Project Highlights / Lessons Learned Adams County PA (Gettysburg) Public Safety Upgrading from VHF Analog Conventional to 800MHz P25 PH2 Trunked

Adams Co PA - Background VHF 4 sites 522 sq/mi, 2010 census = 101,407 Coverage is very poor Mobile Coverage is marginal in many areas Portable in-building coverage is almost non-existent Last infrastructure upgrade was in 1979 Equipment has been discontinued No manufacturer support Parts no longer available for repairs Purchase of equipment via EBay

Adams Co PA Needs Assessment Needs Assessment 2009 Interviews and information gathering many meetings Determined Functional and Coverage Requirements Question about FirstNet Decided to pursue 800MHz P25, Interop, Alphanumeric Paging (keep TwoTone) Secured 14ea 800MHz Channels

Adams Co PA Coverage Requirements Indoors or Outdoors? MEDIUM Small businesses, large homes HEAVY Industrial Factories, Walmarts, Malls LIGHT Residential i One story, wooden structures

Adams Co PA Coverage Requirements More factors to consider when defining coverage LULC Land Use Land Clutter

Adams Co PA Coverage Requirements Coverage Requirements Target Subscriber = Portable Radio in 8dB/20dB buildings System availability = 95/95 (per TIA/TSB-88) 95% of the time 95% of the locations Delivered Audio Quality or DAQ 3.4

Adams Co PA Coverage Requirements Delivered Audio Quality DAQ TIA/EIA definitions per TSB-88: DAQ1.0 Unusable, Speech present but unreadable DAQ2.0 Understandable with considerable effort. Frequent Repetition due to Noise/Distortion DAQ3.0 Speech understandable with slight effort. Occasional repetition required due to Noise/Distortion DAQ3.4 Speech understandable without repetition. Some Noise/Distortion (Generally used as standard minimum requirement for public safety.) DAQ4.0 Speech easily understood. Occasional Noise/Distortion DAQ4.5 Speech easily understood. d Infrequent Noise/Distortion ti DAQ5.0 Speech easily understood

Adams Co PA Coverage Requirements Coverage Requirement Gridmap Define requirement per 1/2 x 1/2 mile = 1/4 sq/mi

Adams Co PA RFP Request For Proposals Structured RFP in 3 Sections: Radio Infrastructure and User Equipment (including interop and paging sub-systems) Microwave Backbone Tower Sites (towers, shelters, generators, etc.) Award- Hesitation to Make Decision Took about a year- Motorola, Alcatel, JG Contracting

Adams Co PA Award / BAFO Vendor Selection Initial selection based on best value BAFOs Vendors sharpened their pencils and offered very competitive pricing Motorola - price is approx. 37% off list price, they also offered an additional incentive i of $265,000 if contract is signed by Dec 15 Alcatel/Lucent - also offered a December signing discount valued at $56,556 JG said they would not increase their price, even tho steel prices have went up Final Cost (reductions realized since BAFO) Tower Sites were reduced from 20 to 19, while still meeting coverage requirements Refined interoperability sub-system to reduce cost Conversion to a DC power source at all shelters, which reduced cost

Adams Co PA Award / BAFO Iiil Initial Proposed Cost $26.1M BAFO $25.7M Final Cost $25.07M* ($630,000000 in Add l Savings)

What Adams Co is getting 19 site, 800MHz P25 PH2 Public Safety Radio System This is a standard, core public safety radio system with no frills. Some non-critical features were dropped for BAFO (extra system redundancy, console headsets, service equipment), there are no more features to trim Coverage req- countywide 8db, 20db in certain areas Starter subscriber package (end user radios) is included Minimum counts of mobile & portable radios based on # of apparatus, not one portable for every person

What Adams Co is getting cont Microwave 20 hops Mix of 6 and 11GHz MPLS Interop Sub-system Provides interoperability within Adams County and with surrounding counties in PA and MD VHF, UHF and 800 Alphanumeric paging system They are keeping their two-tone legacy system as well

Adams Co PA CDRs (Contract Design Reviews) Motorola Started in June Very detailed discussions on every facet of system IP vs T1s, back-up dispatch- what features do they want there, tower space availability*, CCGW ports, coverage (for all systems), NICE recorder, licensing, final counts of EVERYTHING Alcatel (microwave) Straight forward, almost complete JG (sites) Just beginning

Adams Co PA Implementation Master Schedule Kimball Pull in all 3 vendors, coordinate moving forward

Adams Co PA Challenges Challenges moving forward Coordinating vendors throughout implementation Variables Sites- availability, agreements, lease costs, Township ordinances Licensing Site construction Tower heights, battlefield*

Adams Co PA Interop System Internal Interop Challenges- Operates in a number of different bands VHF low band (30 to 50MHz) VHF high band (150 to 174MHz) UHF band (450 to 472MHz) New county-wide system External Interop Challenges Surrounding counties remain on different bands Slti Solution- TAC-stack

Adams Co PA Interop System TAC-stack Stacks of radios for tactical function Concept developed by the State of Maryland White paper written by: Richard A. Bohn, DBM Alan T. Kealey, DNR

Adams Co PA Interop System How do you do tackle something like this? Very carefully

Adams Co PA Interop System 1. Develop requirements RF coverage Functionality 2. Preliminary design 3. Evaluate possible components 4. Develop budgetary costs 5. Present to County- get OK 6. Implement
