Statement of Commitments for 2004 RTÉ is proud to be a public service broadcaster that sets and meets standards to the highest levels of accountability. As part of this process RTÉ publishes an annual Statement of Commitments to its audience. In this Statement RTÉ makes specific commitments which can be measured and independently verified at the end of each year. As part of its annual reporting RTÉ will show how each specific commitment has been met. The Statement of Commitments is based on the draft Public Service Broadcasting Charter contained in RTÉ's 2002 submission for a licence fee increase. It is in effect an understanding between RTÉ and its audience - its community of viewers and listeners. The Minister for Communications, Marine and Natural Resources will publish a Charter setting out the broad obligations required of RTÉ as the nation's public service broadcaster. RTÉ is its Audience Corporate Commitments In 2004, RTÉ will: Operate under the new Charter to be published by the Minister for Communications, Marine and Natural Resources Publish a 3-year Strategy Document Continue to operate under the Code of Fair Trading Practice which sets out its obligations in relation to four key activities: the transmission network, the sale of advertising time, the commissioning of content and the acquisition of content Establish strategic relationships with key country-wide organisations in specific interest areas: - Metro Eireann - to promote cultural diversity in the media, sponsor Media Awards - Amateur Drama Council of Ireland - promoting amateur drama, sponsor Season Provide communication tools to facilitate the work and interaction of the Audience Council Publish a new format Annual Report (for 2003) meeting all transparency commitments Output A. General Range and diversity are unique features of public service broadcasting and RTÉ schedules will continue to feature content across the following programme strands: > ARTS > CHILDREN > DIVERSITY > NEWS AND CURRENT AFFAIRS > DRAMA > EDUCATION > ENTERTAINMENT > SPORT > FACTUAL > HISTORY > MUSIC The schedules will show originality, the will for experimentation, and the will to take risks in creativity which are beyond the expectations of the schedules of commercial broadcasters. In particular, RTÉ will encourage new talent - on and off air - highlighting Irish artistes and implement initiatives to maintain and develop on-air talent across all services. High standards, creating a benchmark for broadcasting in Ireland, will be set and achieved. The key schedule commitments for 2004 are detailed channel by channel. Details are given of actual hours of broadcast material by genre in 2003 and minimum hours committed to for 2004.

B. RTÉ Television RTÉ One and RTÉ Network 2 will continue to offer viewers Irish public service television of a quality, range, and ambition not to be found on any other channel. We offer value for money and diverse, Irish made content on mainstream public service channels which are available to all Irish television viewers. > RTÉ One Ireland's most popular TV channel, and we are committed to ensuring that it remains so. RTÉ One is a mainstream public service channel with a wide range of Irish made programming, along with the best films and television from around the world. RTÉ One offers popular programming covering all genres, and aims to be the Irish television channel which attracts viewers of all ages from across the country. In 2004, RTÉ One will continue to provide outstanding Irish programming which reflects life in Ireland, the values of our audience, and our distinctive history and culture. > RTÉ Network 2 RTÉ's second TV channel is the place where contemporary Ireland is reflected in peak time with programmes which are edgy, smart and appealing to a demanding audience of young adults. In particular it is the home of Young Peoples programming in the morning, afternoon and early evening, and weekend mornings. At weekends, mid-week evenings, and key times of the sporting year, RTÉ Network 2 is also home to Sport. > Television Sport With the Olympic Games and the European Championships taking place in 2004, this will be an exciting and exceptionally busy year for RTÉ Television Sport. In 2004 we will bring our audience: Over 200 hours of Olympic Games coverage 75 hours of European Championship coverage Introduction of a number of live FA Premier League soccer matches from September 2004 Ongoing coverage of GAA Championship, FAI and International Soccer, International and domestic rugby, horse racing, motor sports, golf and minority sports. C. RTÉ Radio As stated in the programming commitments for 2003 'the output of nearly 35,000 hours a year on RTÉ Radio is almost entirely home-produced.' As a result commitments concentrate on improving the range, diversity and quality standards of the services rather than adding new hours of broadcast. Key Radio priorities for the four channels will be: RTÉ Radio 1 - social documentaries, regional programming, young peoples, news and current affairs RTÉ Radio 1 proposes to pilot independent commissions in two areas: a serial drama (or radio soap) for a 12 week summer run (8 mins. a day by 5 days a week) and an interactive radio series about the Internet and technology (6 by 30 mins) RTÉ 2fm - student access programming, live music, regional output, sports, news and alternative music RTÉ lyric fm - Outreach programme in schools, coverage of regional festivals and the arts, music commissions and news and current affairs RTÉ Raidio na Gaeltachta - increased drama, factual productions, more regional programming, young peoples output and news and current affairs D. News and Current Affairs RTÉ One Television and RTÉ Radio 1 are the stations to which people turn for news of key events and at times of national significance, which gives them a particular responsibility in terms of their high quality News and Current Affairs. RTÉ Network 2, RTÉ 2fm, RTÉ lyric fm and RTÉ Raidio na Gaeltachta will also continue to provide a first class news service tailored to their audiences.

Mayo Desperately Seeking Surgery a new series of stories filmed from clinics around Ireland, getting inside the minds of those who opt for a drastic cosmetic change Factual New Irish Language Learning series Turas Teanga the first truly multi-media project from RTÉ comprising 20 Irish Language television Irish Language programmes, a radio series, CDs, DVDs, an interactive website and an accompanying book Music and Newly commissioned reality format for the summer Entertainment Telethon 222 hours 200 hours Sunday evening entertainment programme Summer Entertainment for summer Friday or Saturday evenings News and Regularly scheduled News and Current Affairs programming will continue (including Prime Time, Questions & Answers, Current Affairs Nationwide and The Week in Politics).
