A N N U A L R E P O R T 2 0 1 2 M I S S I O N S T A T E M E N T It is the mission of the Los Angeles Police Department to safeguard the lives and property of the people we serve, to reduce the incidence and fear of crime, and to enhance public safety while working with the diverse communities to improve their quality of life. Our mandate is to do so with honor and integrity, while at all times conducting ourselves with the highest ethical standards to maintain public confidence. The notation parentheses at the end of a bulleted item reference a Department issued new release or newsletter article that will provide additional information. NR News Release

L e a d e r s h i p As I write the last message for the year, I proudly reflect on the accomplishments we have had over the last 12 months and I look forward to what 2013 holds for us on a professional and personal level. In addition to a continued drop in crime, we had notable successes with the second hard closure of the 405 freeway, or Carmageddon II, and the transportation of the Space Shuttle Endeavour from LAX to the California Science Center. These are just two examples of our ability to collaborate with other agencies and the community, in order to produce positive results. Likewise, it would be impossible to have these and other types of successes without the support and cooperation we get from our City partners. Whether it be vigorously prosecuting the cases we investigate, defending our officers against lawsuits, or coordinating gang intervention efforts, we thank these individuals for their hard work and dedication throughout the year: Lastly, I would like to thank each of you for everything that you ve done to help preserve the quality of life for the people of Los Angeles. The Los Angeles Police Department would not be where it is today, if not for the dedication of each member of this organization. You have much to be proud of and, as your Chief, I couldn t be more honored to represent you. December 2012 Chief Message P o l i c e C o m m i s s i o n Police Commissioner Alan Skobin Nominated to the Position as Fire Commissioner: Alan Skobin was nominated by the Mayor for a position as a Fire Commissioner for the Los Angeles City Fire Department. (March 23 NR) Rafael Bernardino, Jr. was appointed to the Los Angeles Board of Police Commissioner: Mr. Bernardino was appointed in August to the LAPD Police Commission. (January 12 NR, January-March Beat Magazine) Animal Sales Signage Intensifies Enforcement Efforts Multi-Agency Effort to Deter/Prosecute Illegal Animal Sales: The LAPD, the Department of Animal Services, the City Attorney, Councilmembers and members of L.A. s humane community discussed the City s new enforcement effort against the illegal sales and purchase of animals in public places. (October 11 NR) Celebrities Team-Up with LAPD to Fight Juvenile Delinquency 1- CUP Campaign Launch: LAPD along with celebrities came together to help decrease the incidence of juvenile delinquency by raising money to fund youth development programs. (November 1 NR) a w a r d s LAPD to Combat Traffic Deaths and Injuries with Special Program: LAPD was awarded a new traffic safety grant for a year-long program aimed at preventing unnecessary deaths and injuries on our roadways. (February 1 NR) LAPD Honored for Taking Lead in Autism Awareness Training: A ceremony was sponsored by the Autism Society of Los Angeles to acknowledge the LAPD for being on the leading edge of autism awareness training. (March 14 NR) Chief Beck Honors Officers with Distinguished Purple Heart & Medal of Valor Award: Chief Charlie Beck presented the Department s highest honors to 15 recipients at the Medal of Valor and Purple Heart Awards Ceremony. (May 4 NR) 80 Members of the LAPD Recognized During Awards Ceremony: Members of the LAPD received several different awards for bravery and outstanding service. (July 10 NR) LAPD Mental Evaluation Unit Honored During Awards Ceremony: Two members of the LAPD s 13-member Case Assessment Management Program were recognized for their dedicated support and assistance in responding to San Fernando Valley Community Mental Health Center clients in need of emergency mental health services. I n M e m o r i a m Hollywood Division along with the Los Angeles Police Emerald Society honored the 49th anniversary of the murder of Officer Ian Campbell: Policeman Ian Campbell was shot execution style and killed after he and his partner were abducted by two suspects during a traffic stop. Campbell was a bagpiper and often played the bagpipes in the basement of Hollywood station. Officer Campbell s funeral was the first in LAPD s history in which bagpipes were played. (January-March Beat Magazine) Annual Memorial Ceremony to Honor LAPD Officers Who Made the Ultimate Sacrifice: LAPD officers honored officers killed in the line of duty. The program featured the traditional roll call of fallen heroes, a 21-rifle volley, formation helicopter fly-over, a missing man rider less horse & the symbolic sounds of bagpipers. (May 1 NR) First LAPD Reserve Officer Killed in the Line of Duty: The lost story of George Booker Mogle was brought to light nearly 50 years later. Reserve Policeman George Booker Mogle was killed in the line of duty in 1946. He was shot by a prowler suspect on July 31 and died of his wounds a week later on August 7. (July-September Beat magazine) T a s k F o r c e Joint Arson Task Force Needs the Public's Help to Identify a Person of Interest: LAPD, LASD, LAFD and Bureau of Alcohol, Tobacco, Firearms and Explosives investigated a series of arson fire incidents that occurred in multiple locations. (January 1 NR) Lankershim Boulevard Prostitution Reduction Operations Plan: Foothill Area Officers conducted a 20-hour prostitution task force that included several Departmental resources which yielded 34 prostitution related arrests. (March 14 NR)

H i g h p r o f i l e Chief of Police Clarifies Proposed Change in Vehicle Impound Procedure: Chief Beck made a statement and explanation of the proposed changes in procedure. (February 10 NR) Former LAPD Detective Stephanie Lazarus Convicted on Murder Charges: Stephanie Lazarus was convicted of the 1986 beating and shooting of Sherri Rasmussen in her Van Nuys home. (March 8 NR) 20 Year Anniversary of the LA Riots: 20 years ago people from all over watched as civil unrest engulfed Los Angeles City. (April Beat) USC Murder Suspects Arrested: On Friday afternoon around 4:30 p.m., LAPD detectives arrested two men responsible for the killing of USC graduate students Ming Qu and Ying Wu, who were gunned down in their vehicle in the early morning hour of April 11, 2012. (May 19 NR) Mission 26 The Big Endeavour: On Friday, October 12 th, Space Shuttle Endeavour embarked on its last mission. The Endeavor left LAX and traveled through the streets of Los Angeles and Inglewood to its final destination at the California Science Center. (October 2 NR) T e c h n o l o g y Former Raider Anthony Wayne Smith Linked to Three Cold Case Murders: Special Section of Robbery-Homicide Division announced the filing of murder charges against Anthony Wayne Smith in two 1999 unsolved murders and one in 2001. (July 6 NR) Southland Man Linked to Several Cold Case Murders in Los Angeles, Pomona, and Riverside County Spanning 20 years: Detectives from the Cold Case Homicide Special Section of Robbery-Homicide Division announced the linking of Larry D. Hubbard unsolved Los Angeles murders in 1980. (August 3 NR) LAPD Launches Facebook and Twitter Page: The LAPD posted the last 42 unidentified photos of women that were in possession of a serial murder suspect, dubbed in the media as the Grim Sleeper. (October 18 NR)

E v e n t s Mayor Villaraigosa and Chief Beck Announce the 2011 End of Year Crime Statistics: The Mayor and Chief come together to announce the 2011 crime statistics. (January 5 NR) Chief Beck and Councilmember Wesson Celebrate the 5th Season of Project SAVE s Late Nite Hoops Basketball League: A program that provides an opportunity for more than 120 young men to play organized basketball, rather than running the streets. (January 5 NR) Martin Luther King Jr. and Cesar Chavez Annual Breakfast Celebrations: These two events venerate the development of a transformative partnership between the LAPD and the diverse communities it serves. (January 16 NR, March 28 NR) Chief Charlie Beck & the LAPD Basketball Team Partner with Harlem Globetrotters to Promote Safety, Respect and Education to Southland Kids: LAPD and the Harlem Globetrotters came together to support the message of the Globetrotters Cooperation. (February 2 NR, January-March Beat magazine) Off-Duty Officers Team Up with Voice For The Animals to Rescue Cats on Skid Row: Off-Duty LAPD Officers teamed up with Voice for the Animals. Voice For The Animals foundation is a non-profit animal rescue organization dedicated to creating respect and empathy for animals through education, rescue, legislation, and advocacy. (April 27 NR) LAPD & LAFD 2012 Safe Summer Tip-Off Event: Personnel held the 3rd Annual Safe Summer Tip-Off Youth Festival and Basketball Event. The event was hosted by actor, comedian Mr. Arsenio Hall. (June 6 NR) Record Setting Number of LAPD Cadets to Graduate at the Cadet Program: LAPD hosted its latest Cadet Program Graduation ceremony where nearly 600 youth participated in a commencement exercises.
