APPLICABILITY: Reliability Crdinatr System Operatrs I. Purpse Prvide the Reliability Crdinatr System Operatrs (RCSO) with established prcedures t: Imprve cmmunicatins fr the issuance f Operating Instructins with predefined cmmunicatins prtcls t reduce the pssibility f miscmmunicatins that culd lead t actin r inactin harmful t the reliability f the Bulk Electric System (BES); Achieve a clear understanding f expectatins when issuing an Operating Instructin, and Prvide guidance t the RCSOs t achieve clear, frmal and cnsistent cmmunicatins. II. Intrductin The prtcl cntained within this dcument shall apply t all perating cmmunicatins. All terms used herein shall have the meaning prvided in the NERC Glssary f Terms used in NERC Reliability Standards unless therwise identified: Term Definitin Disturbance 1. An unplanned event that prduces an abnrmal system cnditin; 2. Any perturbatin t the electrical system, r 3. The unexpected change in ACE that is caused by the sudden failure f generatin r interruptin f lad. Element Any electrical device with terminals that may be cnnected t ther electrical devices such as a generatr, transfrmer, circuit breaker, bus sectin r transmissin line. An element may be cmprised f ne r mre cmpnents. Emergency Any abnrmal system cnditin that requires autmatic r immediate manual actin t prevent r limit the failure f transmissin facilities r generatin supply that culd adversely affect the reliability f the Bulk Electric System. Term Definitin Facility A set f electrical equipment that perates as a single Bulk Electric System Element (e.g., a line, a generatr, a shunt cmpensatr, transfrmer, etc.). Operating Instructin A cmmand by perating persnnel respnsible fr the Real-time peratin f the intercnnected Bulk Electric System t change r preserve the state, status, utput r input f an Element f the Bulk Electric System r Facility f the Bulk Electric System. (A discussin f general infrmatin and f ptential ptins r alternatives t reslve Bulk Electric System perating cncerns is nt a cmmand and is nt cnsidered an Operating Instructin.) Nte: In additin, fr the purpse f this dcument, the fllwing term which is nt included in the NERC Glssary f Terms used in Reliability Standards shall be defined as fllws: Three-Part Cmmunicatin Prtcl A cmmunicatin prtcl where: 1. Infrmatin is verbally stated by an initiating party; 2. The receiving party repeats the infrmatin back crrectly (nt necessarily verbatim) t the initiating party, and then 3. The initiating party either: a. Cnfirms the infrmatin repeated by the receiving party is crrect, r b. Reinitiates the cmmunicatin until the infrmatin repeated by the receiving party is cnfirmed t be crrect. Public Page 2 f 7 Effective Date: January 11, 2018
The expectatins belw will be fllwed during perating cmmunicatins: RCSOs shall use the English language fr all cmmunicatins. 1 Identify yurself: At the beginning f each cnversatin, all participants shuld identify themselves t the ther parties by the entity they represent and, if pertinent, their psitin. Specify the nmenclature 2 : When referring t system cmpnents (e.g., Transmissin Lines, Remedial Actin Schemes, substatin equipment, etc.) the mst cmmnly accepted terminlgy shuld be used. As time and necessity allw, discussins f general infrmatin and ptential ptins and alternatives shuld be fully cmpleted prir t any issuance f an Operating Instructin t ensure the effectiveness f the cmmand is delivered withut undue interference frm ther supplemental cnversatin. Operating Instructins will be issued using the time that the entity is using fr peratins in 24-hur time ntatin and will have a specific time f cmpletin. 3 If the Operating Instructin is t maintain a cnditin r a state f a facility, the use f until further ntice is acceptable and satisfies the requirement fr a time f cmpletin. Operating Instructins will be issued in the frm f a cmmand, r instructin t perfrm an actin, and may be used t address either Emergency r nn- Emergency situatins. Prir t issuing an ral Operating Instructin, the RCSO will infrm the recipient that an Operating Instructin is abut t be issued. Use Three-Part Cmmunicatin Prtcl 4 : When issuing an ral Operating Instructin, the RCSO shall emply Three-Part Cmmunicatin Prtcl: When the Operating Instructin has been issued, the receiving party shall repeat it back, nt necessarily verbatim, t ensure prper understanding has been reached. If the infrmatin is repeated back incrrectly, the RCSO shall infrm the receiver that the repeat back was nt crrect, highlight what was incrrect, then repeat the riginal Operating Instructin t reslve any misunderstandings. If the recipient is unable t repeat r understand the infrmatin, the RCSO shall take alternate actin t ensure reliability f the BES. In the event that the persn receiving the Operating Instructin ends the call prir t repeating the infrmatin back fr cnfirmatin, the RCSO shall immediately call the persn back and reissue the Operating Instructin requiring that the Operating Instructin be crrectly repeated back fr cnfirmatin. Three-Part Cmmunicatins Prtcl will als be used fr all ther cmmunicatins that are relaying a change in state f a BES element, actins taken by an entity t change r maintain the state f the BES, r ther infrmatin that may impact the reliability f the BES but therwise wuld nt be classified as an Operating Instructin. The receiver f an Operating Instructin shall cmply with the Operating Instructin unless such actins wuld vilate safety, equipment, regulatry r statutry requirements, r if the instructin physically cannt be implemented. If the receiving party is unable t cmply, they shall immediately infrm the RCSO f that inability t perfrm the requested actin s that the RCSO may implement alternate mitigating actins. All Operating Instructins will be lgged in accrdance with the RC lgging Guideline. Under certain situatins, RCSOs can issue ral single party t multi-party burst Operating Instructins. When issuing multi-party burst ral and written Operating Instructins, the RCSO shall verify that at least ne recipient received the Operating Instructin. (See SOP-305 Reliability Messaging Tl) 5 All RCSOs are expected t cnduct themselves in a prfessinal manner at all times. RCSOs shuld remain aware that all cmmunicatins cnducted n the Avtec and CISCO telephne systems and the Plycm are recrded and may be used t evaluate perfrmance r determine adherence t NERC, FERC, WECC reginal requirements, as well as Peak plicies, prcesses and prcedures. 5 NERC Standard COM-002-4 Requirement 1.4 Public Page 4 f 7 Effective Date: January 11, 2018
III. Operating Cmmunicatins during a Disturbance Upn ccurrence f a Disturbance, the RCSO shall evaluate system cnditins and identify cmmunicatins that must take place bth internally and with external entities. In additin t the expectatins abve that shuld be fllwed during all Operating Instructins, the fllwing rules apply t cmmunicatins that take place as a result f a Disturbance: System cnditins: Evaluate system cnditins and determine the entities affected. Cmmunicatins: Cntact the affected entity/entities t cnfirm the event, actins being taken t mitigate the event, and the expected time fr cmpletin f mitigatin. The RCSO will cnsider initiating a cnference call between affected entities if multiple entities wuld benefit frm a cmmn exchange f infrmatin regarding the same Emergency. Cause analysis: Evaluate the cause f the Disturbance, evaluate mitigatin, and identify ther curses f actin that may be required t return t nrmal system cnditins. An RCSO may elect t issue an Operating Instructin at any time during an event if it is determined that immediate actin is necessary t preserve the integrity and reliability f the BES. IV. Operating Instructins Fr Emergent Events Each RCSO has bth the respnsibility and the clear decisin-making authrity t act and/r t instruct actins t address the reliability f the RC Area. 6 Intercnnectin Reliability Operating Limit (IROL) Exceedance: The RCSO shall issue an Operating Instructin withut delay t mitigate the magnitude and duratin f the instance f exceeding an IROL within the IROL s T v when nging mitigatin is prving ineffective r there is a pssibility that the T v will be vilated. Refer t the Mnitring f Real-Time SOL and IROL Exceedances prcedure fr additinal detail n RCSO respnsibilities and authrity with regard t mnitring and respnding t an IROL exceedance. Frequency Trigger Limit (FTL) Exceedance: The RCSO will issue an Operating Instructin t the entity/entities significantly cntributing t Frequency Errr upn the limit being exceeded fr lnger than 10 minutes and nging mitigatin is prving ineffective. The RCSO may issue an Operating Instructin at any time prir t the 10 minutes if the RCSO believes that such Operating Instructin is necessary t preserve the integrity and reliability f the BES and/r if the RCSO believes frequency will nt timely return t within limits absent an Operating Instructin. System Operating Limit (SOL) Exceedance: If the RCSO believes the actins being taken t mitigate the SOL exceedance are nt adequate r timely, the RCSO shall issue an Operating Instructin stating specific crrective actin t be taken as well as a time line fr cmpletin in accrdance with the current SOL methdlgy. Resynchrnizing Islands: After cmpleting the Intercnnectin Restratin Checklist and determining that the energized Islands are within parameters, an Operating Instructin must be issued t resynchrnize. The given time t cmplete the Operating Instructin will be n lnger than 15 minutes. If the resynchrnizatin is nt successful within that timeframe, the Intercnnectin Restratin checklist must be utilized again. Operating Instructins may be required t bring Islands int acceptable parameters fr resynchrnizatin. Once acceptable parameters are achieved, an additinal Operating Instructin will be issued t resynchrnize. V. Evaluatin f System Cnditins fllwing Issuance f an Operating Instructin Once an Operating Instructin has been issued, the RCSO shall mnitr system cnditins t determine if the instructed actins were cmpleted in the allwable time frame and/r if the emergent cnditin has been alleviated. If the instructed mitigatin is nt prving t alleviate the emergent cnditin in a timely manner, the RCSO shall re-evaluate and instruct additinal mitigating actins. If the situatin has been determined t be alleviated by the instructed actin, the RCSO shall mnitr system cnditins and determine the apprpriateness f ntifying the entity that was issued the Operating Instructin that it is acceptable t return t nrmal system peratins. Unless it is required fr BES reliability, a return t nrmal status shuld be at the entity s discretin and an Operating Instructin des nt need t be issued. If the situatin has been determined t be alleviated based n changes t system cnditins r ther actins, it is als apprpriate t ntify the entity that was issued the Operating Instructin that the situatin has been mitigated and that they are n lnger required t cntinue the instructed actins. Nte: Operating Instructins cannt be rescinded. VI. Operating Instructins fr Issues Identified by Engineering When the need fr an Operating Instructin is identified by the Peak Engineering team, the respnsible engineer will cntact the Wrking Shift Freman (WSF). The WSF will designate a RCSO t issue the entity the Operating Instructin. Fr example, the peratins planning engineer identifies an utage that needs t be cancelled r pstpned and the entity requests an Operating Instructin t d s. The planning engineer brings the issue t the WSF wh assigns a RCSO t issue the Operating Instructin t the entity s peratr t cancel r pstpne the utage.
