Why? A world that changes at an accelerated pace: modern society is characterized as an information society in the context of ICT development, the modern world becomes small for each year, so much information is created, how many were created throughout the history of civilization.

Continue Smart computers, smartphones, cars, houses and cities have fundamentally changed human behavior. ICT in the modern information society radically changed the environment for official statistics in its classical sense. The characteristics of both respondents and users changed drastically..

Continue As a result of the extensive use of electronic devices and the availability of digital information, the nature of data generated continuously and in huge quantities has changed radically, and which we call Big Data.* The acquisition of more and more representatives of the private sector and individuals (the population) by the Net (the Internet) has led to the fact that with the help of search engines (such as Google) any user can create his own local statistics. Modern leading mass media of the world have already started using methods like these for the production of information. In July 2014, the Associated Press agency launched a robot that produces news on business information, in particular, on the incomes of large companies, since before that the New York Times and the Los Angeles Times have already successfully tested similar robots, which without the participation of a person independently from the sites of companies created business news for publications. * Report of the UN Secretary-General Big Data and Modernization of Statistical Systems" UN Statistical Commission, 45th Session, March 4-7, 2014

Continue Therefore, in the light of technological progress and the rapid growth of the amount and variety of information coming in real time, the UN Secretary-General began in 2009 to implement the Global Pulse initiative.... Stressing that the Big Data are not a panacea for all woes, the authors of the official document prepared in the framework of the Global Pulse initiative, however, state that "great data opens up a historic opportunity for us to build up our common ability to support and protect human communities by understanding the information that is continuously generated by such communities in digital form. Opinion of users, for example, data from comments in social networks Currently, data from administrative registers are not a source of Big Data

Characteristics of Big Data scope speed diversity irregularity instability of sources.

Problems in use legal: access to data and their use, - inviolability of privacy, - financial / potential costs of extracting data from a source, - management, including, to ensure their protection, - methodological / data quality, - technological / ICT.

Challenges to official statistics - The mission of official statistics, - The institutional role of national and international statistical institutions, - The role of statisticians and ICT in the formation of metadata and statistical data, - The concept of the quality of statistical data, - The role of respondents and users.
