FORUM CHAIR Lisa Dickson, Associate Principal, Director of Resilience for the Americas Arup Americas 60 State Street, Boston, MA 02109 617.349.9222 M 617.921.3050 Lisa.Dickson@arup.com Lisa Dickson is an Associate Principal in Arup s Boston office and the Director of Resilience for the Americas. Lisa started her career as a transportation planner before gaining expertise in regulations and financial markets related to carbon and renewable energy, and more recently with alternative financing and investment options related to resilience. She has led multiple climate resilience projects including work for the World Bank, Partners Healthcare, Cites of Boston, Cambridge, Somerville, and Washington D.C., Logan International Airport, the MBTA, the Army National Guard, confidential tech clients, developers and several coastal communities. Several of those projects focused specifically on creating investment-grade decision-making tools and performance metrics to drive policy and funding changes around resilience. Lisa has been invited to the Pentagon to advise on her work related to climate security and is a technical advisor on two separate NSF-funded panels that focus on performance metrics to drive investment in infrastructure resilience. She has presented at the National Geographic Headquarters on extreme events and is also a member of the Global Adaptation and Resilience Investment Working Group. Currently, Lisa is co-leading the development of an executive-level course on Resilience with MIT s Sloan School of Management - the focus of which includes identifying alternative funding and financing solutions for resilient infrastructure. Lisa has also written two books: Maine's Fossil Record: The Paleozoic (2008) and Historic Bridges of Maine: 350 Years of Bridge and Roadway Design (co-edited with David Gardner). David, an Aspen Institute Faculty Pioneer Award Winner, and is currently co-director of the Sustainable Solutions Lab at UMass Boston. David s research examines corporate and policy responses to climate change. His work explores strategic contestation over the governance and finance of controversial issues engaging business, states, and NGOs, such as climate change and sustainability standards. David has published widely on these topics, including articles in the Academy of Management Review, Strategic Organization, Business and Society, Organization, Organization Studies, and the Journal of Management Studies. David holds a DBA from Harvard University, an MBA from Tel Aviv University, Recanati School of Management, and an M.Sc. from Manchester University.

Previously he worked at MassDevelopment, the Commonwealth of Massachusetts development and finance agency, managing infrastructure bond programs, and before that at Stifel Nicolaus as Vice President of Public Finance underwriting infrastructure bonds for municipalities across the country. Medlock is Senior Vice President and North America Lead for the Capital, Science and Policy Practice with Willis Towers Watson, the leading global advisory, broking and solutions company. In this role, she leads the North America campaign to advance re/insurance related capabilities, finance, and public policy to address large scale risk and resilience requirements across corporate and public sectors and to support sustainable economic growth. Previously, Ms. Medlock was Senior Advisor in the White House Office of Management and Budget, coordinating across the Executive Office of the President and the federal enterprise to reduce the risks and costs of disasters by strengthening standards, leveraging private capital, and creating incentives for public sector innovation. Ms. Medlock staffed President Obama's State, Local, and Tribal Leaders Task Force and launched the White House Insurance Partnership to reduce economic risk and drive resilience-based codes and standards. She also led the Council on Environmental Quality's work to modernize federal flood risk and disaster recovery policies. Ms. Medlock has more than twenty years of experience in land use and disaster law, and has testified in Congress on flood risk, levee safety, and resilient recovery from disasters. She has provided expert testimony and authored amicus briefs on private property rights and the National Flood Insurance Program. Ms. Medlock is a recipient of the Army Commander s Award for Public Service in recognition of her service on the National Committee on Levee Safety created by Congress after Hurricane Katrina. In addition to supporting U.S. domestic resilience policy and practice, Ms. Medlock has participated in numerous bi- and multilateral technical exchanges, including with the Dutch Ministry of Infrastructure and the Environment, the UK Environment Agency, and the United Nations International Strategy for Disaster Reduction. Ms. Medlock is a Juris Doctor graduate with honors of Vermont Law School and earned a Bachelor of Science summa cum laude from Texas Woman s University.

Ms. Swann has more than two decades of experience in finance, fund management and development, including with the International Finance Corporation (IFC) where she was Head of IFC s Blended Finance Unit and was responsible for managing and investing more than $750 million in donor funding for climate-smart investments. While at IFC, she also supported World Bank Group efforts to work with policy makers and other financial institutions on issues related to blended finance, climate finance, climate-smart fiscal policies and incorporating practical policy and investment approaches to managing climate risk. In addition to running Climate Finance Advisors, Ms. Swann is currently Vice-Chairperson of the Board for the Montgomery County Green Bank, the United States first county-level green bank, seeking to blend public and private capital to catalyze clean energy and energy efficiency investments throughout the region it serves. She also helped establish the Global Adaptation and Resilience Investment (GARI) working group which has convened over 150 private investors and other stakeholders to discuss practical approaches to adaptation and resilience investment. She has been a coach to finalists of GoodCompany s Climate Ventures 2.0, and the Finance for Resilience (FiRe) Awards, a platform to crowdsource and champion new ideas to accelerate finance for climate-smart, resilient investments, including those in clean energy, low-carbon infrastructure, and sustainable cities. Stacy holds an MBA in Finance and Development from American University, a Master s Degree from Harvard University and a BA from City University of New York - Hunter College.
