PtashCrp Tier 1 Safety Standard Date Revisin Changes 03/09/2016 0 Dcument issued 11/01/2016 1 Apprved by Nutrient Presidents 1.0 Purpse This prcedure utlines the PtashCrp (PCS) Flame Resistant Clthing (FRC) prgram. Each emplyee must wear the apprpriate flame resistant clthing fr prtectin frm the danger f a flash fire r an electrical arc flash. FRC is designed t minimize burns which culd result frm a flash fire r arc flash and shall be wrn as the utermst garment. FRC des nt take the place f Persnal Prtective Equipment (PPE) which guards against ther hazards e.g. asbests r chemical expsure. If persnnel are invlved in an activity which requires that PPE be wrn, the PPE shall be wrn ver the FRC. Examples f PPE that may be wrn ver FRC are: extremely dirty areas r vessels, welders leathers, etc. dispsable cveralls wrn t enter 2.0 FRC Requirements All persns (emplyees, service prviders/cntractrs) wrking within designated areas f the site must wear FRC, except as defined in site specific plicies and prcedures. 3.0 FRC Types and Use A. FRC prvided by PCS fr the Ptash sites will have a minimum Arc Thermal Prtective Value (ATPV) rating f 8.0 cal/cm 2 r greater and meet the prtective requirements f NFPA 70E HRC 0, 1 & 2 in a single layer f material. Fr the Nitrgen & Phsphate sites the FRC clthing will have a minimum Arc Thermal Prtective Value (ATPV) rating f 4.0 cal/cm 2 r greater (any emplyee with electrical respnsibilities will require level 2 Arc Thermal Prtective Value (ATPV) rating f 8.0 cal/cm 2 r greater).the site Safety Manager and Crprate SHE must apprve any ther fabrics. B. The types f FRC garments apprved fr use n site include: shirts, pants, cveralls, jackets, bib pants, and parkas. Fr FRC t prvide maximum prtectin in the event f a flash fire r arc flash it must be wrn prperly. Therefre, while in FRC required areas, FRC must be wrn with: Lng sleeves dwn and buttned Pants legs dwn t she tps Frnt clsures fully zipped r buttned up t but nt including the tp buttn Shirt tails tucked in at the waist C. Reflective Requirements fr Clthing: Reflective striping n clthing has been recgnized t prtect wrkers in areas f pr visibility. All FR clthing must cntain reflective striping fr enhanced visibility. PtashCrp Tier 1 Safety Standard Canadian FR clthing must fllw CAN/CSA Z96-09 Class 1, Level FR standard. U.S clthing shuld have striping cnsistent with FR Clthing manufacturer s reflective striping standards. The Canadian striping must be 2 yellw/silver/yellw FR reflective trim and be laid in the fllwing distinctive pattern: Tw vertical stripes n the frnt extending ver the shulders and dwn t the waist A waist-level hrizntal stripe extending entirely arund the back t the bttm f the vertical stripes A symmetric X n the back extending frm the shulders t the waist Hrizntal stripes/bands n the sleeves that encircle the arms Hrizntal stripes/bands n the pants legs that encircle the legs Other Cnsideratins: Leather aprns wrn fr welding peratins in the shp areas must be remved when nt perfrming statinary peratins such as welding at a bench, in a shp r ther enclsed areas. Leather Aprns used in ther areas nt identified need t be apprved by Site Management after a risk assessment has been cnducted that has determined it is safe t d s. PtashCrp Tier 1 Safety Standard Reflective materials shall be maintained in a cnditin that des nt allw them t becme wrn r dirty t a pint that will inhibit its effectiveness. D. Rain gear is acceptable as an individual's utermst garment during rainy weather. E. It is strngly recmmended that all persnal undergarments wrn under FRC and in cntact with the skin be made f natural fibers (i.e., cttn, wl, silk). Althugh FRC resists catching fire, it des nt prevent the transfer f thermal energy t the bdy. If enugh thermal energy is transmitted thrugh the FRC, undergarments made f certain synthetic fibers (nyln, rayn, plyester, r plyester blends, plyprpylene) may melt and adhere t the skin. It is the wrker s respnsibility t ensure synthetic fabrics that melt nt be wrn under FRC next t the skin. F. N decals/patches and ther material may be attached t FRC, unless cnstructed f FRC materials and apprved. 4.0 FRC Exemptins Rutine activities which d nt require FRC include, but are nt limited t, the fllwing examples: Persnnel traveling n established radways r walkways prvided they d nt enter FRC designated areas. Emplyees will be permitted t wear nrmal street clthes frm the plant entrance t their lcker rms n designated walkways. Persnnel entering the plant by vehicle wh are prceeding directly frm the main gate t an ffice area r the main cntrl rm are nt required t wear FRC. Security persnnel will nt be required t wear FRC unifrms (unless entering FRC prcess areas). Janitrial services emplyees will nt be required t wear FRC, unless traveling thrugh an FRC area t get t a wrk lcatin. Sme exemptins apply fr certain truck drivers depending n plant destinatin and hazard (examples: delivery t nn-frc areas delivering nn-hazardus materials, Federal Express, UPS, fd deliveries, drinking water, etc) and truck drivers invlved in prduct hauling. FRC may nt be required where new cnstructin is underway that is nt lcated inside an perating unit r area. FRC will be required nce hydrcarbns are intrduced int these areas. Emplyees perfrming wrk utside the plant fence line such as grass cutting and landscaping will nt be required t wear FRC. Hwever when perfrming similar wrk tasks inside the fence line FRC will be required t be wrn. FRC prtectin may be required in these areas if the wrk being perfrmed presents a ptential hazard t persnnel. There may be special situatins/wrk tasks causing flash fire r arc flash ptential in a nn-frc area in these circumstances the area perating supervisin can then designate the area/jbs t require FRC. 5.0 Identificatin and Labelling All FRC garments shall be labelled in accrdance with ASTM 1506, CGSB 155.20, NFPA 2112 and will include the fllwing at a minimum. Emplyees will receive replacements by turning in wrn r damaged FRC, which is n lnger serviceable. Clthing will be cnsidered n lnger serviceable when ne f the fllwing cnditins is met: Clthing which is trn r ripped beynd repair Clthing that has lst its fire resistant capabilities (thinning r wearing/fraying f the fabric) Clthing which has been siled with chemicals t the pint where it cannt be cleaned sufficiently enugh t maintain its fire resistant prperties Clthing that n lnger affrds prper fit and cannt be altered. 9.0 Training Emplyees required t wear FRC shall receive initial and peridic training as necessary fr the fllwing: Benefits f flame resistant clthing Review f the FRC Prcedure Sizing and laundering details Nn-cmpliance f this FRC Standard will result in disciplinary r crrective actin as determined by site plicy. 10.0 Deviatins Deviatins frm this standard may take place nly if apprved by the site Safety Manager and Crprate SHE.
