ARB-2016-21: Qdoba Mexican Eats Amendment and ARB-2016-6: Qdoba - Sign (The Shops at Stonefield Phase 2 Parcel G) Amendment to an Approved Certificate of Appropriateness and Certificate of Appropriateness for a Sign - (TM/Parcel 061W-03-00-019A0) Proposal: To revise the previously approved design of the north elevation and the north end of the east elevation of Building G4 to accommodate a Qdoba restaurant and to install signage that does not meet the ALBEMARLE COUNTY ARCHITECTURAL REVIEW BOARD - PAGE 1

previously approved sign criteria. Proposed signs include 2 Qdoba channel letter signs, 2 Mexican Eats push-thru letters in a word mark rail, and 2 painted partial Q signs. Location: On the west side of Rt. 29, south of District Avenue, at the north end of Building G4 Regarding ARB-2016-21: Qdoba Amendment: Motion: Mr. Lebo moved for approval of the Certificate of Appropriateness for ARB-2016-21: Qdoba Mexican Eats Amendment pending staff administrative approval of the conditions listed in the staff report numbered 1, 2 and 5, amended as follows. 1. Include a detail of the word rail in the architectural drawings. 2. Clarify the intent for the wall color of the two western bays on the north elevation. (The approved design shows the wall in two colors in that location.) 3. Add the standard mechanical equipment note to the architectural drawings. Visibility of all mechanical equipment from the Entrance Corridor shall be eliminated. Regarding ARB-2016-06: Qdoba Signs, the ARB provided the following comments for the applicant s next submittal: 1. Note that any display of the business name or any graphic reference to products for sale in the art panels or screens will be considered signage, making the panels and screens subject to the sign ordinance and EC sign guidelines. 2. If any new lighting is associated with the art panels or screens, submit complete details for review. 3. Change the Qdoba channel letter signs to have halo internal illumination as specified in the Comprehensive Sign Plan (CSP) (Facade Diagram 2). 4. Provide a general level of illumination note that applies to both sign section views. All lights specified for these signs must meet that requirement (18.4.15). 5. Eliminate the Rail Up Lights from the proposal. 6. Remove the partial Q signs from the submission or submit for review options showing a reduction in the size of the Q. 7. Change the colors of the Qdoba channel letters to be one specified in the CSP. 8. Replace the dark green color of the push-thru letters in the word rail with turquoise to match the base tile. 9. Change the color of the returns of the Qdoba channel letters to be one specified in the CSP. 10. Provide photos of the mesh graphics for review. Move the window art screens to the interior. The ARB acknowledged the applicant s need to process the next review quickly and offered to review a revised submittal addressing the issues listed above in a work session without a staff report. b. ARB-2016-02: The Shops at Stonefield G1 Amendment (Jared Jewelry Store) - Amendment to a Certificate of Appropriateness - (TM/Parcel 061W00300019A0) Proposal: To revise the architectural design of Building G1 to accommodate a Jared jewelry store. Location: At the southwest corner of Rt. 29 and Lenox Avenue ALBEMARLE COUNTY ARCHITECTURAL REVIEW BOARD - PAGE 2

Motion: Mr. Lebo moved to approve a Certificate of Appropriateness for ARB-2016-02: The Shops at Stonefield G1 Amendment (Jared Jewry Store) pending staff administrative approval of the conditions listed in the staff report, as follows. 1. Remove the patina green metal from the materials schedule. 2. Include the rear portal elevation detail in the architectural drawing set. Add a note to the detail showing that the colors match those on the front of the portal. c. Adelaide ARB-2015-153: Adelaide Rezoning - Conceptual Review - Zoning Map Amendment (TM/Parcel 056000000108A0 and 056000000026A2) Proposal: To rezone to R6 to construct a development of 80 residential units including detached, attached, townhome, and affordable units, with associated site improvements, on approximately 20 acres. Location: North of Rockfish Gap Turnpike at Brownsville Road Regarding the Zoning Map Amendment: Motion: Mr. Lebo made a motion that the ARB forward the following recommendation to the Planning Commission regarding ARB-2015-153: Adelaide Rezoning. The ARB has no objection to the proposed rezoning, with the following conditions: 1. Remove from the application plan the two stormwater facility options that are located in the buffer along the Entrance Corridor (EC). 2. Provide architectural design of the buildings that acknowledge the frontage on the Rt. 250 Entrance Corridor (EC). Regarding the site plan and architectural design: The ARB offers the following comments for future site plan submittals: 1. ARB review and approval is required for the architectural designs of the residential units, excluding single family detached units. Note that elevations visible from the EC will need to be fully designed with a sufficient amount of architectural detailing, and materials, colors, scale and proportion, without blankness, to create an appropriate appearance for the EC. 2. Show shrubs at the east and west ends of the block of development adjacent to the EC to screen accessory structures and equipment from the EC. 3. Large trees are required along interior roads, 2½ caliper at planting, spaced 40 on center. 4. Show shrubs to limit the view of parked cars from the EC. 5. Show individual trees to remain in the buffer along the EC frontage, appropriate tree protection, new trees to create an integrated buffer, and a tree conservation plan. The ARB recessed at 2:53 p.m. and the meeting reconvened at 3:00 p.m. ALBEMARLE COUNTY ARCHITECTURAL REVIEW BOARD - PAGE 3

d. ARB-2016-18: Albemarle High School PWSF Telecommunications Facility - Special Use Permit for a Personal Wireless Service Facility (TM/Parcel 060000000078A0) Proposal: To install a 125 -tall steel monopole, three arrays of platform-mounted antennas, and associated ground-equipment in a 2,600 sf compound. Location: 190 Lambs Lane, on the west side of Hydraulic Road, south of Lambs Road, east of the baseball field and south of the football field, approximately 1200 from the EC Regarding visibility of the monopole: Motion: Mr. Lebo recommended that the ARB forward the following recommendation to the Agent for ARB-2016-18: Albemarle High School Personal Wireless Service Facility (PWSF) Telecommunications Facility. Regarding the visibility of the monopole: The ARB does not support the requests for special exceptions and finds that: 1. The location of the facility does not serve to minimize visibility of the facility. 2. The height of the facility and the method of antenna attachment do not serve to minimize visibility. 3. The addition of the facility, as designed, does not respect existing views and vistas. 4. Telecommunications facilities to be constructed on County property should meet the County s established design standards and the Personal Wireless Service Facilities Policy, which is a component of the Comprehensive Plan. Regarding the Certificate of Appropriateness for the ground equipment and base station: The ARB took no action on this item based on the previous action. e. ARB-2016-28: Chapman Grove Baptist Church Addition - Preliminary review of a site plan amendment and architectural design (TM/Parcels 06200000006700 and 06200000006800) Proposal: To expand the church in two phases, with associated site improvements. Site disturbance would be less than 6000 sf. Location: On the west side of Rt. 20, approximately 400 north of Flicker Drive Regarding the Special Use Permit: Motion: Mr. Lebo made a motion that the ARB forward the following recommendation to the Planning Commission regarding ARB-2016-28: Chapman Grove Baptist Church Addition. The ARB has no objection to the church expansion with the following condition: 1. Correct the plan regarding existing trees on site. Show that existing trees meet or exceed frontage requirements or add trees to meet required quantities and sizes, with species and spacing compatible with the character of the rural area. The motion carried by a vote of 2:1. (Wardell voted no.) (Missel absent) Regarding the Site Plan and Architectural Design: Motion: Mr. Lebo moved for approval of the Certificate of Appropriateness for ARB-2016-28: Chapman Grove Baptist Church Addition, with the conditions in the staff report, amended as follows: 1. Add the standard mechanical equipment note to the site and architectural plans. Visibility of all mechanical equipment from the Entrance Corridor shall be eliminated. 2. Submit the manufacturer s cut sheet for the proposed wall fixtures. Identify choices for all the lighting options. 3. Add the standard lighting note to the site plan. Each outdoor luminaire equipped with a lamp that emits 3,000 or more initial lumens shall be a full cutoff luminaire and shall be arranged or shielded to reflect light away from adjoining residential districts and away from adjacent roads. The spillover of lighting from luminaires onto public roads and property in residential or rural areas zoning districts shall not exceed one half footcandle. 4. Correct the plan regarding existing trees on site. Show that existing trees meet or exceed frontage requirements or add trees to meet required quantities and sizes, with species and spacing compatible with the character of the rural area. 5. Accurately show existing trees and shrubs on the site plan. Clearly identify all trees and shrubs to be removed. 6. Add a tree and/or shrubs at the east end of the parking row located just north of the building. 7. Add a plant schedule to the site plan. 8. Add the standard plant health note to the plan. All site plantings of trees and shrubs shall be allowed to reach, and be maintained at, mature height; the topping of trees is prohibited. Shrubs and trees shall be pruned minimally and only to support the overall health of the plant. 9. Clarify the terrace and sidewalk connections on the site plan. 10. Revise the site plan to show the existing tree located near the front sidewalk. Show that it will be protected with fencing during construction. The motion carried by a vote 2:1 (Wardell voted no.) ARB-2016-29: Riverside Village Block 1 - Preliminary Review (TM/Parcel 078G00001000A0) Proposal: To construct three two-story retail/office buildings with associated site improvements. Location: West of Trailside Drive and south of Trailside Court in the Riverside Village development located between Rt. 20, Elk Drive, and Free Bridge Lane. Block 1 is located adjacent to Rt. 20. The ARB offers the following comments on the proposal for the applicant s next submittal: 1. Submit material and color samples for review. 2. Provide dimensioned elevations for review. 3. Provide complete side elevations for review. Eliminate blankness in the side elevations by incorporating architectural detailing. 4. Add the standard window glass note to the drawings. Window glass in the Entrance Corridors should meet the following criteria: Visible light transmittance (VLT) shall not drop below 40%. Visible light reflectance (VLR) shall not exceed 30%. 5. Add the standard mechanical equipment note to both the site and architectural drawings. Visibility of all mechanical equipment from the Entrance Corridor shall be eliminated. 6. Add shrubs along the parking lot where buildings do not block parking spaces from the EC. 7. Provide side elevations for review. Additional landscaping may be needed to soften the appearance of exterior walls. 8. Provide a plant schedule on the plan for review. 9. Add the standard plant health note to the drawings. All site plantings of trees and shrubs shall be allowed to reach, and be maintained at, mature height; the topping of trees is prohibited. Shrubs and trees shall be pruned minimally and only to support the overall health of the plant. 10. Show complete grading on the plan. g. ARB-2016-30: Spring Hill Village - Preliminary Review of a Site Plan and Architecture (TM/Parcel 09000000002800) Proposal: To establish a mixed-use development on 13 acres, including attached and detached dwelling units. Architectural designs for Blocks C and E are proposed. Location: 1776 Scottsville Road, on the west side of Rt. 20, and east of Avon Street Extended (Rt. 742), between Arden Drive and Stony Creek Drive Motion: Mr. Lebo moved for approval of a Certificate of Appropriateness for ARB-2016-30: Spring Hill Village Blocks C and E, with the conditions listed in the staff report, amended as follows: 1. Note for future submittals that the Block A building will need to address EC Guidelines requirements for scale, proportion, massing, detailing, lack of blankness, etc. A back of building appearance will not be appropriate for elevations visible from Rt. 20. 2. Add the standard window glass note to the architectural drawings. Window glass in the Entrance Corridors should meet the following criteria: Visible light transmittance (VLT) shall not drop below 40%. Visible light reflectance (VLR) shall not exceed 30%. Specifications on the proposed window glass should be submitted with the application for final review. 3. A screening fence detail indicating size, material and color is needed in the plan. Vinyl with a shiny surface is not an appropriate material for this fence. 4. Add the standard mechanical equipment note to both the site and architectural plans. Visibility of all mechanical equipment from the Entrance Corridor shall be eliminated. 5. Revise the plant schedule to identify all proposed plants by species. 6. Revise the plans to clearly show all utility lines with their associated easements. Provide sufficient planting area, free of utilities and easements, along both ECs. Provide documentation from easement holders that there is no objection to the planting as proposed. 7. Clarify the extent of tree removal and tree replacement planned with off-site work along the ECs. Show how an appropriate appearance for the EC will be maintained. 8. Provide 2½ caliper large trees, spaced 40 on center, at the perimeter of the parking lot located at Road C. Also provide 5 interior parking lot trees at 2½ caliper. 9. Provide shrubs, minimum 24 high at planting, on the south side of the parking lot at Road C, to screen the parked cars as viewed from the EC. 10. Revise the plant schedule to identify all proposed plants by species. 11. Add the standard plant health note to the plan. 12. All site plantings of trees and shrubs shall be allowed to reach, and be maintained at, mature height; the topping of trees is prohibited. Shrubs and trees shall be pruned minimally and only to support the overall health of the plant. 13. Provide material and color samples for the retaining walls. 14. Revise the plan to show a temporary landscape treatment for the sediment basin located at the northeast corner of the property to establish an appropriate appearance for the EC. 15. Clarify phasing on the plan, including related landscape development. 16. Add landscaping on the terrace between the retaining walls along Avon Street to further screen the rear of those units. The motion carried by a vote 3:0 (Missel absent) h. ARB-2016-41: Crozet Volunteer Fire Department Electronic Message Sign - Certificate of Appropriateness for a Sign, Special Use Permit for an Electronic Message Sign (TM/Parcel 056A2010003500) Proposal: To install a freestanding electronic message sign. Location: On the north side of Rt. 240, just west of Firehouse Lane Regarding the Special Use Permit: Motion: Mr. Lebo made a motion that the ARB forward the following recommendation to the Board of Zoning Appeals (BZA) regarding ARB-2016-41: Crozet Volunteer Fire Department Electronic Message Sign. The ARB has no objection to an electronic message sign that meets the draft Electronic Message Sign (EMS) criteria. The following revisions are needed to meet the criteria: 1. Add a note on the drawing stating that the brick of the sign base will coordinate with the brick of the building. 2. Provide a landscape plan as part of the sign drawings for review. Use landscaping to integrate the sign into the overall development of the site. 3. Provide a to-scale version of the sign drawing for review. 4. Include a note on the drawing indicating that no more than 2 typefaces will be used simultaneously on the EMS. 5. Include a note on the drawing stating the EMS letter heights. Heights not to exceed 8 are recommended. 6. Add a note to the drawing stating that animation shall not be displayed in the EMS, even in emergency situations. 7. Include a note on the drawing stating that non-emergency messages shall have a solid black background. 8. Clarify whether low priority messages are emergency messages. 9. Include a note on the drawing stating the colors proposed for non-emergency messages. Provide samples for all colors. Indicate on the drawing the color of the aluminum tube reveals. 10. Clarify on the plan that non-emergency messages will not have illuminated or colored backgrounds. 11. Revise the note on the drawing to indicate illumination of electronic message signs shall not exceed a maximum luminance level of 300 cd/m² (Nits) during nighttime hours. 12. Revise the note on the drawing to indicate that illumination of electronic message signs shall not exceed a maximum luminance level of 5,000 cd/m2 (Nits) during daylight hours. 13. If a photocell to dim brightness based on ambient conditions cannot be provided, propose an alternate method of adjusting brightness to ambient conditions and include a note on the plan. 14. Revise the note on the drawing to indicate that the sign shall be equipped with an integrated system that manages the identification of daytime and nighttime so that they are automatically determined by the actual time of sunrise and sunset at the sign location. 15. Add a note to the drawing stating that brightness and message change intervals shall be set by the installer at the time of electronic message sign installation. 16. Add a note to the plan stating that the sign shall fail to black in the event of a failure of the sign controller/system or lack of message to display. OTHER BUSINESS a. ARB-2016-40: Mission BBQ: Patio amendment In consensus, the ARB stated that the Mission BBQ site plan amendment could be reviewed and approved prior to the ARB s review of the architectural changes. b.
