Alillian R. Trull, MBA, CGFO, Finance Officer Greenville County School District Nominee for President-Elect Alillian Trull was born, and has always lived in Greenville, SC, one of the eighteen best towns named by Outside magazine. Alillian joined the Greenville County School District team in 1995, the largest school district in the state of South Carolina. They have been awarded district-wide National Accreditation from the AdvancED Accreditation Commission. As Finance Officer for the School District, Alillian provides leadership and management for Accounts Payable, Accounts Receivable and General Ledger. Alillian s work has contributed to the awards received by Greenville County Schools from GFOA, Certificate of Achievement for Excellence in Financial Reporting and ASBO, Certificate of Excellence in Financial Reporting. Alillian received a Bachelor of Liberal Arts degree from Furman University in 2003. She received her Masters of Business Administration from North Greenville University in 2007. In October 2009, Alillian was awarded her certificate as a South Carolina Government Finance Officer. Alillian has served on several committees for GFOASC. She has served on the Fall Conference committee, was the Chair of the 2014 Spring Conference, and is currently serving on the Certification committee. Alillian has been married to Daniel Joseph Trull for thirty-four years. They share two children, a daughter, Julie Trull Powers, and a son, Daniel Joseph Trull, Jr. Alillian loves spending time with her six grandchildren. Alillian also enjoys singing in the choir and teaching at Truth Missionary Baptist Church
Jessica Gwenn Lee, Fiscal Analyst, Department of Parks, Recreation and Tourism Nominee for Secretary Jessica Gwenn Lee currently works as a fiscal analyst for the Department of Parks, Recreation and Tourism. She has a bachelor s degree from Lander University in Business Administration. Jessica has been a member of GFOASC for two years and has assisted Deborah S. Nye, Sponsor Coordinator for GFOASC, with sponsor/vendor coordination for the past 10 years. Ms. Lee moved back to SC in 2012 after living in the Virgin Islands for the past five years. She has worked in various positions; such as wholesale lockbox coordinator, accounts receivable associate and advertising manager. She currently resides in Gilbert, SC with her son and daughter.
Kathryn Masewicz, Controller, Riverbanks Zoo and Garden Nominee for Secretary Kathryn Masewicz is currently the Controller at Riverbanks Zoo and Garden where she has worked for seven years. She has an Accounting degree and a Business Management degree from Meredith College in Raleigh, North Carolina and an MBA from USC in Columbia. Prior to working at Riverbanks Zoo and Garden she spent eight years at a small CPA firm in North Myrtle Beach. Kathryn started her career in accounting at Medic Computer Systems, Inc., in Raleigh, North Carolina where she concentrated in sales and use tax for 45 states. Kathryn is married and spends her free time singing, playing hand bells, and going to auctions with her husband.
Vicki C. Bowles, Director of Grants and Funds Management, SC Vocational Rehabilitation Department Nominee for Board Member Vicki has over thirty-five years of financial accounting and auditing experience in the governmental and nonprofit sectors. She began her career as an auditor for the SC State Auditor s Office where she was involved in financial audits of a number of state agencies and universities. Vicki joined the staff of Easter Seals South Carolina in 1981 and served in various financial capacities including Accountant, Accounting Manager, and Controller/Information Technology Manager. In 2001, Vicki joined the Finance staff of SC Vocational Rehabilitation Department, and now serves as Director of Grants Financial Management and budget functions for the agency. She earned her B.S. degree in Business Administration with a major in Accounting from the University of South Carolina, and is a Certified Public Manager and Certified Government Finance Officer. Vicki lives in Lexington, and has grown children: Lauren Harring (married to Cody), who lives in Charlotte, and Jonathan, a junior at Clemson. She is a member of Lexington Presbyterian Church and is active in the choir. She also serves as Treasurer for Interfaith Community Services.
Belinda S. Harper, Finance Director, Town of Summerville Nominee for Board Member Belinda S Harper was born and raised in California. Belinda joined the United States Army after graduating from high school and was eventually stationed in South Carolina. After being honorably discharged from the United States Army, Belinda attended the University of South Carolina, and in 1983, received her Bachelor of Science degree in Business Administration, majoring in accounting. She then moved back to California and spent five years working in the manufacturing industry in Silicon Valley. In order to obtain her CPA license, she worked in public accounting for two years, and received her CPA license in 1990. After receiving her CPA license, she worked four years for a full-service, nationwide mortgage company in Santa Rosa, California. Belinda then moved back to South Carolina and began her governmental work experience in 1995, working for the City of Seneca. She remained there for 16 years as the clerk treasurer/finance officer. While there, she received her Master Business License accreditation and certification as a Municipal Clerk. In 2013, she received her certification as a governmental finance officer and currently works for the town of Summerville as the Finance Director. Belinda has over 31 years of experience in private, public and governmental accounting. She currently resides in Summerville, and she and her husband, Michael, attend the Summerville Presbyterian Church.
Ed Pearce, Chief Financial Officer/Fiscal Affairs Administrator Department of Juvenile Justice Nominee for Board Member J. Ed Pearce Jr. currently serves as the Chief Financial Officer/Fiscal Affairs Administrator for the Department of Juvenile Justice. He has worked in this role since 2012 and was the Director of General Accounting for three years prior to his current position. His previous professional experience included over 15 years in retail and commercial banking with the last five years serving as the Vice President/Market Executive for First Community Bank. Ed retired in 2012 from the South Carolina Air National Guard with over 23 years of service. He served 13 years as the Director of Human Relations and 10 years as a survival instructor. Ed graduated with a Bachelor of Science degree in Accounting and Economics from Newberry College in 1996. He completed the University of South Carolina/South Carolina Bankers School-three year executive banking program in 2006. Ed is currently working to complete his Masters in Public Administration from Clemson University in 2015.
Donnita Smith, City of Spartanburg, Accounting Manager Nominee for Board Member Donnita Smith, CGFO has been employed with the City of Spartanburg s Finance Department for the past 18 years. She started her career as the City s Accounting Clerk and worked her way up the ladder of responsibility: G/L Accountant, Budget Analyst, and Accounting Manager, which is the position she has held for the past 8 years. Her comprehensive background has ensured both front line and management level familiarity with essential financial functions, including budget analysis, capital assets, bank reconciliations, payroll, A/P, and grants management. Donnita received her Bachelor s degree in Business Administration with a concentration in Accounting from the University of South Carolina at Upstate and her Masters of Business Administration from Webster University. She has been a member of the GFOASC since 2000. Donnita is married to Ronnie Smith and has one son, Rashad Riley, a sophomore majoring in Engineering at the University of South Carolina in Columbia and a step daughter, Anaya Smith a freshmen at Dorman High School.
Sheila W. Smith, Midlands Technical College Budget Director Nominee for Board Member Sheila W. Smith serves as the Budget Director for Midlands Technical College, where she has been employed since 2000. She also manages the Grant Accounting staff. Sheila is a member of the Finance and Accounting Training Team which plans professional development opportunities for the Finance staff. She received her Bachelor of Science degree from Strayer University in Business Administration and she also has an Associate degree from Midlands Technical College in Accounting, Management, and Marketing. Sheila is currently working on her Master s degree in Business Administration. Sheila has been a member of the Government Finance Officers Association of South Carolina (GFOASC) for 7 years and has served on the Fall Conference Committee for 3 years. She has been a member of the Southern Association of Colleges and University Business Officers (SACUBO) for 4 years. Sheila is married and has two children. She is a member of Saint Matthews Lutheran Church in Lexington, South Carolina. Sheila has served as a Girl Scout leader and is currently an active softball and volleyball mom. Sheila states, GFOASC has provided me with some excellent professional development opportunities over the years. I look forward to serving on the Board and getting involved with the planning of professional development activities for the organizations members.
Kendra Dove, Deputy Treasurer for Richland County Nominee for State Representative Kendra L. Dove currently serves as Deputy Treasurer for Richland County, where she manages the County s banking and investment relationships. An experienced professional in both state and local government, Kendra has worked with Richland County since 2003. Prior to working in county government she worked as an Accountant / Fiscal Analyst for the South Carolina State Treasurer s Office where she worked in the Investments Division managing the State s General Deposit account portfolio. Before entering the public sector, Kendra spent several years in the private financial and banking sector; working for financial institutions such as the National Bank of South Carolina in retail banking and investments as well as Wachovia Bank Securities as an Investment Service Representative. She holds a Bachelors of Business Administration in Management from Francis Marion University, Florence, South Carolina and a dual Master of Arts in Management and Human Resource Development from Webster University, St. Louis, Missouri. Kendra has been an active member of GFOA since 2007 during which time she has served on five fall conference and two spring conference planning committees and held a role as Director on the GFOA Board.
Matt Evans, Clarendon County Treasurer Nominee for State Representative Matt Evans currently serves as Clarendon County Treasurer. Prior to being elected County Treasurer, Matt was the County Finance Director for 15 years and then Deputy Treasurer for 3 years prior to his first election in 2002. He is a graduate of Francis Marion University with a BS in Business Administration with a concentration in accounting and he also has a Masters of Public Administration from Troy State University. Matt obtained his certification as a Certified Government Finance Officer with the GFOASC in 1996 Certificate Number 65. Matt has been an active member of GFOASC since the early 1990 s and had the opportunity of serving on several conference committees as well as serving a term on the board of directors. He has had the opportunity to serve as treasurer and later president of the South Carolina Association of Auditors, Treasurers and Tax Collectors in 2009, and was the recipient of the L.H. Sonny Siau Award of Excellence in 2012 given by the SCATT Association. Matt served as chairman of the Title 12 Recodification Committee for SCATT and currently serves on the Legislative and Siau award committees. I would like the opportunity to serve as the state representative of GFOASC so that the hard work, efforts and accomplishments of this association could be promoted and made public to bring more awareness to the caliber, dedication and success of the membership of GFOASC.
