Preface Welcome to the Michigan Department of Education - Low Incidence Outreach (MDE-LIO) Technology Curriculum for Students with Visual Impairments (TCSVI). The recommendation of MDE-LIO is that each of the Local Educational Agencies (LEA) will integrate this technology curriculum document into their District s Technology Plan. According to the Michigan s Educational Technology Standards and Expectations (METS, 2006), a goal of No Child Left Behind (NCLB, 2001) is that schools will assist every student in crossing the digital divide by ensuring that every student is technologically literate by the time the student finishes the eighth grade. Technology literacy is the ability to responsibly use the appropriate technology to communicate, solve problems, and access, manage, integrate, evaluate, and create information to improve learning in all subject areas and to acquire lifelong knowledge and skills in the 21 st century (METS, 2006). These standards and expectations are especially critical for students with visual impairments if they are to acquire and maintain the same level of lifelong knowledge and skills commensurate to that of their sighted peers. All educational settings should provide a student who is blind or visually impaired appropriate access and experiences in technology. To assist LEAs, MDE-LIO has created a technology curriculum in preparation for planning a well rounded technology program, which embraces the Michigan Education Technology Standards for all students in the state of Michigan. 2

Background MDE-LIO used Farmington Public School District s Technology Plan as the basis for creating the Technology Curriculum for Students with Visual Impairments curriculum. In addition, a variety of assistive technology assessments and programs were integrated with the appropriate adaptations/accommodations for students with visual impairments. To ensure that students with visual impairments have a viable technology plan in place, an assistive technology evaluation should be ongoing and include anticipated programming needs for two to three years. Students with visual impairments should be equipped with the necessary technology skills that would afford them the ability to perform at the same level as their sighted peers. It is imperative that students with visual impairments be taught prerequisite technology skills before they are required. For this to be effective, a systematic approach should be imbedded into the curriculum. This systematic approach will make it possible for the student/teacher to focus on regular classroom instruction. It may be quite challenging for an individual student to simultaneously learn the curriculum and the new assistive technology skill. 3

Introduction The Technology Curriculum for Students with Visual Impairments document reflects what individual students with visual impairments should acquire throughout their educational experience from kindergarten through the 8th grade. The Technology Curriculum for Students with Visual Impairments (TCSVI) is not a discrete course of study. It is a curriculum designed to be integrated into the LEAs Technology Plan/Curriculum. Providing separate units of study would hinder the integration of this curriculum. The TCSVI presents how technology standards, key concepts, benchmarks and task assessments can facilitate the delivery of a functional K-8 curriculum for the education of students with visual impairments. The Technology Curriculum for Students with Visual Impairments is not an assessment tool, but a guideline for the implementation into the technology curriculum as to what a student exiting skill should be for each grade level. Each LEA will need to develop an assessment tool or contact someone to assist them with the process. MDE-LIO can be an option for providing assistance with developing an appropriate assessment tool. The assessment process should incorporate informal measures and use tools like the Learning Media Assessment, Current Eye Examination and a Functional Low Vision Evaluation. Kindergarten Technology Key Concept: I. Awareness, exploration and opportunities to experience using technology and introduction of the Internet and World Wide Web. Benchmarks A. Demonstrate an understanding that people use many types of technology in their daily lives. Assessment Tasks A1. Students will be introduced to a variety of technology tools such as cameras, computers, audio/video players, IPODS, etc. A2. Students will explore and experience how people use technology to solve problems, interact with another and for leisure recreational activities and personal growth, and personal growth. A3. Students will be aware and exposed to the Internet and World Wide Web through teacher modeling and demonstration. Benchmarks A. Demonstrate an understanding that people use many types of technology in their daily lives. B. Use basic terminology to identify and descr4ibe the components of a technology system. C. Explore and use the keyboard and perform basic operations with adaptive technology and teacher guided assistance. D. Demonstrate the safe operation and proper care of a technological system. E. Explore and experience the use of assistive technology devices such as magnifying lenses for monitor, magnification software, Braille, large print, text reader, scanner, speech synthesizers, electronic encyclopedias, etc. 5

Be introduced to and aware of adaptive technology for student functional access to the computer such as; Braille overlays, labels, keyboard tactile locators, speech synthesizers, screen readers, speech output software, optical aids (magnifying lenses for monitor, magnification software/hardware) 7

C3. Be introduced to appropriate software icons and tools. C4. Begin to learn alpha and numeric keys on the keyboard. Assessment Tasks (continued) C5. Students will be able to perform basic operations skills such as: locate the power button, turn on/shut down correctly, login/logout with assistance as needed and print. C6. Begin to demonstrate correct use of special keys such as; shift enter, delete, return/enter, backspace and CAPS control, windows logo, alt, escape with assistance as needed. C7. Begin to demonstrate proper use of mouse/navigational keys with assistances as needed such as; scroll bar, arrows, tab, stop, home, page up, page down. C8. Begin to demonstrate ability to handle and use CD/DVD correctly. Aware and demonstrate recognition of appropriate keyboard, keyboarding, program and any adaptive aids required. Aware of age appropriate software and Assistive Technology Device(s) (ATD) icons for computer access. Demonstrate ability to access software by selecting appropriate icon(s) or use of navigation or special keys. Aware of using the relief dots on f and j keys as a cue for hand placement.
