprt. Prject Manager, as chairman, Reginal Crdinatrs, Activity Leaders, Eperts and Eurpean Studies representatives participate at the Management Cmmittee meetings, which take place n ccurrence. Epert Grups The aim f the Epert Grups is t cnslidate the knwledge and knw-hw between all partners, further t cntribute t the results assessment, cncentrating in particular n the pan-eurpean added value f the nging deplyment activities. They shuld identify and help crss-fertilizatin f best practices between all EurRegins, identify ptentials fr pan-eurpean services, pssibly draft recmmendatins t the SC, cntribute t the pst MIP strategy, supprt the reginal and the Eurpean studies when apprpriate. The implementatin within the EFC system is pssible by either linking the data stred in the central system f the EFC system with the infrmatin abut the type and quantity f the sensr data lcated at the gantries. Lcatin based value added infrmatin (traffic cnditins etc.) fr n-bard equipment via DSRC cmmunicatin The infrmatin t establish this service is clsely linked t the available infrmatin frm public traffic infrmatin services. With the pssibility t bring the infrmatin n the n-bard-unit, the prvided infrmatin will be fcused n the rute the service user currently takes. The key issue is t bring the infrmatin real-time t the n-bard-unit int the vehicle. The cperatin between different traffic infrmatin service prviders and ASFINAG will ensure the authenticy f the infrmatin prvided t the service user. If the studies shw practicability, pilt prjects within a limited number f infrmatin prviding n-bard-units will be implemented in a secnd step. Research and trial prgress is being made in this area in ther cuntries acrss Eurpe, it is a pririty f Czech transprt plicy. The system is aimed at the lng-distance traveller and by prviding access t high quality cmparative c-mdal travel infrmatin; it will help t imprve the persnal and scial efficiency f travel planning including many internatinal travellers wh wuld therwise nt have single surce access t such infrmatin. The system will make maimum use f real-time infrmatin frm the HGV tlling system and the JSDI (The unified system f traffic infrmatin) and shuld be easily accessible n basic public media including the internet and strategically lcated public terminals (at brders and majr rest statins, majr lgistics centres, public transprt statins).
