Deborah Boone Representative Oregon State Legislature Deborah Boone was appointed to fill an unexpired term for State Representative of House District 32 in August 2004. She has served on the House Committee on Environment & Water; as Co-vice chair of the House Energy, Environment & Water Committee; and on Ocean Renewable Energy Group (OREG ocean energy developers and policymakers). Deborah s achievements include procuring funding for sea floor mapping to provide tsunami modeling, research for fisheries and near-shore habitat, updated navigational charts and for the potential siting for marine reserves and ocean energy projects; research and legislation in the renewable energy sector; support for our commercial & recreational fisheries; and support for STEAM (science, technology, engineering, arts, and math) in our schools. Paul Manson CEO DC Grid Development Corporation Since 1988, Paul Manson has held executive management positions with several development companies in the natural resource industries. Currently serving as CEO of DC Grid Development Corporation. Paul is the former President of Sea Breeze Power Corp. and founder of Sea Breeze Energy Inc., a wind development firm that he co-founded in 2001. Sea Breeze Energy Inc. became the first company in British Columbia to pursue wind energy as a commercial opportunity, and the first company in British Columbia to achieve a full environmental permit for a wind farm. Paul serves as a director of the Clean Technology Community Gateway, a federally incorporated non-profit corporation dedicated to assisting off-grid communities develop

strategies for transitioning to locally available renewable energy resources. He was recently appointed co-chair of the Wind Task Force (Canada Committee) of the International Green Economy Association, headquartered in Shanghai, PRC. Speakers: Adam Auer Director of Sustainability Cement Association of Canada Adam has over fifteen years of experience as a sustainability professional working with public, private and non-profit institutions. As Director of Sustainability with the Cement Association of Canada, Adam works with government, industry, environmental and other civil society groups to promote and enhance concrete s contribution to sustainability, with a specific emphasis on life cycle approaches to climate change mitigation and adaptation. Prior to joining the CAC in 2012, Adam managed Environment Canada s Corporate Environmental Innovation initiative -- a multistakeholder program to promote the business and financial case for corporate environmental leadership and the link between sustainability and an innovative and competitive economy. Adam holds a B.Sc. from the University of British Columbia and a Masters' of Environmental Studies from York University. Kevin Davis Director of Sales Quad-Lock Building Systems Kevin Davis is the Director of Sales for Quad-Lock Building Systems, a manufacturer of Insulating Concrete Forms based in Surrey, BC. Kevin has direct responsibility for the North American market and provides support for International opportunities as appropriate. Kevin sits on the Board of Directors of the CICFI (Council of ICF Industries) and is the Chair of the CICFI Technical Committee, whose primary mandate is to participate and contribute to the development of concrete construction technical details and code approvals for the both the US and Canadian residential, commercial and institutional construction markets. Kevin has lead technical sales teams and business development activity in the concrete construction market for major projects in North America, as well as China, India and the Middle East. Kevin actively

participates in Clean Tech within the City of Surrey and drives sustainable construction methods through advocacy within the BCRMCA and the NRMCA. Dick Forrister CEO and President International Emissions Trading Association Dirk Forrister is CEO and president of the International Emissions Trading Association (IETA). He previously served as managing director at Natsource LLC, the manager of one of the world s largest carbon funds, and served as chairman of the White House Climate Change Task Force in the Clinton Administration during the Kyoto Protocol negotiations. Earlier in his career, he was assistant U.S. secretary of energy for congressional, public and intergovernmental affairs and legislative counsel to Congressman Jim Cooper. Forrister also served as energy program manager for the Environmental Defense Fund. Michael McSweeney President and CEO Cement Association of Canada Michael McSweeney is President & CEO of the Cement Association of Canada. He serves as a Director of the Athena Institute and in 2015 was appointed by Premier Wynne to the Ontario Climate Action Group and asked by the Alberta Minister of the Environment to co-chair a stakeholder panel on climate change. Mr. McSweeney has worked in the private and public sector for 30 years including: CEO, Standards Council of Canada; Ottawa City Councillor; VP, Environment and Public Affairs, Bennett Environment; and VP, Business Development, Archer Daniels Midland. Mr. McSweeney holds an MBA from the Ivey School of Business at the University of Western Ontario and an MPA from Harvard University.

Doug Owens Director of Operations Brookfield Residential Doug Owens is Director of Operation in Calgary for Brookfield Residential, which is a leading North American land developer and homebuilder with operations in major strategic markets. Brookfield entitles and develops land to create master planned communities, building and selling lots to third-party builders as well as to its own homebuilding divisions. Brookfield also participates in select, strategic real-estate opportunities including infill projects, mixed use developments, infrastructure projects and joint ventures. Doug earned his MBA from the University of Calgary, currently sits as the chair of the sustainability committee for the Canadian Home Builder s Association (CHBA) in Alberta, and holds board positions with Green Building Technologies (GBT) advisory panel for Southern Alberta s Institute of Technology (SAIT) Green Building Technologies Advisory as well as with smart energy communities, QUEST-Alberta. Doug also represents Brookfield s through his participation in the CHBA-Canada Net Zero Energy Housing Council. Andrew Pape-Salmon, P.ENG., MRM, FCAE. Associate, Senior Energy and Sustainability Specialist RDH Building Science Inc. Andrew Pape-Salmon works with RDH Building Science out of their Victoria office. He has 19 years experience in energy efficiency and clean energy solutions for communities, buildings and equipment. He specializes in energy economics and policy; working extensively with all levels of government and energy utilities to advance energy efficiency and climate leadership strategies. Andrew is a Professional Engineer with Master Degree in Resource and Environmental Management from Simon Fraser. He was recently inducted into the Canadian Academy of Engineering as a Fellow. Since 2014 Andrew has led PNWER s initiative to develop a 2030 Roadmap to Resilient, Ultra-Low Energy Buildings in the Pacific Northwest which he will speak about today.

Shana Pescheck Director Construction Center of Excellence As director of the Construction Center of Excellence, Shana links industry to the community college system in Washington State for the purpose of coordinating education and training efforts to build a competitive workforce in a global economy. With four priorities: Economic Development, Industry Sector Strategy, Workforce Supply and Demand, and Education, Innovation and Efficiency, the Center is positioned to sustain Washington s competitive advantage through statewide leadership. The Center supports curriculum development, career pathway development and professional development for faculty. The Center also plays and integral role in supporting the development of stackable credentials and Applied Baccalaureate degree programs in the Community/Technical College programs. Shana is also a National Chair for the United States Green Building Council Community Green Program, as well as member of numerous advisory boards and workforce focused committees. Honourable Shannon Phillips Minister of Environment and Parks and the Minister Responsible for the Climate Change Office Government of Alberta Minister Phillips was elected to the Legislative Assembly of Alberta, representing the constituency of Lethbridge-West, on May 5, 2015. On May 24, 2015, Ms. Phillips was sworn in to cabinet as Minister of Environment and Parks and as Minister Responsible for the Status of Women. On February 2, 2016, Ms. Phillips was named the Minister Responsible for the Climate Change Office. Prior to serving with the Legislative Assembly, she worked with the Alberta Federation of Labour as a policy analyst for five years. She also spent five years as a member of the board of directors for the Womanspace Resource Centre, a nonprofit organization that provides resources, referrals and education to the community and to individual women. In 1999 she received a bachelor of arts with honours in political science and in 2002 she completed her master of arts, both at the University of Alberta.

Chris Ragen Chair Canada's EcoFiscal Commission Christopher Ragan is an Associate Professor in the Department of Economics at McGill University in Montreal. He is the Chair of Canada s Ecofiscal Commission, launched in 2014 with a 5-year mandate to identify policy options to improve environmental and economic performance in Canada. He is a Research Fellow at the C.D. Howe Institute. From 2010 to 2013, Ragan held the Institute s David Dodge Chair in Monetary Policy, and for many years was a member of the Institute s Monetary Policy Council. In 2004-05, he served as the Special Advisor to the Governor of the Bank of Canada. Ragan writes mostly about the conduct of macroeconomic policy and has a regular economics column in The Globe and Mail. Chris Ragan holds a B.A. in economics from the University of Victoria, an M.A. in economics from Queen s University and a Ph.D. in economics from the Massachusetts Institute of Technology Sarah Rees Special Assistant to the Director, Climate Policy Washington Department of Ecology Sarah Rees has over twenty years of experience in air quality and climate change matters. She currently serves as the Special Assistant to the Director for Climate Policy at the Washington Department of Ecology. In that capacity, she is responsible for managing Ecology s policies, programs, strategies, and projects that address climate change. Sarah also worked at Ecology earlier in her career, where she led the development of statewide air quality rules, clean air plans, and GHG reporting initiatives. Prior to her current role at Ecology, Sarah led the Policy and Regulatory Analysis Division within EPA s Office of Policy in Washington, DC, where she advised EPA s Administrator and senior management on the development of several high profile regulations, including major actions affecting the electric power sector. Trained as a chemical engineer, Sarah practiced environmental law for several years before obtaining a PhD in Engineering and Public Policy from Carnegie Mellon University.

Al Reid Executive Vice-President, Environment and Corporate Affairs Cenovus Energy As Cenovus s Executive Vice-President, Environment, Corporate Affairs, Legal & General Counsel, Al is accountable for its environment strategy and performance; regulatory applications and compliance; and investor relations, government and public affairs. He is also accountable for Cenovus legal, Board and corporate secretarial matters. Prior to this role, Al was Senior Vice-President of the company s Christina Lake and Narrows Lake assets in northern Alberta. He has worked as a regulatory lawyer, active in matters before the Alberta Energy and Utilities Board, the National Energy Board and the Nova Scotia Offshore Petroleum Board. He joined Cenovus's predecessor company in 1999. Al holds a Bachelor of Physical Education, Bachelor of Science and Bachelor of Law degree from the University of Calgary, as well as an Executive MBA from the University of Calgary s Haskayne School of Business. Al is a member of both the Law Society of Alberta and the Canadian Bar Association. Jesse Row Executive Director Alberta Energy Efficiency Alliance Jesse Row is the Executive Director of the Alberta Energy Efficiency Alliance a group of companies, municipalities, non-profits and individuals working together to advance energy efficiency in the province. Jesse s work involves advocating for new policies and programs at the provincial level as well as network building. In the past, Jesse has been a consultant working in the areas of energy policy and technology assessment, and community energy planning. Jesse graduated from Mechanical Engineering at the University of Alberta and is a registered professional engineer.
