DESIGN REVIEW BOARD AGENDA REPORT SUBJECT: DATE: August 11, 2017 PREPARED BY: 800 Elm Street (Lakeside Foods) proposed exterior alterations to existing building (continued from July meeting) Brian Norkus, Assistant Director of Community Development On August 17, 2017, the Design Review Board is scheduled to further consider a certificate of appropriateness for proposed changes to the exterior elevations to the north façade of the building at 800 Elm Street. At the July 20 Board meeting, the applicant presented plans to the Board detailing proposed application of stucco finish to the upper story of Lakeside Foods building at 800 Elm Street, along with proposed rigid black canvas awnings. The Board approved the awnings and the application of stucco finish conditioned on (1) elimination of cedar trim details and (2) the applicant returning to a future Board meeting for approval of alternative paint color selections for the stucco and window trim. Previous proposal - The previously proposed color scheme included taupe color trim with beige stucco color, depicted in Figure 1 below. Board comment in July noted that the building s brick color (reddish brown blend) suggest a different color scheme. Figure 2 on the following page shows the existing brick color blend Figure 1 previous (July) color proposal

Proposed colors include Sherwin Williams Modern Gray SW 7632 for stucco finish, and Sherwin Williams Peppercorn SW 7674 for trim (window frames). Color chips will be circulated at the Board s meeting; an attempt at visualizing the actual colors is included below.

Summary - The applicant requests that the Board approve a certificate of appropriateness for proposed changes to the exterior elevations to the north façade of the building at 800 Elm Street. Should the Board approve the certificate of appropriateness, the applicant could begin painting immediately following.

SUBJECT: DATE: August 8, 2017 DESIGN REVIEW BOARD AGENDA REPORT 574 Green Bay Rd Fred s Garage (1) Sign variation to permit three signs to be painted directly to the face of the building, and (2) Certificate of Appropriateness for three signs and gooseneck light fixtures. PREPARED BY: Brian Norkus, Assistant Director of Community Development On August 17, 2017, the Design Review Board is scheduled to consider the attached application details for three (3) proposed signs for the new restaurant, Fred s Garage at the corner of Chestnut, Spruce & Green Bay Road. The applicant requests (1) a sign variation to permit three signs to be painted directly to the face of the building, and (2) a Certificate of Appropriateness for three signs and gooseneck light fixtures. The Design Review Board previously considered and approved plans for the adaptive reuse of the former service station in April 2016 (building and site improvements) and May 2017 (landscape plan). Building alternations and site elements have been designed to retain many of the core elements and building details from the former service station, including replicating and expanding former fuel island canopies, garage bay door details, etc. The signage package intends to continue to build on the building s vernacular style and historic building elements by incorporating hand painted signage applied directly to the building. Signs as proposed comply with maximum sizes allowed under the Sign Code (15 % of wall area). The panel sign complies with the size regulations. Sign 2: Northeast Elevation sign (Hand-lettered logo sign) This sign consists of 14 hand-lettered logo and painted letters. The sign will be indirectly lit by gooseneck lights (specifications have been requested but have not been provided as of the date of

this report). The sign complies with the sign code with respect to the maximum area. It also complies with the design guidelines, which indicate a maximum letter height of 14 inches. Staff has communicated to the applicant that this sign s size might be adjusted to exceed the 14 maximum height lettering height called out in Design Guidelines, explaining that the 14 dimension was recommended in the Design Guidelines for more traditional architectural examples of multistory buildings with defined sign bands. Staff also noted that the Design Review Board had responded favorably to a sign exceeding 14 high copy at a similar project, the Minos Restaurant project to occupy the former Hubbard Woods Motors facility at 985 Green Bay Road. Attached to this report are conceptual elevations for the proposed development on the subject property presented at the DRB s April 2016 meeting, conceptually depicting the placement and scale of signage. Sign 3: Northwest Elevation sign (Hand-lettered logo sign) This sign is very similar to sign 2- it consists of 14 hand-lettered logo and painted letters. The sign will be indirectly lit by gooseneck lights. The sign complies with both the sign code (with respect to the maximum area) and the design guidelines (with respect to maximum letter height). Sign Variation - three signs painted directly to the face of the building. Fred s Garage has applied for a sign variation to allow all three signs described previously to be painted directly to the stucco face of the building. Section 15.60.060.F of the Village Sign Code [Prohibited signs] lists signs painted directly to a building fence or other similar structure as prohibited. Sign Variations may be granted by the Design Review Board/Sign Board of Appeals subject the following findings of fact being determined: 1. They are in harmony with the general purpose and intent of this chapter; and 2. The plight of the petitioner is due to unusual circumstances; and 3. There are practical difficulties or particular hardship in the way of carrying out the strict requirements of this chapter; and 4. The variation will not alter the essential character of the locality. Recommendation: Consider a motion to (1) adopt findings of fact to approve the sign code variation request to paint three signs directly to the face of the building, and (2) to issue a Certificate of Appropriateness for signs and lighting as presented. Should the DRB approve the proposed signage, the applicant would first need to receive a sign permit from staff prior to beginning the installation of the signs.

DESIGN REVIEW BOARD AGENDA REPORT SUBJECT: 562-572 Lincoln Avenue - Winnetka Galleria - proposed new awnings DATE: August 10, 2017 PREPARED BY: Brian Norkus, Assistant Director of Community Development On August 17, 2017, the Design Review Board is scheduled to consider the attached application details for eight (8) new awnings for the mixed-use commercial building the Winnetka Galleria, 462-472 Lincoln Avenue. Plans call for rigid open-sided black canvas awnings with 6 high lettering identifying tenants [Sign copy and placement have not been specified]. Figure 1 and Figure 2 depict existing building conditions. The proposed awnings would measure 3-0 in height, 3-0 in depth, and will be placed 8-0 above sidewalk level. Awning dimensions, placement and copy size are compliant with Village regulations pertaining to awnings. No awnings are proposed for window openings within the courtyard area of the building should such awnings be contemplated in the future an additional application and review by the DRB would be required. Summary - The applicant requests that the Board approve a certificate of appropriateness for proposed eight (8) awnings as depicted along the Lincoln Avenue sidewalk. Should the Board approve the certificate of appropriateness, it should consider making approval conditioned on the applicant submitting sign permit applications for awning graphics prior to such lettering being applied. Should the DRB approve the proposed awnings, the applicant would first need to receive an awning permit from staff prior to beginning the installation of the awnings.
